9 pages., via online journal, Since 2014, the Chinese government has initiated new-type urbanization under the guidance of ‘the National New-type Urbanization Plan (2014–2020)’, which embarks on a significant transformation of the model of urbanization in post-reform China. To understand the origin and outputs of this policy, this article demonstrates the context of China’s new-type urbanization. The paper proposes a conceptual framework of new-type urbanization, which mainly includes four aspects: humanism, people-oriented urbanization; inclusivism, benefits sharing for urban and rural; sustainability, development without sacrifice of resources and environment; and harmonism, coordination. This is followed by an examination of the case of Anhui province, as a pilot province of China’s new-type urbanization. Anhui has performed a lot of related work to promote citizenization of peasant workers and has made great progress on the reform of the household registration system. The study found that despite a special emphasis on people-oriented urbanization, the pressures and costs of citizenization of peasant workers are growing fast, accompanied by rising housing prices in cities. This insight suggests there are benefits and costs of promoting China’s new-type urbanization. Despite the advantages of institutional innovation, the unexpected side effects such as rapid rising housing prices actually undermine the success of plan implementation.
14 pages., Edutainment, the combination of education with entertainment through various media such as television, radio, mobile phone applications and games, is increasingly being used as an approach to stimulate innovation and increase agricultural productivity amongst smallholder farmers in sub-Saharan Africa. Shamba Shape Up, a widely publicised makeover reality TV programme, is an example of edutainment that has received considerable attention, and airs in three countries in East Africa where it is estimated to be watched by millions of viewers.
There is no published academic research on the influence of makeover television formats on innovation systems and processes in smallholder agriculture. Using an Agricultural Innovation Systems approach, this paper explores how makeover edutainment is influencing smallholder farmer innovation systems together with the effect this is having on smallholder farms. In the absence of previous research, it articulates a Theory of Change which draws on research traditions from mass communication, agricultural extension and innovation systems.
Data came from two large scale quantitative (n = 9885 and n = 1572) surveys and in-depth participatory qualitative research comprising focus group discussions, participatory budgets, agricultural timelines, case studies and key information interviews in Kenya. An estimated 430,000 farmers in the study area were benefiting from their interaction with the programme through increased income and / or a range of related social benefits including food security, improving household health, diversification of livelihood choices, paying school fees for children and increasing their community standing / social capital.
Participatory research showed SSU enhanced an already rich communication environment and strengthened existing processes of innovation. It helped set the agenda for discussions within farming communities about opportunities for improving smallholder farms, while also giving specific ideas, information and knowledge, all in the context of featured farm families carefully selected so that a wide range of viewers would identify with them and their challenges.
Broadcasts motivated and inspired farmers to improve their own farms through a range of influences including entertainment, strong empathy with the featured host farm families, the way ideas emerged through interaction with credible experts, and importantly through stimulating widespread discussion and interaction amongst and between farmers and communities of experts on agricultural problems, solutions and opportunities. The fact that local extension workers also watched the programmes further enhanced the influence on local innovation systems.
The findings indicate that well designed makeover edutainment can strongly influence agricultural innovation processes and systems resulting in impact on the agricultural production and behaviours of large numbers of smallholder farmers.

10 pages., Via online journal., Conservation Agriculture (CA) is a knowledge-intensive set of practices which requires substantial access to functional agricultural extension services to enable utilisation. Despite this importance, the perspectives of those providing extension services to smallholder farmers have not been fully investigated. To address this, we qualitatively explore the perspectives of agricultural extension providers across six African countries to understand why uptake of CA has been limited, as well as the institutional changes that may be required to facilitate greater utilisation. Across the diversity of geographical, political and institutional contexts between countries, we find multiple commonalities in the constrained utilisation of CA by smallholder farmers, highlighting the difficulties non-mechanised subsistence farmers face in transitioning to market-oriented farming systems such as CA. The primary constraint relates to the economic viability of market-oriented farming where farmers remain in low input and low output systems with limited exit points. The assumed exit point used by CA programs appears to have led to a culture of financial expectancy and reflects a continuation of top-down extension approaches with inadequate modification of CA to the contextual realities of subsistence farmers. If African agricultural systems are to be sustainably intensified, we find a need for greater flexibility within extension systems in the pursuit of sustainable intensification. If extension systems are to persist with CA, it will need to be promoted through more transitional pathways that disaggregate the CA package, and with that there is a need for the provision of a mandate to, and necessary funding for, more participatory extension services.

