The term can conjure up broadcasts devoted to extension work, remote from the self-expression and needs of the population and closeted in a broadcasting studio to the detriment of the field -- a negative image which has been around for 10 years, ever since the sad revelation of the shortcomings of Africa's rural radio. Now that the media are diversifying and getting their freedom, it is time to do justice to rural radio, which is and will long be the African rural populations' main, if not only, source of information in their own language. A new-style rural radio is emerging. It is closer to the people, run from a network of regional and local stations, and will both involve the rural population and be open to the world at large. James F. Evans Collection, This article concentrates on 1890 land-grant colleges' and universities' contributions to rural development in 16 southern and border states. The author contends that lifting rural dwellers out of ignorance and poverty has been a major objective of 1890 institutions. During the early years the 1890s sent out change-agents to encourage rural dwellers to improve their standard of living through education and self-help programs. These agents went into rural communities and taught farm families to raise better crops and livestock; improve their homes, schools, and community life; and despite inadequate funding of teaching, research, and extension at these schools, the 1890 schools made significant contributions to rural development. Moreover, the writer contends that the 1890 schools are not outmoded, but essential to rural development and to the education of American citizens during the rest of the 1990s and into the 21st century. Agunga, In this article, the author proposes that one way to minimize the rate of project failures is to establish rules which project managers would be required to follow. It is the view of this author that some of these rules may already exist in the form of project formulation guidelines. These guidelines are, in large part, based upon research in development. They include local participation, integrated development, basic needs, women in development, and appropriate technology. These guidelines, carefully followed, have the potential to lead to project success. The problem is that it is the rare project wherein these guidelines have been observed. Thus, the author contends that the codification of these guidelines and other related concepts into standard development rules followed by the establishment of a mechanism to ensure that these rules are adhered to, are the tools needed to dig out of the development crisis.
James F. Evans Collection, Development reporting in 14 rural Georgia weekly newspapers is examined, and the extent and manner of development news in these newspapers are compared with results from previously published studies of development news in other countries. The data indicate that the rural Georgia newspapers tend to devote less space to development news, to emphasize physical facilities development more and to quote or portray government sources less. These results are interpreted as indicating a need for more attention to development communication in local media in rural areas of the United States. (original)

Average extended family size was about 10 persons and approximately two-thirds had incomes below the minimum subsistence level, and many lacked resources for agricultural production. Communal grazing areas were overstocked and lacking in management. There was a low rate of adoption of accepted farming practices, leading to low yields and production levels. Suggestions are put forward for improving agricultural knowledge systems, including strengthening extension services and local institutions (original).
