In Florida, the role of the County Extension Director (CED) is threefold – educational programming, leadership of a county extension program, and county office administrative responsibilities. However, their primary role in disaster emergencies is to facilitate collaborations with state and federal partners. During Hurricane Irma in 2017, UF/IFAS CEDs assisted in response efforts. However, communication efforts can become challenging in such chaotic and stressful situations. This research explored communication challenges among CEDs, clients, and statewide partners in hurricane events. Insights into the communication role of CEDs could enhance UF/IFAS Extension’s communication plan for effective information dissemination post-disaster. The Uses and Gratifications Theory guided this qualitative study. Interviews occurred with nine CEDs from various counties across Florida. Results showed CEDs used numerous communication channels to connect with clients, staff, and statewide partners, mainly for the purposes of information dissemination. The main reasons for selecting these communication channels depended on its accessibility, reliability, and whether it was a usual form of communication. Some participants were unaware of available resources which resulted in duplicate efforts. Thus, they required additional information from statewide partners. Some participants also had difficulty connecting clients with people who could assist them with insurance information and aid. As such, this study recommended a central communication system to avoid redundant efforts, strengthening relationships with disaster agencies to promote information-sharing and avoid miscommunication, and developing a list of resources and contacts for CEDs’ first engagement in disaster response.

Evans Collection, Research directors at American land-grant universities are optimistic regarding the future of agricultural biotechnology and expect the ongoing "biotechnology revolution" to benefit the public, including consumers and farmers. Unresolved public policy questions involving biotechnology do concern many of the research administrators who responded to an opinion poll, but the prevailing attitude appears to be on of confident expectation that solutions will in time emerge for all outstanding biotech problems. Asked about "biotechnology's ethical questions," a majority of the respondents that U.S. land-grant institutions are well equipped to deal with such questions. The respondents said biotechnology may pose environmental risks, but they did not expect biological catastrophes to occur. They said biotechnology could be used to foster low-input methods of agricultural production, and they were in favor of pursuing biotech research that might improve agriculture's sustainability. 13 pages., Via online journal., Developing public and policy maker understanding of agriculture and natural resources is a national research priority of the American Association for Agricultural Education. Because of cultural and geographic distancing from agriculture, consumers' ability to obtain firsthand knowledge of agriculture may be limited to a handful of experiences including local, county, and state fairs. As such, agriculturalists' opportunities to communicate with the public about production agriculture may be limited to these experiences. Youth livestock exhibitors fill a gap in the agricultural education system. While a body of research exists about agricultural literacy among youth and adult groups, few studies exist concerning the impact of youth livestock show exhibits upon fairgoers. This study employed a survey research method using semantic differential scales with a then-now approach. Fairgoers, who had been through the youth livestock exhibits at the California State Fair, were asked about their attitudes toward the exhibits. Findings led to the conclusion viewing livestock exhibits and interacting with youth exhibitors resulted in fairgoers having more positive attitudes toward animal agriculture. Interaction between fairgoers and livestock exhibits should be encouraged and exhibitors should be prepared to view interactions with fairgoers as opportunities to educate about agriculture.
14 pages., via online journal, As online selling of products like living plants increases, it is increasingly important to understand how millennial-aged consumers perceive the purchasing experience. New-media technologies like social media, e-newsletters, and other forms of digital communication are easily adopted by millennial-aged consumers. One of these tools, 360-degree video, offers novel ways to preview products offered online and look inside local brick-and-mortar stores, which can be visited in person. Sales of horticultural goods online have been slow to be developed by industry veterans, creating ample opportunities available to new ventures. This qualitative study used a series of three focus groups to answer the research questions of RQ1: What challenges exist for garden centers attracting millennials? RQ2: What are millennials preferences for purchasing live plants online? RQ3: What aspects of digital online marketing influence millennials to make decisions? RQ4: What are millennials preferences for 360-degree video? Results of this study indicate 360-degree video is not the preferred avenue for marketing plants online to millennials, however, high-quality photos and video with educational content and the use of social media could be effective.

