- Analysis of an online social microblog, Sina Weibo. Researchers found that "the poor and rich areas were more willing to behave immorally, and the relation between GDP and collective moral motivation was curved. Also, normal people were less ethical when prices increased than when incomes decreased. Ecological construction and the value added by industries which used more farmers and off-farm workers were both correlated with morality. We also found a dark side to science and technological innovation, which harmed collective morality when areas grew richer."

Even in very poor communities, radio penetration is vast; it is estimated there are over 800 million radios in Sub-Saharan Africa. The paper summarizes evidence on food insecurity in Sub-Saharan Africa and strategies to provide information on innovative agricultural practices to smallholder farmers. The research in this paper is then discussed within the context of research on information and communication technologies (ICTS) for development. Next, the paper presents the ICT-enhanced participatory radio campaign approach and ICT innovations introduced by Farm Radio International, a Canadian nongovernmental organization. The paper analyzes two participatory radio campaigns that use both listening groups and ICTs to engage African farmers. Research on these radio campaigns in six African countries is reported to examine how the participatory approach impacted listenership, knowledge and initial adoption of agricultural techniques and practices presented in the radio campaigns. The authors conclude that the findings of research on these projects could be highly relevant for increasing awareness and adoption of agricultural practices in Sub-Saharan Africa. They also appear promising for other development sectors and for other developing regions

- 10 pages, via online journal, Model farmers are a common feature of many developing world agricultural extension networks within which they demonstrate new cultivation techniques and technologies to local communities. The diverse political-economic and socio-cultural roles that such farmers assume, however, are rarely afforded critical scrutiny. To do so, we emphasise the ways in which model farmers facilitate not only the production and transfer of knowledge but also of materials and legitimacy. These transfers occur both horizontally to community members and vertically through linkages with extension agents, research institutions and private sector interests. We establish how these transfers have important impacts upon both efficiency and equity. To illustrate, we use examples of model farmers drawn from research on hybrid rice dissemination in Mandya district, Karnataka. Despite having the same official functions within the extension network, the model farmers we surveyed assumed strongly different roles with notable implications for the effectiveness of knowledge transfer alongside equity considerations.

- 7 pages., Via online journal., This study is a quantitative survey of communication media preferred by smallholder farmers resettled under the Fast Track Land Reform Programme (FTLRP) in the Gweru district of Zimbabwe. Data were gathered using a questionnaire and simple random sampling. Communication is integral to agricultural development, particularly so in the context of the FTLRP characterized by a dearth of information, education and training, ensued by the discriminatory command agriculture (Murisa and Chikweche, 2015). Farmers' preferences of communicationmedia in receiving agricultural innovations should be prioritised to improve agricultural communication andsubsequently, productivity, which is dire in Zimbabwe in the light of the continuing food insecurity. Thefindingsindicated that farmers prefer media that are stimulating and engaging such as television and demonstrations;convenient such as mobile phones and detailed such as books probably because the majority of them do not have training in agriculture. Demographic variables of age-group and education were found to be associated with communication preferences of some media. The study has implications for agricultural communication media policy. Beyond prioritization of farmers’preferences, a model of a multi-media approach to agricultural communication has been developed, that could widen communication reach if implemented.

Using this approach it is determined that age, occupation, knowledge about farm structure, and community size are important factors shaping the diverse attitudes held by community leaders in rural southern Illinois. - 9 pages., via online journal, Since 2014, the Chinese government has initiated new-type urbanization under the guidance of ‘the National New-type Urbanization Plan (2014–2020)’, which embarks on a significant transformation of the model of urbanization in post-reform China. To understand the origin and outputs of this policy, this article demonstrates the context of China’s new-type urbanization. The paper proposes a conceptual framework of new-type urbanization, which mainly includes four aspects: humanism, people-oriented urbanization; inclusivism, benefits sharing for urban and rural; sustainability, development without sacrifice of resources and environment; and harmonism, coordination. This is followed by an examination of the case of Anhui province, as a pilot province of China’s new-type urbanization. Anhui has performed a lot of related work to promote citizenization of peasant workers and has made great progress on the reform of the household registration system. The study found that despite a special emphasis on people-oriented urbanization, the pressures and costs of citizenization of peasant workers are growing fast, accompanied by rising housing prices in cities. This insight suggests there are benefits and costs of promoting China’s new-type urbanization. Despite the advantages of institutional innovation, the unexpected side effects such as rapid rising housing prices actually undermine the success of plan implementation.