11 pages., Via online journal., Federal agricultural land use policies in the United States aimed at protecting soil health and water quality typically rely on persuading individual farmers to voluntarily adopt conservation practices. An expanding body of literature suggests that private sector intermediaries, such as crop advisers, are increasingly trusted sources of information for farmers about conservation practices and thus may be persuasive actors in the conservation-adoption realm. While previous studies have explored farmers’ perceptions of crop advisers facilitating conservation practice adoption and participating in conservation programs in agricultural landscapes, little research to date has explored crop advisers’ perceptions of this role, and few agricultural land use policies have explicitly included crop advisers as conservation partners. This study fills a critical void in the literature by evaluating the Saginaw Bay Regional Conservation Partnership Program, an innovative agricultural policy that relies on crop advisers to recruit farmers into the program and assist them with the adoption of conservation practices. Through a survey and interviews with crop advisers in the Saginaw Bay watershed in Michigan, USA, we explore crop advisers’ perceptions of their role in the program and of delivering conservation information to farmers. We found that crop advisers have positive attitudes towards land/water resources and conservation practices, believe they have an important intermediary role to play in facilitating conservation practice adoption, and believe their supervisors are supportive of them promoting conservation. However, difficulties in collaboration and communication between the private and governmental sectors – resulting from perceived differences, operational differences, and territoriality – present a key barrier to crop advisers increasing their intermediary role in the promotion and implementation of federal conservation programs. Future research and policy initiatives should explore how to address public-private territoriality and whether crop advisers should be incentivized to deliver information about conservation practices and/or assist in enrolling farmers in federal conservation programs.
11 pages., Pakistan is highly vulnerable to extreme climatic events, such as floods and droughts. This study determines the farmers’ risk perception, risk attitude, adaptation measures and various aspects of vulnerability to climate change (e.g. floods, droughts, heavy rainfalls, pests and disease) at farm level in rural Pakistan. The risk perception and attitude of farm households are crucial factors that influence farm productivity, investment and management decisions at this level. A well-designed questionnaire was used to interview 720 farm households from six districts of the Khyber Pakhtunkhwa province. A binary logit model was used to determine the main factors that affect the choice of adaptation strategies of the farm household. The findings revealed that crop diversification, changing crop varieties, altering the crop calendar, varying the fertilizer used, mulching and farm insurance were the main adaptation strategies followed by farm households. The results of the binary logit model revealed that age, education, farm size, household size, credit accessibility, annual income and the perception on the increase in temperature and decrease in rainfall had significant influence on the selection of the adaption strategies. The findings of this study can provide guidance, policy recommendations and reference for future researchers.
10 pages., Via online journal., In 18 East German municipalities, nine of them with a planned pig production site and the other nine with an existing pig production site, a survey was carried out on the factors influencing the acceptance of pig production. The influencing factors examined were the personal attitude on particular aspects of pig production, socio-demographic characteristics, the personal involvement in local decision-making, the size of livestock and the production technology. As a result, existing production sites are perceived more positively than planned sites, without any influence of size and production technology. The difference may be explained by the fact that planned sites are evaluated in respect to economic arguments as jobs and income (market goods), while existing sites are rather evaluated in respect to environmental factors (public goods). For new investments the results lead to the recommendation to emphasize its economic aspects, to integrate the investor socially in the rural community and to apply technology that prevents pollution for the neighborhood. More importantly, the results show the shortcomings of a “top down” approach and the indispensability of endogenous resources in regional development.
In the Eastern Caribbean construction of drainage networks in communities afforded an improvement in slope stability - after a 1 in 100-year rainfall event there were no landslides on previously unstable slopes in densely populated urban communities. This has been recognised in policy terms in the first ever Caribbean-wide, 5-year risk reduction programme. Such evidence represents an important first step in developing realistic land use policies for landslide-prone areas occupied by those migrating to urban centres in the Eastern Caribbean.

8 pages., Via online journal., Agricultural nonpoint source pollution remains a pressing environmental problem despite decades of policy and environmental initiatives. Cooperative local actions are a crucial element of effective multilevel governance solutions to such problems, but securing farmer participation for water quality protection remains challenging. Social capital—relations of trust, reciprocity, and shared social norms within and between key stakeholder groups—has been found to enable cooperation for environmentally desirable outcomes. However, the downsides of social capital remain under-examined in multilevel governance, where cooperation within one stakeholder group (bonding social capital) may undermine cooperation with other stakeholders (bridging social capital). Given this important gap, researchers need to examine how bonding and bridging social capital may be formed, maintained, or undermined through stakeholder interactions, and the corresponding environmental consequences.
In this paper, we address these gaps through a case study of south Florida’s sugar-producing region, whose drainage water flows south into the Florida Everglades. In contrast to persistent water quality impairment elsewhere, Everglades water quality has improved steadily over the past 20 years. These improvements have taken place under a complex set of governance arrangements that established a mandatory long-term numeric water quality target but which relies on shared compliance among farms. These dynamics encouraged interactions among three key groups of stakeholders—farmers, agricultural extension agents, and state regulators—to implement management changes. Drawing on semi-structured interviews, we find that bonding social capital among farmers encourages them to improve their management through a sense of shared responsibility, while also potentially limiting restoration by maintaining perceptions that the regulations are unfair. Bridging social capital helps to legitimize new management efforts, while court-mandated water quality targets incentivize farmers to draw on multiple forms of social capital. We also discuss the relevance of this case for governing agricultural nonpoint source pollution in similar settings elsewhere.
