32 pages, via online journal article, Purpose: As part of the institutional reforms and agricultural restructuring in the Democratic Republic of Congo (DRC), this paper provides an assessment of the performance of the agricultural extension system as well as factors explaining it.
Method: This paper involves key informants’ interviews and surveys of 107 extension organizations and 162 extension agents in randomly selected 156 villages, analyzed using qualitative and logistic regression methods.
Findings and Practical Implications: Results show that despite having one of the highest extension agent-to-farmer ratio and a pluralistic extension system, DRC fails to deliver knowledge and technologies to rural areas due to lack of coordination, no unified and clear policy and mandate, lack of funding, aging and low competencies of agents, and lack of mobility and interactions of agents with key actors. This paper complements findings by other studies that number of agents is not a sufficient indication of performance, but an effective system needs to focus on the enabling environment for agents to be motivated to work as mandated. In this paper, enabling conditions that are found to be statistically significant are external funding, enforcement of performance targets, systems of rewards and sanctions, mobility to foster linkages, and skills development.
Originality: This paper contributes by: (1) analyzing a cross-section of various organizations and agents to identify factors that explain variations in performance in a statistical and systematic approach; (2) providing insights on how to prioritize investments and options for a fragile state like DRC, with weak infrastructure and institutional capacity and with a long history of neglect for their national extension system; and (3) illustrating how a rich and well-cited conceptual framework can be implemented empirically to provide policy options for a country like DRC.
15 pages., via online journal., Information is key in reducing the uncertainties of sustainable agricultural practices (SAPs). The objective of this study was to improve the understanding of the relationship between utilized informational sources and other key identified factors affecting Malaysian vegetable producers' choices. The findings of a multivariate probit model suggest that information sources are complementary. The choices for these sources are influenced by heterogeneity in access to credit, social network (member of farmers association), and farm settings (distance from farm to market, resource depletion issues, and geographical regions). Future promotion of SAPs should be delivered through the provision of quality content disseminated through the preferred information sources, which target potential users.
20 pages., Via online journal., Information plays an important role in meeting the quantitative and qualitative goals of agriculture in the 21st century. As an emerging economy in a developing continent, China has already made many interventions to use information technology to support agricultural development. However, information service in some rural areas is still severely limited. The overall impact of the changing information environment on the farmers’ information needs and access channels has not been fully studied. Thus, this study systematically investigates the characteristics of the information needs and channels of farmers in Guangdong, China. We have collected 4006 questionnaire
samples and used correlation analysis to explore the relationships between farmers’ information needs and access channel preferences. The results indicate that individual characteristic factors, social factors and family factors have different degrees of influence on farmers’ information needs and access channel preferences. These findings can provide a reference for information construction in the rural areas of Guangdong Province and thus promote its economic development. This study can also provide useful insights for policymakers and researchers from other developing countries to formulate implementation plans to promote agricultural development.
16 pages., via online journal., Critical factors influencing farmers’ use of traditional communication methods (TCMs) in information dissemination were isolated with a factor analytical technique. The results show that most of the farmers were between 31 and 60 years and the majority (63%) employ use of TCMs such as proverbs, hooting, putting leaves on path, and use of palm fronds to deliver information at a moderate level. The features of TCMs, farmers’ personal characteristics, economic proficiency, and influence of social contact were factors influencing use of TCMs. It was concluded that use of TCMs is influenced by their peculiarities in discerning information and the user's personal and socioeconomic characteristics.
10 pages, via online journal, As the agricultural industries of developed countries undergo an extended period of change, increasing numbers of farmers are leaving farming. In this paper, we investigate the relationship between intention to exit farming and farmer wellbeing, drawing on and adapting the conservation of resources theory of stress. In a quantitative analysis of 674 Australian farmers, we show that the more likely a farmer is to leave farming, the poorer their wellbeing; but this is moderated by smaller farm size, greater profitability, earning a larger proportion of income off-farm and older age, all of which attenuate the relationship between exit intention and poorer wellbeing. We conclude that it is important for policy-makers to consider the wellbeing of farmers when designing strategies to assist exiting farmers, as poor wellbeing at exit may reduce capacity to adapt successfully to life after farming.
14 pages., via online journal., This study has investigated farm households' simultaneous use of social networks, field extension, traditional media, and modern information and communication technologies (ICTs) to access information on cotton crop production. The study was based on a field survey, conducted in Punjab, Pakistan. Data were collected from 399 cotton farm households using the multistage sampling technique. Important combinations of information sources were found in terms of their simultaneous use to access information. The study also examined the factors influencing the use of various available information sources. A multivariate probit model was used considering the correlation among the use of social networks, field extension, traditional media, and modern ICTs. The findings indicated the importance of different socioeconomic and institutional factors affecting farm households' use of available information sources on cotton production. Important policy conclusions are drawn based on findings.