- 10 pages., Via online journal., In 18 East German municipalities, nine of them with a planned pig production site and the other nine with an existing pig production site, a survey was carried out on the factors influencing the acceptance of pig production. The influencing factors examined were the personal attitude on particular aspects of pig production, socio-demographic characteristics, the personal involvement in local decision-making, the size of livestock and the production technology. As a result, existing production sites are perceived more positively than planned sites, without any influence of size and production technology. The difference may be explained by the fact that planned sites are evaluated in respect to economic arguments as jobs and income (market goods), while existing sites are rather evaluated in respect to environmental factors (public goods). For new investments the results lead to the recommendation to emphasize its economic aspects, to integrate the investor socially in the rural community and to apply technology that prevents pollution for the neighborhood. More importantly, the results show the shortcomings of a “top down” approach and the indispensability of endogenous resources in regional development.

As an emerging economy in a developing continent, China has already made many interventions to use information technology to support agricultural development. However, information service in some rural areas is still severely limited. The overall impact of the changing information environment on the farmers’ information needs and access channels has not been fully studied. Thus, this study systematically investigates the characteristics of the information needs and channels of farmers in Guangdong, China. We have collected 4006 questionnaire samples and used correlation analysis to explore the relationships between farmers’ information needs and access channel preferences. The results indicate that individual characteristic factors, social factors and family factors have different degrees of influence on farmers’ information needs and access channel preferences. These findings can provide a reference for information construction in the rural areas of Guangdong Province and thus promote its economic development. This study can also provide useful insights for policymakers and researchers from other developing countries to formulate implementation plans to promote agricultural development.

- 12 pages., Via online journal., Rural Resources Centers (RRCs) managed by community-based organisations, where farmers come together for training and demonstration, have been an innovative extension approach in Cameroon since 2006. This paper describes information flow in RRCs and farmers’ assessment of RRCs as information sources. All the RRCs in Cameroon were studied and 29 group interviews, involving 118 producers and 7 individual interviews with RRC managers, were performed. RRCs share information with several stakeholders including farmers, research institutions, and educational and religious institutions; and interpersonal channels are commonly used. Farmers and agricultural extension workers are the most important sources of information for RRCs. Farmers rank RRCs as their second best sources of information after fellow farmers. On average, each year, RRCs organise at least 40 training sessions for about 1777 participants. The themes are mainly agroforestry (29%), marketing (20%), group dynamics (20%) and post-harvest techniques (11%). The issue of funding the activities of the RRCs needs to be addressed, they need to be better structured, and their human resources increased and strengthened.

Using the knowledge and community-based perspective, the study departs from past works of development communication scholars, who have focused their attention mainly on the transfer of information. The study is concerned with how meaning is created and shared in rural communities through the use of communication. It looks at how small homogenous farming communities in Thailand – world’s number one rice exporter – utilize communication to improve rice crop production. It asks: what roles does communication play in the formation of collective definitions (perspectives) and the construction/management of local knowledge and practices on rice farming? To explore the plausibility of this paper’s assertion, ethnographies of two rice farming villages were conducted – Baan Sap Som Boon (irrigated) in Chainat province (Central Region) and Baan Hua Hae (rainfed) in Ubon Ratchathani province (Northeast Region). Data generation period was from October 2004 to July 2005. Research results indicate that Baan Sap Som Boon has both an extensive knowledge of rice farming methods and procedures and an elaborate community-based communication system. Baan Hua Hae, on the other hand, practices more traditional means of rice production and divides time with other livelihood activities. In both villages, communication plays a central role in improving crop production via facilitating the formation of collective definitions on rice farming, labor, economics and agriculture-related institutions.

