12. Knowledge communication and non-communication in the water governance of the Saemangeum area, South Korea

- 9 pages., Via online journal., This paper looks at how knowledge has been communicated within a multi-layered water governance structure in order to manage non-point source (NPS) pollution in South Korea. Since 28,300 ha of wetlands were reclaimed in Saemangeum, on the western side of the country, in 2006, the artificial lake created has suffered from chronic pollution. For the purposes of integrated water management, a water governance structure was formed linking organisations ranging from local to national scales. Despite institutional efforts to implement integrated water management and a governance approach, knowledge of NPS pollution and its management was produced and communicated among certain stakeholders only, such as policy and technical experts. In-depth interview and archival analysis of this research attempt to explain why and how the loss of knowledge communication occurred in this context. The first result of this research illustrates that, while knowledge communication has been smooth at the national and provincial layers, it has not taken place efficiently through to the local layer. When it comes to local farmers and governmental organisations and experts in particular, knowledge nodes have not functioned. Second, the research suggests that non-communication of knowledge has been mobilised as a professional strategy. Actors at the local layer have prioritized their professional interests and intentionally avoided knowledge communication with other department or ministries. Local and community actors have chosen not to provide farmers information. We conclude by discussing policy implications for knowledge communication and inclusive water governance.

- 7 pages., Article 26, Via online journal., As global problems have become ever more complex, the production and organization of knowledge in society is increasingly based on the sharing, integration and collaboration of diverse experiences. For instance, global ‘grand challenges’, such as world hunger, poverty, climate change, and sustainability often require an interdisciplinary (ID) approach, in which integrating the insights of different disciplines provides a more comprehensive solution than can be offered by any given discipline. Universities or higher educational institutions face increasing pressures to engage in such interdisciplinary collaboration. This interdisciplinarity, however, raises particular organizational challenges to departments in higher educational institutions. In particular, while departments have been traditionally organized around a disciplinary core, interdisciplinarity has placed increasing pressures on departments, such as agricultural economics, to integrate insights from disciplines that do not advance a department’s disciplinary core. Few ID researchers have addressed the issue of how this internal conflict can be resolved in a departmental setting. Resolving this internal conflict is important to developing a greater interdisciplinarity among the disciplines of departmental units where a greater variety of disciplinary insights can be drawn upon to solve complex social problems. Here, we call for a unique organizational structure that can resolve this internal conflict. In using agricultural economics departments as a case study, we appeal to a concept of a “gatekeeper” whose role is to institute “loosely coupled” connections that can reconcile a department’s internal conflicts. This “gatekeeper” can advance the “normal science” of a department’s core and peripheral disciplines, while at the same time support a ‘common ground’ that appeals to these disciplines’ common interests. A key conclusion is that “gatekeepers” can sustain the integration of disciplinary insights necessary for the advancement of interdisciplinarity in higher educational institutions.

- 4 pages., Via online journal., Transformation process to Audience-centered Communication Theory is introduced, as well as the basic idea of the theory in China. It is believed that using Audience-centered Communication theory can help to consolidate the theoretical basis of participatory agricultural extension. The communication essence of agricultural extension activity is studied, which is spreaders send information to farmers; then, farmers filter and process the information, transform it into their own experiences and feed back on time. Internet logical relationship between audience-centered communication and participatory agricultural extension is studied. Effects of Audience-centered Communication Theory on participatory agricultural extension are analyzed. One is that the Audience-centered Communication Theory defines the guidance and implementation basis of agricultural extension activities; the other is that bringing Audience-centered Communication Theory into agricultural extension research can help to expend the agricultural extension. Several enlightenments of the theory to participatory agricultural extension are obtained. Firstly, take audience as the orientation and focus on the needs of the audience. Secondly, advocate the participatory approach of process; and emphasize the importance of internal audience participation. Thirdly, establish two-way interaction mechanism; and make the promoters understand the implementation and performance status on time.
