The findings revealed specific post-disaster information needs, preferences for local resources, and communication that encourages resilience through a document analysis and interviews with informants recovering from the 2020 Colorado wildfires. The practical recommendations discussed serve as a starting point for Extension professionals in other areas to consider ways to engage with their communities before, during, and after a disaster.

Program participants representing rural residents, senior citizens, and low-income audiences demonstrated improvements in knowledge and increased intention to change their home electricity usage behaviors. This outreach work can serve as a model for other Extension services to combine interdisciplinary teams with community partnerships to reach underserved audiences statewide.
24pgs, Opioid drug abuse has created an epidemic recognized as a public health emergency in 2017, and the detrimental impacts of this epidemic have reached into rural America. When it comes to presenting information via the mass media, communications professionals serve as gatekeepers for what information is passed on to media consumers. Additionally, news organizations place certain degrees of importance upon issues through the amount of coverage dedicated to an issue. In late 2016, when the Farm and Dairy newspaper editorial staff decided to dedicate a vast amount of time and resources to covering Ohio and Pennsylvania’s rural opioid epidemic, a variety of questions and concerns followed. This complicated topic was largely unfamiliar and untraditional to agricultural communications. Concerns about how to research the topic, work with sources, and manage responses from stakeholders emerged at the onset, but motivations to increase awareness, reduce stigma, and instill hope in the midst of a rural opioid epidemic brought the series to fruition. This case study details the actions taken by those involved in the series and stakeholder reactions to a unique journalistic investigation from a rural newspaper. Discussion of recommendations for future research and curricular impacts are provided.
12 pages, Development in Sub-Saharan Africa (SSA) is adversely affected by climate variability and change due to the dependence of its economies and livelihoods primarily on rain-fed agriculture. Agro-advisories boost informed decision-making as well as planning of farm activities. The purpose of this study was to characterize the pathways through which farmers receive usable location-specific agro-advisories as well as to evaluate the effect of the socio-economic environment in the access to such information. Data was collected from 400 randomly selected households in lower eastern Kenya in a cross-sectional survey. Multivariate probit regression was used to determine the factors influencing the choice of pathways used in accessing climate change adaptation information. Household socio-economic characteristics that were found to be significant in explaining access to disseminated agro-advisories include phone and radio ownership, level of education, marital status, and farm size among others. Based on these findings a conclusion is made that the socio-economic environment within which information is disseminated is vital in determining those who access information and probably act on it. Additionally, pathways found to be complementary or substitutable give information providers new insights on the channels to use in information dissemination. The study recommends that these factors be considered in efforts geared towards promoting agro-advisory preparation and dissemination to improve adaptation to climate variability and change in dryland areas.

However, empirical studies are principally lacking on the factors influencing the decision to own a mobile phone (first hurdle), register with mobile money (second hurdle) and the intensity of use of mobile money services (third hurdle). This study examined the determinants of the mobile phone ownership, drivers of registration (participation) of mobile money services, and the intensity of use of mobile money services in rural Ghana by employing the triple hurdle approach. The first and second hurdle were analysed using the logit model while quasi-poisson regression was used to analyse the third hurdle. The analysis from the cross-sectional data showed that the decision to own a mobile phone was driven by household size, marital status, the farm size, access to electricity, income status and the type of occupation engaged, whereas the decision to register with mobile money was influenced by the age, educational status, marital status, household size, farm size and the type of occupation engaged in by the household head. The intensity of usage of mobile money services was influenced by the age of the household head, higher educational level, marital status of the household head, household and farm size as well as the distance of the household heads from the mobile money agent which directly influences the intensity of use of mobile money services by household heads. The study recommends that strategies that promote access to electricity and occupation in the formal sector or both farming and trading in the rural communities should be promoted. Furthermore, policy attention should focus on location, farmers and farm characteristics.
21 pgs., CTs (Communications technologies) have revolutionized agricultural information services at every level in the agricultural sector, thus impacting rural development and catalysing poverty alleviation strategies. This has largely been the case with small-scale farmers in rural areas in developing countries where mobile technologies have penetrated more than most other ICT tools. However, in some of the farming environments, mobile phone use is largely driven by agricultural extension workers. This paper seeks to examine the way mobile phones are used for information access in situations where agricultural extension workers are a critical intermediary in the agricultural information services. Interviews were conducted with 10 randomly selected farmers who were part of the Dzindi irrigation scheme. The findings were that from the variety of information available to the farmers the most important source was the extension officer. The extension officer and the radio were indicated to be the most reliable independent sources of information. The other sources, such as the radio, family members, and friends, suppliers of chemicals, books and magazines, were only considered reliable if the information could be verified or vouched for by the extension officer. Increasing the information handling skills of extension officers, training of farmers to use smart features of their phones and promoting the usual face-to-face communication use of conventional methods, which is what usually gives rise to the mediation of mobile phones, were recommended.

