23 pages, Increasing doctoral degree holders in Sub-Saharan Africa may significantly impact the quality and quantity of undergraduate and graduate programs. Research capacity is crucial to successfully completing a thesis or dissertation and obtaining a graduate degree. Unfortunately, in Sub-Saharan Africa, many students abandon or delay their degrees at this stage due to limited research and writing skills. This study aimed to identify the most critical thesis and dissertation (TD) research needs of masters and PhD students from Sub-Saharan Africa. Thirty-eight skills were identified from the literature and presented to agricultural education and extension/leadership students. Borich (1980) and Witkin (1984) needs assessment models were used to ascertain the perceived importance and extent of students' knowledge of TD topic areas. The top identified needs were extracting a manuscript from a thesis, writing a journal article, choosing inferential statistics, deciding the descriptive statics, and what to review in the literature. A total of 15 items were identified as critical needs using the Witkin model. The findings identified challenges and opportunities for improving Sub-Saharan African graduate students' research knowledge and TD performance, implying that combining the two models to identify training needs may produce more comprehensive results than using only one methodology.

FSR/E projects have provided opportunities for developing country professionals to acquire training and field experience in this new approach to research. However, most projects have bot had the impact on technology development and transfer or institutionalization of FSR/E as had been assumed in project designs. This report, based on a case study review of evaluations of 12 A.I.D.-funded projects, synthesizes the Agency's experience with FSR/E from the mid-1970's to the mid-1980's and assesses the impact of these projects on agricultural development.

Pervasive use of poor quality seed remains an important reason for low yields throughout the developing world. We explore ways to increase the quality of the local stock of seed tubers among a sample of Ugandan potato farmers.
Design/methodology/approach: Using videos, we provide agricultural extension information on (i) how to select the best seed tubers and (ii) how to properly handle and store seed tubers until the next planting season. The relative effectiveness of the information interventions is tested using an individually randomized controlled trial where we model spillovers using a randomization-based framework for estimating causal effects under interference between units.
Findings: Especially the video on seed selection translated into increased awareness and adoption of recommended practices, increased probability of using improved inputs, as well as higher consumption.
Practical implications: Interventions aimed at improving seed quality are important in the absence of access to high-quality seed. Video messages are becoming increasingly useful as a complementary tool in agricultural extension.
Theoretical implications: Randomization-based inference can be used to take into account spillover effects in the analysis rather than the design phase of an experiment.
Originality/value: This is the first study to address seed quality of potato tubers in a real-world setting using videos.

15 pages., The determinants of agricultural extension communication channel usage depend on several factors but have not been explored in the context of emergency (Fall Armyworm outbreak) and non-emergency situations. A multistage purposive sampling technique was used to select 318 farmers, focusing on the districts and the communities with the highest reported cases of fall armyworm infestation. Descriptive statistics and a multivariate probit analysis were used in the analysis of the data. The results showed an increase in the intensity of channels’ usage in the emergency situation. It was also found that fertilizer and improved seeds were the most common extension need. Channels are found to be more complementary in the emergency case. In both situations, some factors explaining the choices of these channels varied, while others agreed. The study recommends multiple channels are made available and that time-consuming channels irrespective of their effectiveness should be avoided by extensionists in emergency situations.
33 pages, This study surveyed 258 organic grain farmers in Iowa in the U.S. Midwest. We identified seven areas of challenges related to organic grain farming adoption: organic farming operations, marketing, policy, finance, inputs and information, social pressures, and land tenure. Respondents reported three key areas where extension programs were needed: education, research, and technical services. Regarding outreach formats, organic farmers preferred events where peers were featured or provided leadership, such as field days, one-on-one mentor programs, and farmer-to-farmer workshops. Results provided empirical evidence to support theoretical discussions and policy implications on issues related to adoption of organic grain farming.

