This essay seeks to cross temporal, scalar, and disciplinary boundaries while revisiting tropes of queer invisibility that mark representations of same-sex desire in the Caribbean. Cycling from the world described in the 1901 erotic novel Une nuit d'orgie à Saint-Pierre, Martinique to field notes taken in 2010 among men who frequent Les Salines, this essay unites, in a provisional way, a scattered archive of same-sex desire on the island, while relating these desires critically to place.

In this essay Glenn A. Elmer Griffin adopts a January 2009 parricidal attack in St. Lucia as an instantiation of the escalating problem of fratricidal crime in the postcolonial Eastern Caribbean. Following the work of Kamau Brathwaite, Griffin argues that this violence constitutes the nonarrival of postcoloniality as it is anticipated by Frantz Fanon's periodization of fraternal violence. The familial murder embodies an unbroken period of self-killing that warrants a critical reexamination of the provisions of our postcoloniality and the terms of West Indian identity formation.

The article discusses the history of Santo Domingo (which was renamed the Dominican Republic) under the French General Jean-Louis Ferrand from 1804 through 1809. Particular focus is given to Ferrand's efforts, under the direction of the French Emperor Napoleon I, to re-enslave Santo Domingo and overthrow Haiti's ruler Toussaint Louverture. An overview of the slavery laws in Santo Domingo is provided. Ferrand's use of black Haitian captives as slaves, including the Haitians captured by the French who lived near the border with Santo Domingo, is provided.
Examines the voting behavior of Cubans and non-Cuban Hispanics in two Florida counties. The group position thesis holds that status inequalities and perceived discrimination yield out-group hostilities that can influence political behavior. In Miami, where Cubans are dominant, we expect non-Cuban Latinos to report greater pan-Latino competition and that anti-Cuban attitudes will influence non-Cuban Hispanic voting. In Tampa, where non-Cuban Latinos live in communities where Cubans are not dominant, we expect lower levels of perceived competition and Cuban-related attitudes to be inconsequential to the vote. The results confirm that power relations in the local arena constitute an important influence on the political behavior of Latino immigrants.
With stark income inequalities rooted in its dual currency economy, Cuba is taxing down high and unearned incomes, while trying to raise national productivity and official salaries through performance-related pay and labor restructuring. Such measures are portrayed as an abandonment of socialism, but in Cuba are discussed in terms of historic socialist debates about distribution and the balance of moral and material incentives at work, in a society still characterized by common ownership, social protection, and collective debate.
Case studies demonstrate how countries in the same region can develop health care policies that represent different biomedical and sociocultural outcomes. For example, Cuba's policies result in the lowest HIV/AIDS prevalence rates in the Caribbean, whereas Belize experiences the second highest rates.

Can musical sounds reveal history, or collective identity, or new notions of geography, in different ways than texts or migrating people themselves? This essay offers the idea that the sounds of music, with their capacity to index memories and associations, become sonic points on a cognitive compass that orients diasporic people in time and space. Explores grassroots religious musical productions to show that Afro-Caribbean groups can stake out multiple diasporic identities in overlapping diasporic spaces through the various political registers of tribe, kingdom, and nation.

Several theories of stress exposure, including the stress process and the family stress model for economically disadvantaged families, suggest that family processes work similarly across race/ethnic groups. Much of this research, however, treats African-Americans as a monolithic group and ignores potential differences in family stress processes within race that may emerge across ethnic groups. This study examines whether family stress processes differ intraracially in African-American and Black Caribbean families.

A close analysis of three stories in volume Royal Readers No. 4 reveals the textbooks communicate several unstated and often unrecognized tenets of ideological whiteness, instilled by the colonial authorities to augment a project of subjugated and unquestioning acquiescence to their imperial power.
A recent analysis of the Longitudinal Study of Young People in England (LSYPE) indicates a White British-Black Caribbean achievement gap at age 14 which cannot be accounted for by socio-economic variables or a wide range of contextual factors. This article uses the LSYPE to analyse patterns of entry to the different tiers of national mathematics and science tests at age 14.
Examines the depiction of first-wave West Indian immigrants to the United States in Black print culture in the early 20th century. The authors conduct a series of content analyses of four newspapers that had wide circulation in the Black community between 1910 and 1940. Each content analysis serves as an empirical test one of four common hypotheses about ethnic differentiation between West Indians and African Americans: (a) the group consciousness hypothesis, (b) the racial nationalism hypothesis, (c) the radical politics hypothesis, and (d) the model minority hypothesis. The authors find very little empirical support for either the group consciousness hypothesis or the racial nationalism hypothesis and find only a modicum of support for the radical politics hypothesis. Finally, the authors find evidence confirming the model minority hypothesis. They also find that the Black press presented an accurate portrayal of the West Indian immigrants' socioeconomic advantages to native-born Blacks.
The combination of rice and beans was introduced in the nineteenth century by Afro-Caribbean migrant railroad workers. Notwithstanding elite self-perception of Costa Rica as a white, European nation, economic necessity during the Great Depression helped gallo pinto gain middle class acceptance. This case illustrates both the importance of social and economic history in shaping cultural symbols and also the ways that lower-class foods can become central to national identities.
Develops a theoretical framework of biopolitical performance with which to approach the 1957 televised broadcast of Duke Ellington and Billy Strayhorn's A Drum Is a Woman. Presented on the drama anthology program The United States Steel Hour, this theater-music-dance suite fused elements of Afro-Caribbean rhythm with swing and bebop to tell a history of jazz, featuring acclaimed performers such as Carmen de Lavallade, Margaret Tynes, Joya Sherrill, and Talley Beatty. Central to the Reform of Secondary Education (ROSE) in Jamaica in the 1990s was the achievement of goals of access, equity and quality through the implementation of a common curriculum in all schools. Within this reform, Resource and Technology (R&T) was an innovation designed to develop the creative potential in technology and to transform pedagogical practices from being teacher-centred to being student-centred. This paper examines how teachers and principals involved in the implementation of R&T perceive its attributes, such as need and relevance and observability.