9 pages, via online journal, Upland farming in Northwest Cambodia has developed rapidly over the last 20 years, with limitations to the plough based system now apparent, including soil degradation and reductions in yield and profitability. A survey was conducted in order to prioritise the main constraints to production, to aid in future research planning, and to identify potential beneficial modifications to the current system. Three hundred and ninety one farmers were interviewed regarding their current farming system constraints, knowledge of conservation agriculture and their future plans in the Districts of Samlout in Battambang Province and Sala Krau in Pailin Province. Perceived major problems in the farming system were extreme climate events such as droughts and heavy rain, declining crop yields, and cash flow shortages, particularly in the pre-monsoon period. This is a plough based farming system, yet 66% of farmers had heard of conservation agriculture, and 59% wanted to learn more about conservation agriculture practices. Two thirds of farmers were interested in how to grow crops in the post-monsoon dry season on residual soil moisture. The survey highlighted opportunities for farmer education and adoption of farming system modifications to improve productivity and sustainability of the farming system in Northwest Cambodia, and assist with climate change adaptation.

9 pages, via online journal, Farmers who engage in farmer participatory research (FPR) change their established social roles in households and communities. As such, comprehension of farmers’ role transitions is important to understand the extrinsic and intrinsic factors impeding or supporting the uptake and use of FPR by farmers. The existing FPR literature, however, does not address such role transitions. In this study, we analyzed farmers’ experiences with FPR and underlying role transitions in a commercial organic agriculture project in western Uganda. We drew on quantitative and qualitative data from interviews, group discussions, and observations involving farmers and extension workers. Our results suggest extrinsic and intrinsic factors affect farmers’ self-conception, influencing their willingness to participate in FPR. The level of alignment between the self-conception and the anticipated role determines farmers’ decision regarding participation in FPR and affects their response pattern. Farmers’ response pattern and individual set of inhibitors and facilitators lead to the experience of role insufficiency or role mastery, which is crucial for farmers’ continuation or termination of on-farm experiments. Understanding and facilitating role transitions is, therefore, essential for sustaining on-farm experiments, which complements current technical FPR training.

13 pages., via online journal., Climate change has serious implications for the agricultural industry—both in terms of the need to adapt to a changing climate and to modify practices to mitigate for the impacts of climate change. In high-income countries where farming tends to be very intensive and large scale, it is important to understand farmers’ beliefs and concerns about climate change in order to develop appropriate policies and communication strategies. Looking across six study sites—Scotland, Midwestern United States, California, Australia, and two locations in New Zealand—this paper finds that over half of farmers in each location believe that climate change is occurring. However, there is a wide range of beliefs regarding the anthropogenic nature of climate change; only in Australia do a majority of farmers believe that climate change is anthropogenic. In all locations, a majority of farmers believe that climate change is not a threat to local agriculture. The different policy contexts and existing impacts from climate change are discussed as possible reasons for the variation in beliefs. This study compared varying surveys from the different locations and concludes that survey research on farmers and climate change in diverse locations should strive to include common questions to facilitate comparisons.
15 pages., via online journal., Genetically modified organisms have been at the centre of a major public controversy, involving different interests and actors. While much attention has been devoted to consumer views on genetically modified food, there have been few attempts to understand the perceptions of genetically modified technology among farmers. By investigating perceptions of genetically modified organisms among Brazilian farmers, we intend to contribute towards filling this gap and thereby add the views of this stakeholder group to the genetically modified debate. A comparative analysis of our data and data from other studies indicate there is a complex variety of views on genetically modified organisms among farmers. Despite this diversity, we found variations in such views occur within limited parameters, concerned principally with expectations or concrete experiences regarding the advantages of genetically modified crops, perceptions of risks associated with them, and ethical questions they raise. We then propose a classification of prevailing profiles to represent the spectrum of perceptions of genetically modified organisms among farmers.