Specifically, the objectives are to: identify the background and demographic characteristics of agricultural science and extension teachers in the study area; examine the factors influencing adoption of ICTs by respondents and determine the challenges or constraints militating against adoption of ICTs by respondents in the study area. Data were collected from 60 purposively selected agricultural science and extension teachers in the study area. Data were analyzed using descriptive statistics SPSS 19.0, Likert scale, t-test and Logit model. Ages, teachers’ experience, access to ICTs were significant factors influencing adoption of ICTs by respondents at 1% probability level. Teachers’ attitude, teachers’ awareness significantly influences adoption of ICTs by respondents at 5% probability level. Word processors are perceived useful in setting tests and examination question papers, while, photocopy machine was perceived ease to use to make copies of teaching materials. Access to appropriate ICTs equipment and lack of infrastructure such as irregular electricity supply are the major challenges. The study recommends easy access, awareness and use of ICTs by instructors and regular supply of electricity to improve and stimulates adoption of ICTs by respondents.

Agriculture serves as the main source of livelihood for over half of the population and has the potential to be a strong driver of a reduction in under-nutrition. This article reports research conducted through interviews with stakeholders in agriculture and nutrition in the capital, Kabul, and four provinces of Afghanistan, to gain a better understanding of the institutional and political factors surrounding policy making and the nutrition-sensitivity of agriculture. Semi-structured interviews were conducted with a total of 46 stakeholders from central government and four provinces, including staff from international organizations, NGOs and universities. We found evidence of interdisciplinary communication at the central level and within Provinces, but little evidence of vertical coordination in policy formulation and implementation between the centre and Provinces. Policy formulation and decision making were largely sectoral, top-down, and poorly contextualised. The weaknesses identified in policy formulation, focus, knowledge management, and human and financial resources inhibit the orientation of national agricultural development strategies towards nutrition-sensitivity. Integrating agriculture and nutrition policies requires explicit leadership from the centre. However, effectiveness of a food-based approach to reducing nutrition insecurity will depend on decentralising policy ownership to the regions and provinces through stronger subnational governance. Security and humanitarian considerations point to the need to manage and integrate in a deliberate way the acute humanitarian care and long-term development needs, of which malnutrition is just one element.

- Low intake of fruits and vegetables is a major cause of micronutrient deficiencies in the developing world. Since the 1980s, various non-governmental organizations have promoted homestead gardening (HG) programs, first in Asia, but now increasingly in Africa. Longstanding concerns with HG programs are: (1) they lack scalability, particularly for governments; (2) they only work in areas with/without good access to markets; and (3) they are only suitable for more water-abundant ecologies. We assess these concerns by analyzing a large and novel survey on the adoption of a nationwide HG program implemented by the Ethiopian government. We find that better market access encourages HG adoption; so too does greater public promotion of HGs, but only in more water-abundant ecologies. © 2018 The Authors

- 12 pages., Via online journal., This article is concerned with the shaping of agricultural knowledge among farmers, in the context of the rapid changes Polish agriculture has been subject to since the time of the country's EU accession. The theoretical underpinnings of this work have been described in terms of the significant notional categories, i.e. knowledge, knowledge-cultures and sources of knowledge. The research made use of the joint interviews method. Interviews were run with representatives of different generations in 10 farming families in central Poland. The main research objective was to determine sources of farming knowledge among farmers. The use of joint interviews allowed for the identification of sources of knowledge of different kinds. These reflect a division into farmers' closer and more distant surroundings, i.e. to the family and neighbours on the one hand, and to institutions and media on the other. Knowledge acquisition among farmers is in fact found to be a complex process, reflecting socialisation in a multi-generation environment of family and neighbours, on the one hand, and the impact of the institutional and legal system, on the other. In a general sense, this corresponds to the well-known division of sources of knowledge into the tacit and the explicit, with the acquisition of tacit (i.e. informal) knowledge not meeting with any more major obstacles thanks to proximity in a sense that may be cultural (i.e. the agriculture itself), family-related (and in fact multi-generation) and spatial (physical proximity in a given locality). Microsocial conditioning thus plays a major role in the shaping of this source of knowledge. However, the most important factor distinguishing contemporary cultures as regards knowledge on farming is the capacity to adapt to conditions set by the institutions supporting the latter's development. Formal knowledge flowing into farming families from their institutional surroundings requires growing adaptability and preparation if a succession of innovations are to be taken on board. The multi-source nature of knowledge and the achievement of some kind of balance in this respect actually poses a major challenge for the future functioning of family farms as cultural microsystems.