Dwayne is a Grade 6 student who came to Canada from Jamaica at the age of seven. Upon arrival in a new school Dwayne had to adapt to a new culture. In addition, Dwayne was identified as having severe behavioral problems and learning difficulties, and it was recommended within the first month of school that the boy be medicated in order for him to cope. His mother refused. Through interviewing Dwayne's mother and his teacher, a case study details Dwayne's experiences of schooling. The story of Dwayne illustrates how experiences of disablement are interrelated with experiences of migration and racialization.
Based on research conducted on Jamaica's hotel industry, this study sought to determine if there are any advantages to both employers and employees in use of short-term incentives in that industry. Using theories of motivation and the concepts governing incentive compensation to construct a theoretical framework, the article sought to make the link between short-term incentives, motivation and employee productivity.

The 2010 earthquake in Haiti and its aftermath have highlighted inherent but understudied transnational governance and socio-legal complexities of disaster recovery and displacement. This paper examines the key transnational governance and socio-legal issues that have arisen in the South Florida region for four distinct groups: (i) displacees and their related legal, social, cultural, and economic issues; (ii) host communities and governance, legal, and monetary complexities associated with compensation payments (e.g., to hospitals for their services to earthquake survivors); (iii) immigrants within the United States and related legalization and citizenship issues; and (iv) diaspora communities and socio-legal issues related to dual citizenship and their ongoing struggles to have a louder voice in the future of Haiti.

One out of three people (25% of men, 38% of women) in Curacao have experienced some form of domestic violence at some point in their adult lives. The most significant risk factors for domestic violence in Curacao are the female gender, a young age, low education, and experiencing domestic violence victimization in childhood. Divorce, single parenthood, and unemployment increase the risk for women, but not for men.
Compares sexual prejudice in Jamaica to that in Britain and investigated the relationship between contact and sexual prejudice in both countries. Jamaican participants reported more negative attitudes toward gay men than did British participants, but contact was more strongly associated with reduced sexual prejudice for Jamaican participants than for British participants.
Tests for the relationship between foreign direct investment and economic growth among some developing countries distributed between three geographic areas, over the period 1990-2005. Child trafficking, under the guise of intercountry adoption, is a form of human trafficking that is often misunderstood by policy makers, governments, the media, and nongovernmental organizations. Uses the 2010 abduction attempt of Haitian children by American missionaries as a case to demonstrate how existing policies are insufficient to provide protection to victims and to prosecute perpetrators of this form of child trafficking.

Specifically, the essay examines Russell Banks's 1985 novel Continental Drift, which interweaves the stories of two characters who pull up stakes and head to Florida in search of a better life: an oil furnace repair man from New Hampshire and a young, single mother from Haiti.
In many of the lesser developed areas of the world, regional development planning is increasingly important for meeting the needs of current and future inhabitants. Illustrates how matrix assessment methodology was applied to produce a landslide-susceptibility map for the Commonwealth of Dominica, an island nation in the eastern Caribbean, and how with a follow up study the relative landslide-susceptibility mapping was validated. A second Caribbean application on Jamaica demonstrates how this methodology can be applied in a more geologically complex setting.
Argues that the underdevelopment of Dominican social policies reflects the political impact of international migration flows, including both Dominican emigration to the United States and the immigration into the Dominican Republic from neighboring Haiti. These flows have inhibited the development of progressive political actors, including the partisan left and organized labor, and facilitated the adoption of an economic production model that erects additional obstacles to the expansion of the country's social policies.
A benefit-cost analysis was performed on varying levels of standard buildings codes for Haiti and Puerto Rico. It was found that in the two areas studied, the expected loss of life was reduced the most by use of high seismic building code levels, but lower levels of seismic building code were more cost-effective when considering only building damages and the costs for code implementation.
