19 pages, We investigate the relationship between EU Common Agricultural Policy environmental payments, and dairy and beef farm level competitiveness and environmental performance. We use an Irish panel of farm level financial data for the years 2000–2017 and apply stochastic frontier analysis. Our estimates identify a positive relationship between technical efficiency and the Green, Low-Carbon, Agri-Environment Scheme for dairy farms, in contrast with the negative relation identified for previous payments of this kind such as the Rural Environment Protection Scheme for both beef and dairy. We then simulate increases in the first type of environmental payments financed through reductions in decoupled payments. We use alternative scenarios for payment redistribution such as flat allocation, allocation to farms with low stocking rates or proportional reallocation of payments. We find that under the second scenario, marginal environmental gains can potentially be achieved for dairy farms. For beef farms, the proportional allocation performs best regarding environmental gains. We also find that under this scenario, the impacts on income inequality can be smoothed for both farm types.
7 pages, With the growing needs of society for food safety and quality, as well as habitat protection, soil and water quality improvement, the role of eco-innovations in agriculture can be considered to provide ecosystem services and environmental protection. The attention paid by institutions to food safety and quality encourages innovative solutions. The aim of this paper is to present the attitudes of farmers to implement eco-innovative solutions such as organic farming and agri-environmental practices. A survey was conducted among 64 organic farmers dealing with perennial crops, pastures, and beekeeping in Bulgaria. The data from the survey was used to build logistic regression to analyze the factors affecting the decisions to implement eco-innovative solutions. The results reveal that three most important factors affect willingness to adopt eco-innovations are: positive perception of the impact of eco-innovation on environment quality, positive change in income as a result of organic farming, and adequate state policy and regulation of the agricultural sector.
22 pages, Many stated preference studies have shown that individuals’ attitudes play an important role in explaining their behaviour and helping to disentangle preference heterogeneity. When responses to attitudinal questions are introduced into discrete choice models, a suitable approach that corrects for potential endogeneity must be adopted. We use a discrete choice experiment to analyse the preferences of residents regarding the use of agri-environmental practices in the peri-urban area of Milan (Italy). A detailed analysis of these preferences is relevant for policymakers as farmers on the peri-urban fringe are often asked to provide environmental services to urban-dwellers. We apply a latent class model that we extend to include indicators of individuals’ attitudes towards the relationship between agriculture and the environment. Besides the application of the control function approach to deal with endogeneity, our main contribution is the use of a refutability test to check the exogeneity of the instruments in the agri-environmental setting. Our results show that attitudinal indicators help to disentangle the preference heterogeneity and that the respondents’ willingness-to-pay distribution differs according to the indicators’ values.

8 pages., Via online journal., Agricultural nonpoint source pollution remains a pressing environmental problem despite decades of policy and environmental initiatives. Cooperative local actions are a crucial element of effective multilevel governance solutions to such problems, but securing farmer participation for water quality protection remains challenging. Social capital—relations of trust, reciprocity, and shared social norms within and between key stakeholder groups—has been found to enable cooperation for environmentally desirable outcomes. However, the downsides of social capital remain under-examined in multilevel governance, where cooperation within one stakeholder group (bonding social capital) may undermine cooperation with other stakeholders (bridging social capital). Given this important gap, researchers need to examine how bonding and bridging social capital may be formed, maintained, or undermined through stakeholder interactions, and the corresponding environmental consequences.
In this paper, we address these gaps through a case study of south Florida’s sugar-producing region, whose drainage water flows south into the Florida Everglades. In contrast to persistent water quality impairment elsewhere, Everglades water quality has improved steadily over the past 20 years. These improvements have taken place under a complex set of governance arrangements that established a mandatory long-term numeric water quality target but which relies on shared compliance among farms. These dynamics encouraged interactions among three key groups of stakeholders—farmers, agricultural extension agents, and state regulators—to implement management changes. Drawing on semi-structured interviews, we find that bonding social capital among farmers encourages them to improve their management through a sense of shared responsibility, while also potentially limiting restoration by maintaining perceptions that the regulations are unfair. Bridging social capital helps to legitimize new management efforts, while court-mandated water quality targets incentivize farmers to draw on multiple forms of social capital. We also discuss the relevance of this case for governing agricultural nonpoint source pollution in similar settings elsewhere.
17 pages., via online journal, Calls for improved targeting of conservation resources are increasingly common. However, arguments for improving the effectiveness and efficiency of agricultural conservation programs through proactive targeting are often tempered by questions regarding political feasibility. Such questions rest on an assumption that there will be resistance to these approaches, whether from farmers, farm groups, or elected officials, yet there is little research-based evidence supporting that assumption. Analysis of data on Iowa farmers’ attitudes toward targeted conservation indicates that most farmers support targeted approaches. Specific factors associated with endorsement of targeted approaches include awareness of agriculture's environmental impacts, belief that farmers should address water quality problems, having experienced significant soil erosion, belief that extreme weather will become more common, participation in the Conservation Reserve Program, and belief that farmers who have natural resource issues are less likely to seek conservation assistance. Concerns about government intrusion were negative predictors of support for targeted approaches.
