12 pages, via online journal, Following the economic reforms in the early 90's, most of the south-eastern European countries (SEE) made efforts to establish agricultural extension services. However, a number of factors including tight governmental budgets, lack of experience, and the existence of vested interests have constrained the development of extension services. This paper examines the rationale for public funding of extension programs and evaluates the incentive structure for private and public provision of agricultural extension service in the SEE countries. It suggests a medium and long-term approach with a primary focus on institutional design. Two groups of factors that affect the private sector supply of extension are analyzed: (i) demand and supply-side factors that affect the profitability of the service and (ii) factors arising from the public-good nature of extension output, externalities, and moral hazards that affect the appropriation of returns of the service. The main conclusion is that the SEE countries should try to achieve a public-private extension balance by following a gradual approach toward privatization of the agricultural extension service. However, the paper advocates a continued important role for the public sector to correct for potential undesirable effects of private advisory services.

Print ISSN: 1876-4517, Via online journal., Despite recent improvements in the national average, stunting levels in Afghanistan exceed 70% in some Provinces. Agriculture serves as the main source of livelihood for over half of the population and has the potential to be a strong driver of a reduction in under-nutrition. This article reports research conducted through interviews with stakeholders in agriculture and nutrition in the capital, Kabul, and four provinces of Afghanistan, to gain a better understanding of the institutional and political factors surrounding policy making and the nutrition-sensitivity of agriculture. Semi-structured interviews were conducted with a total of 46 stakeholders from central government and four provinces, including staff from international organizations, NGOs and universities. We found evidence of interdisciplinary communication at the central level and within Provinces, but little evidence of vertical coordination in policy formulation and implementation between the centre and Provinces. Policy formulation and decision making were largely sectoral, top-down, and poorly contextualised. The weaknesses identified in policy formulation, focus, knowledge management, and human and financial resources inhibit the orientation of national agricultural development strategies towards nutrition-sensitivity. Integrating agriculture and nutrition policies requires explicit leadership from the centre. However, effectiveness of a food-based approach to reducing nutrition insecurity will depend on decentralising policy ownership to the regions and provinces through stronger subnational governance. Security and humanitarian considerations point to the need to manage and integrate in a deliberate way the acute humanitarian care and long-term development needs, of which malnutrition is just one element.

20 pages, via online journal, In this paper we provide evidence to show that farmers' perspectives on poverty processes and outcomes are critical in the early stages of evaluating impact of agricultural research on poverty. We summarize lessons learned from farmer impact assessment workshops held in five African locations, covering three agro-ecological zones and five different agroforestry and livestock technologies arising from collaborative national–international agricultural research. Poverty alleviation is a process that needs to be understood before impact can be measured. Workshops such as those we describe can help researchers to identify farmers' different ways of managing and using a technology and likely effects, unanticipated impacts, major impacts to pursue in more quantitative studies, the primary links between agricultural technology and poverty, and key conditioning factors affecting adoption and impact that can be used to stratify samples in more formal analyses. Farmer workshops inform other qualitative and quantitative impact assessment methods. We discuss the linkage of farmer-derived information with GIS-based approaches that allow more complete specification of recommendation domains and broader-scale measurement of impact.

16 pages., via online journal, The United Kingdom’s approach to encouraging environmentally positive behaviour has been three-pronged, through voluntarism, incentives and regulation, and the balance between the approaches has fluctuated over time. Whilst financial incentives and regulatory approaches have been effective in achieving some environmental management behavioural change amongst farmers, ultimately these can be viewed as transient drivers without long-term sustainability. Increasingly, there is interest in ‘nudging’ managers towards voluntary environmentally friendly actions. This approach requires a good understanding of farmers’ willingness and ability to take up environmental activities and the influences on farmer behavioural change. The paper aims to provide insights from 60 qualitative farmer interviews undertaken for a research project into farmers’ willingness and ability to undertake environmental management, particularly focusing on social psychological insights. Furthermore, it explores farmers’ level of engagement with advice and support networks that foster a genuine interest, responsibility and a sense of personal and social norm to sustain high quality environmental outcomes. Two conceptual frameworks are presented for usefully exploring the complex set of inter-relationships that can influence farmers’ willingness to undertake environmental management practices. The research findings show how an in-depth understanding of farmer’s willingness and ability to adopt environmental management practices and their existing level of engagement with advice and support are necessary to develop appropriate engagement approaches to achieve sustained and durable environmental management.
10 pages, via online journal, As the agricultural industries of developed countries undergo an extended period of change, increasing numbers of farmers are leaving farming. In this paper, we investigate the relationship between intention to exit farming and farmer wellbeing, drawing on and adapting the conservation of resources theory of stress. In a quantitative analysis of 674 Australian farmers, we show that the more likely a farmer is to leave farming, the poorer their wellbeing; but this is moderated by smaller farm size, greater profitability, earning a larger proportion of income off-farm and older age, all of which attenuate the relationship between exit intention and poorer wellbeing. We conclude that it is important for policy-makers to consider the wellbeing of farmers when designing strategies to assist exiting farmers, as poor wellbeing at exit may reduce capacity to adapt successfully to life after farming.
10 pages., Via online journal., Forest ownership is changing in Europe. Reasons include recent institutional changes in Eastern Europe, changing lifestyles of non-agricultural owners and afforestation. At present, there is little comparative analysis across Europe, and the implications that these changes have for forest management and for the fulfilment and redefinition of policy objectives have not been addressed systematically. This paper has been developed in the framework of a European research network on forest ownership change, based on conceptual work, literature reviews and empirical evidence from 28 European countries. It aims to provide an overview of the state of knowledge, to discuss relevant issues and provide conceptual and practical foundations for future research, forest management approaches, and policy making. In particular, it discusses possible approaches for classifying forest ownership types and understandings of “new” forest ownership. One important insight is that the division into public and private forests is not as clear as often assumed and that an additional category of semi-public (or semi-private) forms of forest ownership would be desirable. Another recommendation is that the concepts of “new forest owners” vs. “new forest owner types” should be differentiated more consciously. We observe that, in research and policy practice, the mutual relations between forest ownership structure and policies are often neglected, for instance, how policies may directly and indirectly influence ownership development, and what different ownership categories mean for the fulfilment of policy goals. Finally, we propose that better support should be provided for the development of new, adapted forest management approaches for emerging forest owner types. Forest ownership deserves greater attention in studies dealing with forest policy or forest management.

