The first part deals with observations and potential accomplishments from consultations in the Philippines, Indonesia, Thailand, and Egypt. The second part, "There's a need and people know it,"focuses on needs and opportunities. A final section provides "observations from a novice international traveler to future novices."

9 pages., From the file, "India - G.B. Pant University," in the international file of the Agricultural Communications Program, University of Illinois., Discussion emphasized that the nature of agricultural communication needs a flexible approach rather than the rigid procedures laid down for the program. Committee members emphasized need to focus on features of India culture and society, deliberately departing from "the Western-oriented communication technologies and a systematic attempt to use what is relevant in these to develop packages based on our own understanding of socio-cultural pattern of society." They offered a dozen other recommendations about approaches to this graduate program.

INTERPAKS, Mimeographed, 1981. Paper presented at World Bank Symposium on Promoting Increased Food Production in the 1980's, January 5-9, 1981. 38 p., Provides a state-of-the-art understanding of the critical issues and lessons about agricultural extension programs and the role of extension in different agricultural production systems. Identifies the major components of various extension approaches and describes a process to strengthen the linkages between agricultural research and farmers who are the target audience as well as the basic building block of all farming systems. Concludes with several suggestions of ways to improve existing extension systems.

INTERPAKS, Washington, DC: International Food Policy Research Institute, 1981. (Paper prepared as working document no. 9 for the Workshop on Linkages Between Agricultural Research on Farmers in Developing Countries, 13th-14th May 1981, Paris, France, sponsored by the Organization for Economic Cooperation and Development.) 41 p., Notes the distressing downward trend in developing countries, particularly in Latin America, in the number of scientists trained in agricultural research. Points out the urgency for the training of scientists particularly at the higher levels. Extension poses different problems as there is no comprehensive study of extension services in developing countries and the resources allocated to them. Suggests that a further comparative analysis and evaluation of the costs, returns, manpower, equipment and training requirements of alternative approaches and systems of transferring research results to farmers would be worthwhile. Concludes with a section on types of action that might be taken to economize on recurrent costs. Includes several tables in the annex such as research expenditures for 65 countries, 1975 and 1990; research and development expenditures as a percent of GNP and ratio of technicians to scientists and engineers; staffs and expenditures for agricultural research and extension systems in 36 low-income countries; regional education and training costs for research and extension services; and limitations on ability to finance recurrent expenditures.

INTERPAKS, Mimeographed, 1981. Paper prepared for the Development Studies Association Annual Conference, September 10-12, 1981. 9 p., Briefly examines the relation between agricultural extension innovation and social change. Discusses the importance of extension organizations listening to their clients more carefully. Notes the difficulty and complexity of identifying induced change or 'development'. Illustrates the effect social change may have on extension-related development work. Cases include sale of cocoa by New Guinea growers involving kinship systems and changing concept of inheritance and the effect of access to new irrigation systems on social change in two south Indian villages.