19 pages, Agricultural extension agents are highly credited for their roles of providing advice to farmers and supporting their learning and decision-making to improve livelihoods. The use of appropriate methods to promote learning in developing countries, including Trinidad and Tobago, has often been highlighted as a development priority. Nevertheless, agricultural extension agents encounter difficulties in applying new competencies. Understanding and utilising appropriate methods based on farmers’ learning needs is critical. This study sought to investigate extension agents’ use of learning-based extension methods. A survey was conducted with 106 extension agents. Descriptive statistics and logistic regression analysis were used to analyse data. The findings show that male agents prefer Plant Clinics and Farmer Field School learning methods. Social influence and networking among organisations had a significant influence on the use of Discovery Based Learning methods. The positive influence of social pressure motivated the agents. The study recommends supporting facilitative conditions through a coordinated programme and to focus on farmers’ learning as a critical consideration for improving the use and impact of learning-based methods
9 pages., The paper explored the policy options targeted at preventing extreme hunger after surviving the COVID-19 pandemic. Multistage sampling procedure was used to select 15 key informants across five purposively selected Local Government Areas in Kaduna and Ogun States for this study. Checklist (administered through recorded telephone calls) was used to elicit responses (qualitative data) on the impacts of COVID-19 on the food system. This paper concludes that the COVID-19 pandemic has negatively impacted on the food system thus challenging the AES to employ more innovative and pragmatic approaches to reach the farmers. Major impacts of COVID-19 on food system were disruptions in agricultural production, limitation of field visit by extension personnel and distortion of technology delivery system. Major recommendations include: in response to the stay-at-home order in the wake of the COVID-19 pandemic, Agricultural extension services (AES) should explore virtual means to reach the clientele. To this end, farm operations and new techniques should be packaged into short clips and shared via various platforms. Also, legislative means to consider AEAS as essential services should be sought; and extensionists should be trained and provided with personal protection equipment (PPE) to enable them reach farmers. Such field officers should be insured and provided with adequate tangible mobility.
21 pages, We evaluate causal impacts of a large-scale agricultural extension program for smallholder women farmers on technology adoption and food security in Uganda through a regression discontinuity design that exploits an arbitrary distance-to-branch threshold for village program eligibility. We find eligible farmers used better basic cultivation methods, achieved improved food security. Given minimal changes in adoption of relatively expensive inputs, we attribute these gains to improved cultivation methods that require low upfront monetary investment. Farmers also modified their shock-coping methods. These results highlight the role of information and training in boosting agricultural productivity among poor farmers and, indirectly, improving food security.

private sector, INTERPAKS, A common strategy for agricultural and rural development in the third world is the operation of a government-run agricultural extension service devoted to augmenting small holder productivity. Numerous evaluations of such services, however, have concluded that they are ineffective. This paper examines an alternative strategy -- the provision of agricultural extension services by capitalist enterprise. It presents a case study of the privatization of extension services in Papua New Guinea and discusses the implications. This paper concludes that private agencies have the ability to boost agricultural production, but are unlikely to achieve broader objectives of contemporary rural development.

The acknowledged failure of the traditional extension model in India has stimulated debate on extension reforms and the introduction of new extension models. Further, Indian agriculture has recorded an alarming ‘knowledge gap’ where ‘knowledge’ became central to agricultural production. The role of extension functionaries today is more challenging and demands structural and functional changes to meet the holistic needs of farmers and they have to equip themselves to cope with the drastic chance and dire needs. Agricultural extension is not only about imparting knowledge and securing adoption of improved practices but it also aims at changing the outlook of farmers. Moreover, Indian agriculture is undergoing a rapid transformation under globalization from a simple making a living to complex endeavour. Information revolution leads to fundamental changes in economic, political, social and cultural relations. Information technology is the lifeblood of many other technologies. It is opined that there is direct relationship between communication and development of agricultural sector. New information technology provides the opportunity for innovation. The ‘free flow of information’ will help the farmers is to overcome the knowledge gap and the availability of the new technology lead farmers to make real choice. This paper emphasizes on the role of ICTs in contemporary agricultural context and critically understands the failure of traditional extension functionaries.