Evans Collection, This study was designed to describe the amount and kind of writing recent College of Agricultural Sciences baccalaureate degree graduates complete on the job, their perceptions of the importance of on-the-job writing, and the graduates' level of satisfaction with their writing preparation at Penn State. A questionnaire was mailed to 309 recent College of Agricultural Sciences alumni and 48.4% responded. The majority of respondents were white males (23-26 years old), worked in agriculture-related jobs in Pennsylvania, and earned between $20,000 and $29,999 a year. Respondents wrote less than eight hours a week and wrote a variety of forms such as letters, memos, and reports to different audiences. Respondents felt that the ability to write well was important, and in general, were satisfied with their undergraduate writing courses. (author).

Evans Collection; Paper presented at the July 1991 International ACE Meeting in Rapid City, SD, Newspapers set the campaign agenda for two environmental initiatives appearing on California's November 1990 general election ballot. In doing so, they relied heavily upon unnamed sources (proponents, experts, environmentalists, etc.) and poorly identified advocacy groups. Although the agricultural community perceived both ballot measures to be agricultural issues, the media defined them in a much broader, environmental context. The agricultural industry-sponsored initiative was treated as a non-issue by the newspapers. It received only five percent of the news and editorial space devoted to the two initiatives. However, pro and con coverage of each initiative was generally balanced, reflecting an overall attempt at fairness and willingness to present both sides of the issue. (original)
search through journal, University of Nebraska Cooperative Extension provides educational programming through various methods of delivery. As part of the Family Community Education (FCE) Program, Extension specialists provide leader training lessons to Extension educators and assistants. Survey data were collected from Extension educators and assistants involved in the FCE Program to find out their needs involving the delivery of leader training lessons. The data revealed that satellite broadcast is a viable source to deliver leader training lessons and other programming material to Extension educators and assistants throughout Nebraska. Sixty-three percent of the respondents preferred satellite delivery, as opposed to 35 percent who liked in-person training at district meetings.

Now communicators face the challenge of dealing with technological changes that are reshaping their own profession. A case history is presented of electronic delivery of Extension information at the University of Florida's Institute of Food and Agricultural Sciences (IFAS). This paper examines the role of the technical communicator within an evolving framework of institutional change. It is seen that tasks traditionally performed by editors and artists are in one sense unchanged, although they are now performed by computers. However, there are new opportunities for communicators, especially in the areas of user interface design and knowledge management, that are made possible by the new computer medium.

James F. Evans Collection, Inadequate adoption of soil conservation practices is a serious problem since 40 percent of the nation's farmers have some highly erodible land. This study identified preferred educational sources and methods of hard-to-reach groups such as those who are the last to put together a soil conservation plan. A mailed questionnaire asked about both past and future use. The most important sources of information about soil conservation for landowners with highly erodible land were neighbors and family. Those who had not started a conservation plan were significantly less interested in tours and demonstrations. (original)
search through journal, This assessment was requested by AG*SAT, a consortium of land-grant universities created to plan, coordinate, and deliver distance education in the agricultural science. The perspectives of department heads regarding the delivery of credit instruction using AG*SAT and related technologies were assessed. The heads indicated that their departments will subscribe to one-of-a-kind courses and courses taught by nationally recognized faculty. Most of those surveyed support faculty involvement in distance education, but they perceive that faculty need in-service education in order to teach distance courses effectively. Several programming issues were identified that have implications for ag communicators. (original)
James F. Evans Collection, Videoconferencing has many uses in education and management, and the University of Georgia Cooperative Extension Service tried a new application of the technology. In an attempt to involve as many county, district, and state staff members as possible, an interview was conducted via videoconference for the position of Field Operations Assistant Director. The results of a follow-up survey showed that interviewing candidates via videoconference can be a cost-effective alternative to face-to-face interviewing. (original)

18 pages, via online journal, Extension is often called the “best-kept secret” having low awareness with the public but high satisfaction with clientele. Extension services nationwide have faced budget cuts, creating a need for the organization to re-evaluate its activities, including how it communicates with its stakeholders. While Extension personnel are the ones who will do most of the communicating, their supervisors impact the personnel’s actions, which means it is important to assess both groups. A survey was conducted with Extension personnel and their supervisors in Mississippi assessing engagement in communications activities and perceptions of those activities, as well as personnel’s preference of professional development activities. Personnel reported higher use, comfort, and importance of more traditional (e.g. making a speech) and written activities (e.g. writing a promotional handout) than media-relations activities (e.g. being interviewed for TV), social media-related activities (e.g. managing a Twitter account), and visual communication activities (e.g. graphic design). Supervisors perceived individual communications activities as less important overall than personnel did, and although supervisor and communication scores for use and comfort/capability were similar for most communication activities, there were noticeable exceptions. Additionally, personnel preferred professional development activities that were hands-on or showing the activities first-hand (e.g. demonstrations and field days). Future research should be expanded to other states, conducted in a case study format to study specific relationships, and involve qualitative components. Extension should ensure clear supervisor-communication dialogue on prioritizing communication activities, provide training on communication activities with low use and comfort, and utilize early innovators who are comfortable using newer communication activities.

