This article presents a conceptual and empirical synthesis of ‘critical action learning’ (CAL) and ‘policy learning’ (PL). We pursue this undertaking by reflecting upon a five-year inquiry into an initiative that aimed to provide business support to an action learning set comprising eight African-Caribbean entrepreneurs. CAL and PL share commitments that are riven with tensions, which we explore in our inquiry in relation to three themes that arose during the course of the investigation.

In the 1980s, the Haitian economy was subordinated within global capitalism through a dual strategy centered on assembly plants in the cities and laissez-faire agricultural policies. Today this strategy is back in the form of a "reconstruction" plan.
This paper utilizes both narrative analysis and statistical techniques in an investigation of the principle of cumulative causation to explain underdevelopment, relative poverty and spatial disparities on Hispaniola. The events that explain this process in the underdevelopment of Hispaniola have resulted in a tragically downward spiral in Haiti, placing its future in great peril. The Dominican Republic is relatively better off than its neighbor; however, the shortage of basic services, poverty and malnutrition are quite prevalent in the Dominican Republic.
Analyzes the educational progress of 530,000 pupils in England between age 7 in 2000 and age 11 in 2004. The results show that Black Caribbean boys not entitled to free school meals, and particularly the more able pupils, made significantly less progress than their White British peers. There is no evidence that the gap results from Black Caribbean pupils attending less effective schools. The results suggest the poor progress of Black Caribbean pupils reflects a systemic issue rather than the influence of a small number of "low quality" schools.