Advanced technologies like sensors, artificial intelligence, and robotics are increasingly being promoted as a means to increase food production efficiency while minimizing resource use. In the process, agricultural digitalization raises critical social questions about the implications for diverse agricultural labourers and rural spaces as digitalization evolves. In this paper, we use literature and field data to outline some key trends being observed at the nexus of agricultural production, technology, and labour in North America, with a particular focus on the Canadian context. Using the data, we highlight three key tensions observed: rising land costs and automation; the development of a high-skill/low-skilled bifurcated labour market; and issues around the control of digital data. With these tensions in mind, we use a social justice lens to consider the potential implications of digital agricultural technologies for farm labour and rural communities, which directs our attention to racial exploitation in agricultural labour specifically. In exploring these tensions, we argue that policy and research must further examine how to shift the trajectory of digitalization in ways that support food production as well as marginalized agricultural labourers, while pointing to key areas for future research—which is lacking to date. We emphasize that the current enthusiasm for digital agriculture should not blind us to the specific ways that new technologies intensify exploitation and deepen both labour and spatial marginalization.

- 7 pages., Via online journal, The emergence of Alternative Food Networks (AFNs) has drawn the attention of researchers from various fields, who try to understand and explain these new phenomena. The purpose of this paper is to explore how personal attitude and product quality perception influence relative satisfaction over participation in AFNs, therefore contributing to the literature on socially conscious consumerism. Structural Equation Modeling is used to investigate the determinants of consumers' attitudes towards AFNs, its influence on perceived quality of food products, and their relative influence over satisfaction with participation in AFNs. A survey was conducted among 210 AFN participants. The results from this study suggest that consumers' attitude towards AFNs directly influences the perceived quality of food products; moreover, the analysis confirms the relationship between these two elements and overall satisfaction with participation in AFNs. Finally, the research provides suggestions on how to improve consumers’ involvement and mainstream AFNs.

- 8 pages., Via online journal, This paper examines the effect of farmers' access to communication technologies (CTs) on farmers' agricultural output at the aggregate level in the People's Republic of China (P.R. China) based on panel data. The paper uses a dynamic Cobb–Douglas aggregate production function and the generalized method of moments (GMM) as estimation techniques to estimate the parameters of interests. The research findings are: the estimated effects (measured by elasticity) of teledensity on the provincial level agricultural output have been positive and statistically significant both in the short and long runs. In the long-run, the size of the effect is substantial: from 0.94 to 1.06. This implies that the agriculture sector of the P. R. China has some potentials to derive benefit from the use of CTs like telephone. Hence, the Chinese government should consider policy support to expand communication infrastructure for the farmers

