2. Are agriculture and nutrition policies and practice coherent? Stakeholder evidence from Afghanistan

- Online ISSN: 1876-4525 Print ISSN: 1876-4517, Via online journal., Despite recent improvements in the national average, stunting levels in Afghanistan exceed 70% in some Provinces. Agriculture serves as the main source of livelihood for over half of the population and has the potential to be a strong driver of a reduction in under-nutrition. This article reports research conducted through interviews with stakeholders in agriculture and nutrition in the capital, Kabul, and four provinces of Afghanistan, to gain a better understanding of the institutional and political factors surrounding policy making and the nutrition-sensitivity of agriculture. Semi-structured interviews were conducted with a total of 46 stakeholders from central government and four provinces, including staff from international organizations, NGOs and universities. We found evidence of interdisciplinary communication at the central level and within Provinces, but little evidence of vertical coordination in policy formulation and implementation between the centre and Provinces. Policy formulation and decision making were largely sectoral, top-down, and poorly contextualised. The weaknesses identified in policy formulation, focus, knowledge management, and human and financial resources inhibit the orientation of national agricultural development strategies towards nutrition-sensitivity. Integrating agriculture and nutrition policies requires explicit leadership from the centre. However, effectiveness of a food-based approach to reducing nutrition insecurity will depend on decentralising policy ownership to the regions and provinces through stronger subnational governance. Security and humanitarian considerations point to the need to manage and integrate in a deliberate way the acute humanitarian care and long-term development needs, of which malnutrition is just one element.

- 10 pages., Via online journal., The purpose of this study was to investigate the factors influencing people's participation in the exploitation of water resources for agriculture. The population consists of experts with a B.A. and higher degree employed in various sectors of Agriculture Organization, Water Organization and Research Center of Urmia city. The sample was randomly selected, and the sample size was determined through Kerjice and Morgan table to be 196. This is an applied field study. The survey tool is a structured questionnaire with close-ended question and its validity and reliability is confirmed by experienced professors, and Cronbach's alpha coefficient which indicates the validity of the questionnaire is calculated to be 0.834. The results show that there is a significant relationship among the administrative, social, cultural, educational, economic, ecological, technical, structural and political factors and the importance of people's participation in the exploitation of water resources for agriculture. The results of multiple regression showed that the independent variables explained 66 percent of the dependent variable variance. According to finding in this research these recommendation comments: Improvement and shortening of water transfer networks in order to speed up the transfer of water and reduction of water loss. Government financial support in the agricultural-industrial sector in order to use new technologies. Preventing economic, social, environmental and political losses due to Urmia Lake drying. Maintaining the diversity of plants and crops through water management and environmental management and environmental ethics. The role of mass media such as radio and television, the use of other channels of communication in highlighting the importance of optimal water consumption. Government support for farmers to renew or launch pipeline for farms and gardens to prevent water losses, as well as supporting new irrigation methods and repairing old transmission lines. Increasing cooperation between people and society and even the state regarding participation in the optimal use of water resources.
4. Incorporating attitudes into the evaluation of preferences regarding agri- environmental practices

- 22 pages, Many stated preference studies have shown that individuals’ attitudes play an important role in explaining their behaviour and helping to disentangle preference heterogeneity. When responses to attitudinal questions are introduced into discrete choice models, a suitable approach that corrects for potential endogeneity must be adopted. We use a discrete choice experiment to analyse the preferences of residents regarding the use of agri-environmental practices in the peri-urban area of Milan (Italy). A detailed analysis of these preferences is relevant for policymakers as farmers on the peri-urban fringe are often asked to provide environmental services to urban-dwellers. We apply a latent class model that we extend to include indicators of individuals’ attitudes towards the relationship between agriculture and the environment. Besides the application of the control function approach to deal with endogeneity, our main contribution is the use of a refutability test to check the exogeneity of the instruments in the agri-environmental setting. Our results show that attitudinal indicators help to disentangle the preference heterogeneity and that the respondents’ willingness-to-pay distribution differs according to the indicators’ values.
