14 pages., via online journal., This article addresses a stated need within the food justice movement scholarship to increase the attention paid to the political socialization of hired farm hands in industrial agriculture. In Canada, tackling the problem of farm worker equity has particular social and political contours related to the Canadian horticultural industry’s reliance on a state-managed migrant agricultural labour program designed to fill the sector’s labour market demands. As Canada’s Seasonal Agricultural Worker Program (SAWP) produces relations of ‘unfree labour’, engaging migrant farm workers in social movement initiatives can be particularly challenging. Critical educational interventions designed to encourage migrant farm workers’ contribution to contemporary social movements in Canada must therefore confront the socio-cultural obstacles that constrict migrant farm workers’ opportunities to participate as full members of their communities. In this article, I argue that social justice oriented approaches to community-based arts can provide a means for increasing the social movement contributions of farm workers employed through managed labour migration schema such as Canada’s SAWP.

16 pages., via online journal, The United Kingdom’s approach to encouraging environmentally positive behaviour has been three-pronged, through voluntarism, incentives and regulation, and the balance between the approaches has fluctuated over time. Whilst financial incentives and regulatory approaches have been effective in achieving some environmental management behavioural change amongst farmers, ultimately these can be viewed as transient drivers without long-term sustainability. Increasingly, there is interest in ‘nudging’ managers towards voluntary environmentally friendly actions. This approach requires a good understanding of farmers’ willingness and ability to take up environmental activities and the influences on farmer behavioural change. The paper aims to provide insights from 60 qualitative farmer interviews undertaken for a research project into farmers’ willingness and ability to undertake environmental management, particularly focusing on social psychological insights. Furthermore, it explores farmers’ level of engagement with advice and support networks that foster a genuine interest, responsibility and a sense of personal and social norm to sustain high quality environmental outcomes. Two conceptual frameworks are presented for usefully exploring the complex set of inter-relationships that can influence farmers’ willingness to undertake environmental management practices. The research findings show how an in-depth understanding of farmer’s willingness and ability to adopt environmental management practices and their existing level of engagement with advice and support are necessary to develop appropriate engagement approaches to achieve sustained and durable environmental management.

13 pages, via online journal, Food charity in the United States has grown into a critical appendage of agro-food supply chains. In 2016, 4.5 billion pounds of food waste was diverted through a network of 200 regional food banks, a fivefold increase in just 20 years. Recent global trade disruptions and the COVID-19 pandemic have further reinforced this trend. Economic geographers studying charitable food networks argue that its infrastructure and moral substructure serve to revalue food waste and surplus labor in the capitalist food system. The political–legal framework undergirding this revaluation process however is still poorly understood. Drawing on a 6-year institutional ethnography of the food banking economy in West Virginia, this paper takes a supply-side approach to examine the material and moral values driving the expansion of food waste recovery as hunger relief. Empirically, it focuses on the laws, contracts and fiscal incentives regulating charitable food procurement at the U.S. Department of Agriculture and Feeding America. The assemblage of government agencies, private businesses and non-profit organizations enrolled into this gift economy at different scales I argue, serves to enclose food waste into a public–private governance structure that regulates food surpluses and ensures these will not disrupt the scarcity logics driving profitability along primary food circuits.
3 pages, The COVID 19 pandemic has demonstrated clearly that change can happen suddenly and dramatically, creating great uncertainty. Social distancing is the norm world-wide as we all work to ‘flatten the curve’. The economy is crashing, and despite stabilizing attempts, continues to stagger. The combination of a pandemic with economies in decline around the world is increasing food insecurity across the globe (UN-FAO 2020).
But in uncertainty, new possibilities arise and new pathways open. Change creates the conditions for transformation. We now have an opportunity—perhaps a once-in-a-lifetime opportunity—to learn from past weaknesses and create food systems that are more healthy, sustainable, equitable and resilient.
Thinking ahead to post-COVID 19 food systems, it is important to ask, what are we learning about our level of preparedness? And what next steps are suggested by food system weaknesses at local, regional and global scales in the context of the international pandemic?
Lessons are already emerging from this crisis—and from the multiple innovative responses to it—about how to retool food systems toward sustainability and resilience. For example, numerous food providers and retailers have moved online (Open Food Network) and social enterprises are delivering fresh local food and backyard growing kits to vulnerable population groups.

