12 pages., via online journal., In recent years, there has been extensive investment in e-governance throughout the developing world. Still, little is known about the impact of those investments, partly due to a lack of assessment guidance. In this study modified sustainable livelihood framework approach was used for studying impact of the project on farmers. Before and after data was collected from the registered farmers using recall method to assess the impact of the project on all five types of capital (Natural capital, financial capital, human capital, physical capital and social capital). It was found that after implementation of the project, in the category of natural capital, average production and average sold quantity of rice, wheat, pigeon pea, mustard, and green gram has been significantly increased and in the category of financial capital, respondents’ average family income, earning from agriculture and allied sector and benefit from government schemes has been significantly increased and in the category of human capital, average number of training received by respondents and average number of extension contacts made by respondents has been significantly increased and in the category of physical capital, average storage facility has been increased by respondents and in the category of social capital, average number of meetings attended by respondents in Krishi Gyan Kendra has been significantly increased.

12 pages., via online journal., Information and Communication Technologies (ICT) usage in Nigeria has gone a long way but
despite its existence, there seems to exist limited access and utilisation of the technologies
among farmers in south-East Nigeria. Consequent upon this, the study analysed the access and
application of information and communication technology (ICT) among farmers of South East
farmers, Nigeria. Multi-stage sampling technique was employed in selection of 240 Farmers for
the study. Primary data were collected with the aid of a well-structured questionnaire. Descriptive
statistics were employed to achieve objectives i, ii, and iii. The result of the analysis showed that
62.50% of farmers were males and married (84.17%) with average household size of 7 persons.
Also, majority (45.42%) of the farmers completed primary education. Further analysis revealed
that although many ICT facilities exist; radio, television and phones sourced personally from open
market were the most readily available ICT facilities owned, accessed, and utilized by most
farmers. Consequently, the level of access and utilization of these facilities were found to be
generally low among the respondents as the mean access (1.2) and utilisation (1.8). The result
further showed that information on physical farm measurement (2.6), how to estimate farm output
(2.7), new varieties of seeds and seedling (x=2.6), best planting techniques (x=2.6) and use of
fertilizer (x = 2.8) were the identified major areas extension agents applied ICTs in facilitating
agricultural activities by extension agents as use of fertilizer (x = 2.5) was the major area ICTs
facilitated agricultural activities for the farmers. Based on the findings, the study recommended
the strengthening of the use of contemporary ICTs (phones, internet, etc.) rather than
conventional ICTs such as radio and television, provision of adequate training on the use of ICTs
for farmers, and extension agents and other agricultural stakeholders.
11 pages., via online journal., The study aims at exploring the extent of agricultural information literacy of farmers in the northern region of Bangladesh. Besides the review of relevant literature the study conducts a questionnaire-based survey of 160 farmers working in ten districts in the region. The analysis of the survey shows that farmers need information for various purposes of agricultural activities, and they use different sources and media for access to such information. Many of the farmers, however, are not well aware of modern techniques of agriculture, and they occasionally use such techniques for farming. Due to some problems farmers are moderately satisfied in getting agricultural information, and in many cases their satisfaction level is very low. The paper concludes with providing certain recommendations for the improvement of information literacy of the farmers in
Bangladesh.

Agricultural communicators’ use of these platforms is critical for engaging with stakeholders and communicating information beneficial to agriculture . The purpose of this study was to explore agricultural communicators’ use of devices and soci al media platforms in the United States. Researchers administered an online, descriptive que stionnaire to collect data from members of the National Association of Farm Broadcasting. A ma jority of respondents used social media for work, with smartphones being the most common device used. Facebook and Twitter were used more than blogs and YouTube to interact with farmer s/ranchers. Respondents agreed that social media allowed them to quickly and conveniently comm unicate with others. Significant relationships existed between perceived usefulness and Pinterest, blogs, and Instagram, while one significant correlation existed between perceiv ed ease of use and Instagram. Respondents should continue to use Facebook and Twitter to enga ge their stakeholder groups in conversations about agriculture.

technology. Many Indian farmers have reported positive change
in income, quality of produce and timely access to the market
information by using latest mobile application. WhatsApp is the
most popular and easy to use Mobile Instant Messaging service
amongst the Indian farmer. It supports sharing of localized
information and utilizing these services as query redressal
public platform. This paper is an attempt to gather meaningful
agricultural data for analysis and filtering of relevant need based
information assessment. The main focus of the present work is to
develop an automatic information handling and redressal of the
need based agricultural information system using WhatsApp as
social media platform.

13 pages., Via online journal., Agricultural research in developing countries often involves collaboration between dispersed multicultural teams of scientists from developed and developing countries. The teams use information and computing technologies (ICTs) to communicate between team members, who originate from different cultures using different languages. This paper investigates the usability and utility of a range of ICTs used for communication between team members from different cultures. The research used an intercultural heuristic evaluation tool, or I‐CHET, to evaluate nine ICTs used by Australian and Lao scientists for team communication. The evaluation showed that asynchronous ICTs (e.g., e‐mail) were preferred by non‐native English speakers, while synchronous media (e.g., audio conferencing, instant messaging, Skype) presented considerable problems between team members from different cultures. Most ICTs evaluated in the study demonstrated little consideration for non‐native English speakers and for inexperienced ICTs users. However, all evaluated ICTs demonstrated the ability to transmit information and encourage communication between information users in scientific collaborations. The I‐CHET assessment tool highlights the ongoing need for a “toolbox” of communication ICTs for research collaborations that can be adapted to suit the cultural and professional needs of multinational teams, worldwide.
14 pages., via online journal, The study evaluated the potential of 19 radio stations to promote new or improved agricultural technologies to strengthen agricultural extension services. Key informant interviews were conducted with the station and/or program managers of the selected radio stations. Two female respondents i.e. from UBC Radio, and Impact FM and 17 male respondents from the remaining radio stations were interviewed. The survey used semi structured questionnaire to determine broadcasting languages, radio transmitter capacity, geographical coverage and audience, major programs and scheduling, use of modern ICT, staff capacity and feedback mechanism from the audience as well as experience in agricultural programming using participatory radio campaign. The collected data was analyzed using content analysis. 16 of the radio stations are commercial while the remaining three belong to public, community and religious radio stations. The potential audience of the surveyed radio stations varied from one to ten million. Seven broadcasting languages (English, Luganda, Lugisu, Lusoga, Japadhola, Ateso and Samia) were predominant, while English and Luganda cut across all communities. The estimated number of audience for each radio station varies from one to ten million listeners. The results also indicate that agricultural programs are not a major component of radio program with time allocation for agrictural programs comprising only 15 percent of total time allocation. However, ten radio stations had previous collaboration with international, regional or national NGOs to promote specific agricultural technology. Radio broadcasters of these radio stations had some form of agricultural programming including participatory radio campaign. Building on this experience, it is possible to reach more farmers through radio to strengthen adoption of recommended agricultural technologies.
13 pages., via online joural., Due to inadequate personnel, information communication technologies (ICTs) have become an attractive option for delivery of extension information. This study examined awareness and use of ICTs by farmers in Oyo State, Nigeria. A total of 192 farmers were interviewed. Results indicate that most farmers had no formal education and small farm holdings. Awareness of older ICTs like radio and television was more prevalent among farmers as compared with newer ICTs such as Internet and cable television. However, use of modern ICTs like mobile phones and cable television was greater than that for older technologies such as fax machines. Farmers were constrained in ICT use by prohibitive cost and service failure. The Nigerian government should encourage a liberal policy for affordable prices for modern ICT products, especially mobile telephones.