16 pages., via online journal, The Cooperative Extension Service has performed the role of educator and change agent for more than a century. Changes occurring during this period caused Extension to extend its influence beyond the farm and traditional roles. Today, Extension faces controversial public issues and unparalleled levels of policy and regulation impacting agriculture and natural resources. As the needs of our changing society evolve, regulation increases, and response to public opinion becomes more complex. Extension must expand its role in providing education related to public issues and acting as facilitators and change agents to ensure viable actions are taken. This study was conducted to determine the level of preparedness of Florida Extension agents in dealing with policies and regulations. An emailed survey of all Florida Extension agents utilized questions regarding frequency of addressing policies with their clientele and their knowledge of said policies. Results indicated a low frequency of agents of all types addressing most policies with their clientele and a need for increased knowledge about the policies. In particular, there is an opportunity for all agent types to improve interactions with clientele on the topic of Immigration Reform as well as knowledge of related policies.
11 pages, via online journal article, This study of Japan's electoral geography focuses on the outcomes of the 2014 General Election for the House of Representatives. It reflects on the political power of segmented policy communities involved in international free trade and domestic agricultural policy reform and the way they interact with each other. The capability of these policy communities to negotiate behind-the-scenes trade-offs, in order to facilitate reform without disrupting the status quo, is identified as a major determinant of the power structure in contemporary Japan. Also, as low-information and low-participation elections tend to result in a high rate of re-election of incumbents, the depoliticisation of the citizenry is in the interest of these policy communities. Therefore, specific policies and the differentiation among political parties played only a minor role during the 2014 electoral campaign. The paper demonstrates that the strong force of the agricultural policy community to resist transformational change is still deeply rooted in the proportional overrepresentation of agricultural interests built into the electoral system. It concludes that within the context of an increasing deficit of legitimacy and an aggravating depoliticisation trend, commitments to fundamental polity reform are integral to voters' perceptions of the fairness of Japan's democratic institutions. Significant structural reforms that embody federalist and direct democracy principles are discussed as an alternative to the unitary state model in order to seriously tackle issues of proportional misrepresentation and adequately accommodate rural interests.
20 pages, via online journal, Purpose: This paper demystifies the processes, methodologies and outputs of three co-design projects, identifying how and to what extent are aims and principles of the multi-actor approach realised and upheld in the field. Implications from the cases for participatory principles are discussed.
Design/Methodology/approach: A detailed ethnographic account is presented of three multi-actor co-design cases, supporting diverse readers’ interpretations and learnings.
Findings: Three paradoxes were identifiable from the multi-actor processes: (1) outputs can be orphaned when they lack strong identifiers and affiliations with discrete professional communities outside of the co-design team; (2) combining diverse knowledges co-design can generate outputs that are new and strange (rather than familiar and acceptable) to end-users; (3) for Responsible Research and Innovation, co-creating interventions that are challenging (rather than popular) to society may be required.
Practical implications: Awareness of dynamics and paradoxes arising in the implementation of multi-actor co-design supports enhanced facilitation of processes and impacts of outcomes. Together, the paradoxes highlight the critical importance of communications and engagement initiatives across diverse communities in the aftermath of co-design efforts.
Theoretical implications: Although co-design processes are case-dependent, reflexive accounts of how they play out contribute to the body of knowledge of how co-design may be better understood. The cases in this paper identify paradoxes with implications for principles and theory of multi-actor co-design.
Originality/Value: This paper presents a detailed account of three unique co-design processes. Practical and theoretical implications of the cases are identified.

21 pages, 21 pages, We explore potential and limitations for agroecological scaling through formal education, using the LabVida school gardens program in Chiapas, Mexico as a case study. Through LabVida training, educators gained an appreciation of agroecology and learned to apply agroecological practices, although their understanding of agroecological principles and scientific process remained limited. The greatest program impact was on educators’ eating habits, and their perception of the value of local knowledge and its relevance to school work. The case study demonstrates the potential of garden and food-system work to leverage institutional resources in ways that can improve educational outcomes, including agroecological literacy. Increased awareness of agroecology and the value of local knowledge may intersect with other drivers of scaling, including markets, organizational fabric, and policy.