The study investigated farmers’ agricultural information needs and seeking behavior in the Southern Regional State of Ethiopia. A cross-sectional research design was employed and the study population included all household heads of the eight sampled villages in four administrative zones. A multi-stage sampling procedure was employed to obtain a sample of 320 farmers. Quantitative data were collected and research adopted descriptive statistics. The results revealed information on crop production technologies; information about diseases, pests and weather forecasts, and market information were identified as the top three most important types of agricultural information. Similarly, crop production technologies; animal husbandry technologies, and information about agricultural inputs were the information farmers seek frequently. Farmers use development agents as the first source of agricultural information. All of the respondents communicate with development agents face-to-face.
21 Pages, Purpose: The article examines the implementation and effects of the model farmer-based approach of farmer-to-farmer extension delivery that is in use in Ethiopia.
Methodology: The study used mixed methods, combining focus group discussions, key informant interviews, and a household survey.
Findings: The model farmer approach has increased extension coverage, improved the possibility for information and technology dissemination, and enabled the inclusion of virtually all farming households in extension and advisory networks. Simultaneously, the approach has become a mechanism for the top-down control of farmers, for the identification and favouritism of better-off farmers, and those with political commitments.
Practical implications: The findings show that there is a need to critically reflect on who model farmers are, how they are selected, what their historical and current roles and impact have been, as well as follower farmers’ feedback on the approach in order to avoid perpetuating the misuse of the approach.
Theoretical implications: The article argues that the Ethiopian context that rewards rapid increase in production and productivity, modernisation of agriculture, competitive commercialisation, and a context that allows the continued entanglement of extension delivery with politics have enabled such misuse of the approach to proliferate. The article questions the extent of applicability of the core farmer-to-farmer extension principles that relate to social ties, reciprocity, collaboration, and minimal social hierarchies in such a context.
Originality/value: The study generates important insights about the effects of model farmer-based extension approach, its political dimensions, and the importance of context for successful farmer-to-farmer extension.
15 pages., The aim of this research was to investigate the agricultural information sources and strategies for disseminating agricultural research findings to farmers in Iringa District, Tanzania. A total of 90 farmers were interviewed by using a self-administered questionnaire. The statistical Package for Service Solutions (SPSS) software and Spreadsheet were used as instruments to analyse the findings. Results of this study indicate that radios, church leaders, village leaders and seminars are the main channels of information used by extension officers to disseminate agricultural information to farmers. With regard to strategies the study revealed that, the use of religious leaders and government officials; use of primary school teachers and pupils; non-political interference; repackaging and packaging of technical information reports; deployment of extension officers in rural areas; use of community-based organisations and the establishment of agricultural information boards were the main effective strategies for disseminating agricultural research information to farmers. It is therefore, concluded that radio, church leaders, seminars, Newspapers, brochures and fliers should be intensively used to disseminate agricultural information among farmers so as to raise productivity in their farms. The study suggest that, there is a need to use other disseminators such as influential people, religious leaders, political leaders, primary school teachers and pupils to disseminate such information in addition to repackaging of agricultural research findings to tailor it to the farmers’ needs.
18 pgs, Access to information and resources via the Internet is an increasingly vital dimension of contemporary life. However, there can be several impediments to optimal Internet utilization in the form of access, skills, and motivation. Even when access is available, several digital inequalities arise as citizens often lack the skills and motivations to pursue those vital uses through the Internet to the best of their advantage. Digital inequalities in the hills of the Appalachian area of Ohio are often manifested in terms of social, cultural and geographic divides. Not only do the hills block wireless signals and make cables expensive to install, but regional poverty also drives away telecom investment. We conducted a survey of Appalachian Ohio to explore digital inequity issues and the determinants of online participation for things that matter. Through a number of analyses, we explore how Internet access and digital skills impact online contribution to the community in terms of services and resources considered to be basic social needs: health, employment, education, and social media. These social needs, what we have called Vital Internet Use (VIU) can determine citizens’ political and civic participation, societal contribution, and overall benefit to their communities. Centered on the concepts of digital access, Internet skills, and benefit outcomes, we extend knowledge in this domain and propose a comprehensive framework of VIU.