James F. Evans Collection, This study was designed to examine an automated call-in radio news service versus an operator answered system. It examined how the tapes were being used and attempted to determine the effectiveness of promotional items for the service. It was clear the numbers of callers using the automated service increased significantly (nearly three times) over an operator-answered system. The study suggested that a toll-free telephone number was not a significant factor in whether the service was used and also found that the order in which the stories were available was not important. The results also suggest that for call-in kinds of news services to work, regular promotions to remind the users of the system must be done. (original)
22 Pages, Online Public Access, Restoration of oyster habitats is a critical solution to halt the decline of one of the world’s most threatened resources. News coverage about environmental topics, like oyster restoration, is important to local communities that are directly impacted. However, little research has assessed how restoration topics are framed by journalists, nor how environmental disasters may affect framing of news stories for the public. This study employed a longitudinal framing analysis, using the quantity of coverage and social responsibility theories, to examine how coverage of the restoration of oyster ecosystems shifted before, during, and after the BP Deepwater Horizon oil spill. The frames and sources of 763 newspaper articles were assessed, including 18 local newspapers from five U.S. Gulf Coast states and three high-circulation national newspapers. Logistic regression analyses revealed that the occurrence of an environmental catastrophe shifted media focus from environmental frames before the spill to community and economic frames during and after the spill. Stories were dominated by environmental frames (49%) and primarily relied on quotes from resource managers (50%) over all other groups. Local resource users were quoted less than 5% of the time in local articles. Findings provide a foundation for natural resource managers and communication specialists to understand how information about natural resources changes during disasters and reveals the perspectives that are most and least commonly used to frame and define stories about coastal resources and important gaps in coverage.

Evans Collection, This article describes the development and preliminary evaluation of model materials designed as one step in helping consumers understand how scientists assess food risks, how that information is used in food safety policy decisions, and what individuals can do to protect themselves from residual risks. Focus groups provided feedback on draft materials, and experts reviewed the simplified descriptions of specific food risks to assure consistency with current scientific knowledge. We used pilot tests to examine (1) whether initial factual questions would prompt more learning, and (2) the relative effectiveness of two formats: a paper version similar to typical government pamphlets and an interactive computer version. People learned about food safety from either version. There was little evidence that the "prompting" questions led to more learning, nor did subjects learn more from the computer version. Results suggest that the materials made respondents more comfortable about their own ability to choose and prepare safe food and increased their confidence in actions taken by government and industry. 19 pages., Via online journal., Mississippi residents were surveyed to determine their perceptions surrounding the The Food Factor brand. The Food Factor is a weekly Extension mass media program that communicates research-based information about food, nutrition, diet, and healthy lifestyles. A researcher-developed survey instrument was used to collect information using Qualtrics. The sample consisted of a representative sample of 404 Mississippi residents over the age of 18. Nonprobability quota sampling was used to examine population segments related to sex, Hispanic vs. non-Hispanic populations, and other racial demographic segments. The respondents were asked about their use and awareness of The Food Factor, where they were split into viewer and non-viewer categories. Viewers were asked about their viewing frequency, perceptions and skills learned related to watching The Food Factor, and their nutrition-related behaviors. Non-viewers were also asked about their perceptions of The Food Factor between branded and non-branded The Food Factor episodes. This study found the The Food Factor brand lacked brand recognition and recall. However, the respondents had a slightly positive perception of the brand. Overall, this study could not conclude that branding of the episodes was making a difference in non-viewers’ perceptions, despite the fact that many previous studies have identified branding as an important strategy in social marketing. Recommendations include a consistent and increased use of the brand, such as subtitles or logos, and future research on the use of branding in social marketing program, social marketing in Extension, and the role of branding in mass media programs.