The population consists of experts with a B.A. and higher degree employed in various sectors of Agriculture Organization, Water Organization and Research Center of Urmia city. The sample was randomly selected, and the sample size was determined through Kerjice and Morgan table to be 196. This is an applied field study. The survey tool is a structured questionnaire with close-ended question and its validity and reliability is confirmed by experienced professors, and Cronbach's alpha coefficient which indicates the validity of the questionnaire is calculated to be 0.834. The results show that there is a significant relationship among the administrative, social, cultural, educational, economic, ecological, technical, structural and political factors and the importance of people's participation in the exploitation of water resources for agriculture. The results of multiple regression showed that the independent variables explained 66 percent of the dependent variable variance. According to finding in this research these recommendation comments: Improvement and shortening of water transfer networks in order to speed up the transfer of water and reduction of water loss. Government financial support in the agricultural-industrial sector in order to use new technologies. Preventing economic, social, environmental and political losses due to Urmia Lake drying. Maintaining the diversity of plants and crops through water management and environmental management and environmental ethics. The role of mass media such as radio and television, the use of other channels of communication in highlighting the importance of optimal water consumption. Government support for farmers to renew or launch pipeline for farms and gardens to prevent water losses, as well as supporting new irrigation methods and repairing old transmission lines. Increasing cooperation between people and society and even the state regarding participation in the optimal use of water resources.

- 2 pages., Via UI online subscription., Purpose: This paper examines extension practises of agricultural workers within the Egyptian government and the perceived barriers they face in implementing participatory approaches, identifying improvements required in research and extension processes to meet the real needs of Egyptian farming communities. Design/Methodology/Approach: Key barriers for engaging in participatory extension were identified using content analysis of semi-structured interviews, surveys and focus group discussion of 37 government agricultural workers along with participant observation and review of existing literature. Findings: The majority of workers surveyed understood basic participatory extension principles and desired to use these approaches. Changing from traditional ‘top down’ extension to systems that engage with farmers' needs at the community level is made difficult due to the aging and poorly functioning Village Extension Worker (VEW) network. Thus, it is far easier for the research driven extension programmes to use technology transfer models. Practical Implications: Participatory extension relies on strong relationship building and open communication between farmers, extension workers, researchers, interest groups and policy-makers. The Egyptian government must properly establish and resource the pivotal role of VEWs within the extension system to meet its strategic aims of modernising agriculture, developing food security and improving the livelihoods of rural inhabitants. Originality/Value: This paper captures the unique perspectives of government research, extension and education workers involved in agricultural development at a time directly after the 2010 revolution, when they were able to more openly reflect on the past and present situations.

It provides a succinct but comprehensive account of ICTs in agriculture, including evaluating their impact. It identifies gaps, and puts forward a number of recommendations for the G20 in line with the G20 comparative advantage for collective action. Policies and measures to promote ICTs are crucial for the G20 economies and for agriculture in particular. G20 Ministers of Agriculture can take action to integrate ICTs in agricultural policies and initiatives. The report makes a number of recommendations for concrete actions in the area of ICTs that promote sustainable food systems and contribute to the realization of the 2030 Agenda for Sustainable Development.(ii) Sections 1 to 4 contain a detailed, albeit not exhaustive review of ICTs in agriculture. There is plethora of ICT applications on agriculture, ranging from using radio to satellite remote sensing, and in Section 2 every effort has been made to provide a comprehensive picture through the discussion of selected applications. Section 3 reviews the platforms and initiatives that promote the use of ICTs, and Section 4 examines governance issues specifically related to principles, rights and privacy. It is believed that using Audience-centered Communication theory can help to consolidate the theoretical basis of participatory agricultural extension. The communication essence of agricultural extension activity is studied, which is spreaders send information to farmers; then, farmers filter and process the information, transform it into their own experiences and feed back on time. Internet logical relationship between audience-centered communication and participatory agricultural extension is studied. Effects of Audience-centered Communication Theory on participatory agricultural extension are analyzed. One is that the Audience-centered Communication Theory defines the guidance and implementation basis of agricultural extension activities; the other is that bringing Audience-centered Communication Theory into agricultural extension research can help to expend the agricultural extension. Several enlightenments of the theory to participatory agricultural extension are obtained. Firstly, take audience as the orientation and focus on the needs of the audience. Secondly, advocate the participatory approach of process; and emphasize the importance of internal audience participation. Thirdly, establish two-way interaction mechanism; and make the promoters understand the implementation and performance status on time.
