The population of the study consisted 1200 respondents comprising (staff of the Zamfara State Agricultural Development Project, FADAMA III Project, IFAD, Animal rearers and Farmers). Instruments of data collection used for the study were the questionnaire, interview and discussions. One thousand two hundred questionnaires were distributed to respondents and only 988 (82.2%) were dully returned and found usable. The results of the responses were interpreted using simple percentage and frequency tables. The findings of the study include, that 95% of Zamfara State population are farmers, Maru and Gusau Local Government Areas recorded the highest farmers’ population. It was also discovered that there was a high rate of awareness of climate change information in the State with Radio, Television, extension services as major sources of climate change information in the State. It was also discovered that farmers in the State utilize climate change information like taking decisions on what and when to plant, planting improved crop varieties among others. There is also the challenges of reduction in annual rainfall, deforestation, insect-pests attack, high temperature among others. Recommendations were made for intensified awareness campaign on climate change, increased budgetary allocation to the agricultural sector for more mitigation and adaptation capacity for the farmers.
13 pages., The Internet is booming with need-based information and communication technologies (ICTs) catering to the needs of a huge number of farmers. For dissemination of scientific dairy practices a need-based Web Module for Scientific Dairy Practices (WMSDP) was developed. A total of 120 farmers from Jammu District and 20 scientists from the Sher-E-Kashmir University of Agricultural Sciences & Technology of Jammu were selected by proportionate random sampling for assessing and prioritizing the information needs of the farmers. Information on healthcare management was highly required by the farmers, followed by information on fodder production and management, general management, nutrition and feeding, and least on breeding and reproduction. The scientists prioritized information on general management as most required, followed by information on healthcare management, breeding and reproduction, nutrition and feeding, and least on fodder production and management. Keeping the information needs of the farmers and priority of the scientists in mind, an interactive IT-enabled web module was developed using the latest Microsoft dot (.) net technology. The perceived utility of WMSDP was calculated based on six indicators and the overall perceived utility score was found to be 11.18 out of 12.00. ICT tools like WMSDP can be an excellent medium for dissemination of required information to the farmers.

Communication Technologies (ICTs) among farmers in the Punjab province of Pakistan.
The Punjab province is divided into three agro-ecological zones viz Northern, Central and
Southern. In this study, one district from each zone was randomly selected. Total sample
size comprises of 150 farmers. Farmers were interviewed using a self-administered
interview schedule comprising of open and close-ended questions. Respondents’ access to
ICTs was low level. Chi-square test revealed a significant association between the age of
respondents and adoption of ICTs. Young respondents were leading users of ICTs in the
study area. Size of landholding and income level of the respondents had a significant
association with the frequency of use of ICTs in agriculture. Among various ICTs tools,
mobile/cell phone attracted 47.3% of respondents to access agricultural information. Factors
militating use of ICTs include; electricity/power issues (x̄=2.95/3.00), language barriers
(x̄=2.93/3.00), limited knowledge and skills about ICTs (x̄=2.89/3.00), high cost
(x̄=2.87/3.00) and limited availability of ICTs (x̄=2.85/3.00). Extent of ICTs use to access

14 pages., his paper evaluates the effect of the Rural Capacity Building Project (RCBP),
which aimed at promoting growth by strengthening the agricultural service systems
in Ethiopia, and by making them more responsive to smallholders’ needs, in particular women farmers. We examine the gender-differentiated impact of the RCBP
using panel data on 1,485 geographically dispersed households in project and control
kebeles. We find that women farmers’ access and satisfaction with extension services
increased significantly immediately after the start of the project, but that effect did
not last into the medium term. The project led to an increase in the adoption of high-
value crop farming, area of land cultivated, and economic participation of household
members, benefiting male- and female-headed households equally. Results point to
the positive impact of incorporating women’s needs and constraints in the design of
the agricultural extension system. However, the project was not able to reduce the
preexisting gender gap in agricultural outcomes.

However, available literature indicates that a large number of smallholder farmers remain unreached by the extension systems. To address the above problem, there has been a call to unearth the role of participatory and Information and Communication Technologies (ICTs)-led extension and learning approaches for agricultural and environmental education, and development in the country. As such, a review study was conducted on the context and the potential of participatory, and ICT-led extension and learning approaches to agricultural and environmental education. The reviews involved thematic and content analysis of variables of interest. The review findings presented a critical review of the historical and current state of agricultural extension reforms in Uganda. It also highlighted the challenges and lessons on the status, context, and potential of participatory, and ICT-led extension and learning in agricultural and environmental education in Uganda. It elaborated on recurring extension issues and described the experiences on the role of ICTs to extension and emerging practices that are enhancing the delivery of timely information that suits the needs of farmers. Policy recommendations were henceforth made to tap the potential of participatory, and ICT-led extension and learning approaches in order to enhance the performance of agricultural extension systems in Uganda.