The state water quality Extension specialist designed the high quality tapes, each 20 minutes long, to be viewed at home by clients who had water questions. The question was: "Should video by used again as an educational delivery method?" Responses to a telephone survey of county office assistants indicated a wide variation in the use of video tapes, although over 75% liked the idea of information via tapes. The counties needed assistance with publicity and displays, something that area media specialists might provide. (original)

21 pgs, The purpose of this paper is to compare the reporting of vital agricultural news between the mainstream print media and the farming press in Ireland. To achieve this, this study examined coverage of a recent and significant agricultural news event by mainstream Irish newspapers and the Irish farming press. Taking the 2018–2019 Irish beef sector crisis as the case study for examination, researchers conducted a comparative content analysis of the most widely circulated mainstream national newspapers’ (n = 5) and farming newspapers’ (n = 2) coverage of the story over a 14-month period. We analyzed the timing, frequency, and placing of some 294 articles published to communicate issues regarding the beef crisis at three specific stages—before the national farmer protests, during the farmer protests, and after the farmer protests. We found mainstream newspapers to be significantly slower to start reporting on the Irish beef sector crisis of 2018–2019 compared to the country’s farming newspapers—although national print media coverage of the event increased as the crisis escalated. This early underreporting of the event by mainstream newspapers is compelling considering the importance of the agri-food sector, and beef farming in particular, to Ireland’s economy. Building on existing international, but very limited Irish, research on agricultural journalism, we concluded that farming newspapers are more in touch with the critical issues affecting Irish farmers while mainstream newspapers appeared slower to cover a vital agricultural issue of public importance.
16 pages., Via online journal., Expertise is dynamic, domain specific, and characterized according to an individual’s level of knowledge, experience, and problem-solving ability. Having expertise in the phenomenon under investigation can be used as an indicator of an individual’s aptitude to effectively serve as a coder in a content analysis or as panelist in a Delphi study. The purpose of this study was to assess 10 years of scholarship published in the premier journals of agricultural education and describe the ways researchers in agricultural communications, education, extension, and leadership disciplines who use content analysis and Delphi study methods are describing the qualifications of the people serving as expert coders and panelists. The study findings revealed the majority of researchers publishing in the premier agricultural education journals are not describing the qualifications used in selecting coders or the credentials the coders possess that would make them qualified to code the data in a content analysis. Furthermore, researchers were inconsistent citing literature that supported their selection of content analysis coders and citing literature to support a decision to describe or not to describe coders’ qualifications. However, a description of Delphi study panelists’ qualifications and citations to support why panelists were selected in a Delphi study were present in all of the Delphi studies analyzed over the 10-year period. Based on these findings, it was concluded that ACEEL researchers should include a description of coder credentials to enhance the consistency, transparency, replicability, rigor, and integrity of ACEEL research. Editors and research professionals who perform journal article reviews for the premier agricultural education journals are encouraged to note the exclusion of a description of content analysis coders’ credentials as part of the peer review process.

In past years, internet platforms have been promoted as a tool for farm businesses to connect with customers and other farmers. Social media in particular has gained attention as a user friendly and accessible tool for small business viability. Drawing on Uses and Gratifications Theory, this study uses examines interviews with women farmers' in the United States to explore how they view the role of social media for their agricultural practice. Results demonstrate that women farmers report using social media to reach consumers, seek agricultural information, and maintain emotional connections with other farmers. Though important, women farmers are often overlooked in agricultural research and training programs. Theoretical and practical implications highlight how social media and agricultural trainings can promote media literacy and promote women farmers' success in agriculture.

If focused on the conditions that the employees perceived as influencing their behavior and how these phenomena related to the total communications process of the department. The researcher used Strauss and Corbin's grounded theory method of qualitative research. The findings of this study suggest that changing organizational needs are affecting the professional behavior of communications personnel. The relationship between agricultural communications departments and their clientele, both internal and external, is changing because of budget-slashing priorities common throughout institutions of higher education. In contrast, journalistic news writing traditionally uses verbatim quotes. How do land-grant communicators say they use quotes? Survey data (sent to 50 randomly-selected land grant news writers, response rate 80 percent) indicate the majority (79 percent) said they use non-verbatim quotes at some time. They do so with the understanding that the quotes will be checked with sources before release. Ninety-two percent reported their communications office had no policy about the use of non-verbatim quotes. (author)