The siblings were excitedly tucking peas and spinach into the fresh earth as we headed home to nearby Soul Fire Farm to tend the crops that would be distributed to neighbors in need. Our sacred mission is to end racism and injustice in the food system, which we do by getting land, gardens, train-ing, and fresh food to BIPOC (Black, Indigenous, and people of color), including refugees and immigrants, survivors of mass incarceration, and others impacted by state violence.As Mama Fannie Lou Hamer said, “When you have 400 quarts of greens and gumbo soup canned for the winter, no one can push you around or tell you what to say or do.” Before, during, and after the outbreak, food apartheid dis-proportionately impacts (BIPOC) communities who also face higher vulnerability to COVID-19 due to factors like shared housing, lack of access to health care, environmental racism, job layoffs, immigration status, employment in the wage economy without worker protections, and more. This pandemic is exacerbating existing challenges and lays bare the cracks in the system that prevent many of us from having anything canned up for this metaphorical winter. Our society is called to account. Is now finally the time when we will catalyze the 5 major shifts needed to bring about a just and sustainable food system?
20 Pages, Springer Online, Aspirations to farm ‘better’ may fall short in practice due to constraints outside of farmers’ control. Yet farmers face proliferating pressures to adopt practices that align with various societal visions of better agriculture. What happens when the accumulation of external pressures overwhelms farm management capacity? Or, worse, when different visions of better agriculture pull farmers toward conflicting management paradigms? This article addresses these questions by comparing the institutional manifestations of two distinct societal obligations placed on California fruit and vegetable farmers: to practice sustainable agriculture and to ensure food safety. Drawing on the concept of constrained choice, I define and utilize a framework for comparison comprising five types of institutions that shape farm management decisions: rules and standards, market and supply chain forces, legal liability, social networks and norms, and scientific knowledge and available technologies. Several insights emerge. One, farmers are expected to meet multiple societal obligations concurrently; when facing a “right-versus-right” choice, farmers are likely to favor the more feasible course within structural constraints. Second, many institutions are designed to pursue narrow or siloed objectives; policy interventions that aim to shift farming practice should thus anticipate and address potential conflicts among institutions with diverging aspirations. Third, farms operating at different scales may face distinct institutional drivers in some cases, but not others, due to differential preferences for universal versus place-specific policies. These insights suggest that policy interventions should engage not just farmers, but also the intersecting institutions that drive or constrain their farm management choices. As my framework demonstrates, complementing the concept of constrained choice with insights from institutional theory can more precisely reveal the dimensions and mechanisms that bound farmer agency and shape farm management paradigms. Improved understanding of these structures, I suggest, may lead to novel opportunities to transform agriculture through institutional designs that empower, rather than constrain, farmer choice.
16 pages, via Online Journal, Crop genetic resources constitute a ‘new’ global commons, characterized by multiple layers of activities of farmers, genebanks, public and private research and development organizations, and regulatory agencies operating from local to global levels. This paper presents sui generis biocultural community protocols that were developed by four communities in Benin and Madagascar to improve their ability to contribute to, and benefit from, the crop commons. The communities were motivated in part by the fact that their national governments’ had recently ratified the Plant Treaty and the Nagoya Protocol, which make commitments to promoting the rights of indigenous peoples, local communities and farmers, without being prescriptive as to how Contracting Parties should implement those commitments. The communities identified the protocols as useful means to advance their interests and/or rights under both the Plant Treaty and the Nagoya Protocol to be recognized as managers of local socio-ecological systems, to access genetic resources from outside the communities, and to control others’ access to resources managed by the community.
12 pages, via Online Journal, Current, prevalent models of the food system, including complex-adaptive systems theories and commodity-as-relation thinking, have usefully analyzed the food system in terms of its elements and relationships, confronting persistent questions about a system’s identity and leverage points for change. Here, inspired by Heldke’s (Monist 101:247–260, 2018) analysis, we argue for another approach to the “system-ness” of food that carries those key questions forward. Drawing on Niklas Luhmann’s systems theory, we propose a model of the food system defined by the relational process of feeding itself; that is, the food system is made of feeding and only feeding, and system structures are produced by the coupling of that process to its various contexts. We argue that this approach moves us away from understandings of the food system that take structures and relations as given, and sees them instead as contingent, thereby helping to identify leverage points for food system change. The new approach we describe also prompts us as critical agrifood scholars to be constantly reflexive about how our analyses are shaped by our own assumptions and subjectivities.
