Kerry J. Byrnes Collection, International Fertilizer Development Center in behalf of a contract with the Bangladesh Agricultural Development Corporation. 61 pages, In this report, interest is focused on whether fertilizer assists the rural poor, particularly the small farmers and sharecroppers to increase their economic status relative to large farmers. Much of the data used was drawn from small samples that may or may not be representative of Bangladesh.

Kerry J. Byrnes Collection, Paper submitted for the Annual Meeting of th Rural Sociological Society, 58 pages., Agricultural research aimed at developing alternative agricultural production technologies for the small farmer in developing countries typically does not adequately take into consideration the range of factors in the farmer's social environment, which may operate to facilitate or constrain the decisions which the farmer makes about the technology to be employed in his farming operation.

Kerry J. Byrnes Collection, Paper submitted for the 5th World Congress for Rural Sociology,36 pages., Small farmer agriculture in developing countries is conceptualized in terms of a social system elements model in which social organizational (power, rank,status-role), social psychological (norm, belief, sentiment),and social economic (objective, facility, sanction) elements enter the farmer's decision making regarding which technology is most beneficial to employ in his farming operation.

INTERPAKS, In: Proceedings of the Agricultural Sector Symposia, January 7-11, 1980. Washington, D.C.: World Bank, 1980. p. 346-351., Discusses the purpose of agricultural extension and suggests that a frequent problem is vagueness of purpose and the failure to identify clear objectives. The primary objectives fo extension are to improve agricultural productivity and living standards of farmers by providing them with the increased knowledge and skills necessary to adopt and apply more efficient crop and animal production methods. Describes the application of the training and visit extension system in India and how new technology is transferred in two stages -- first to the village extension workers (VEW) by the subject-matter specialists (SMS) and then to the farmers via the VEW.

INTERPAKS, In: V. Kumble (ed.). Proceedings of the International Symposium on Development and Transfer of Technology for Rainfed Agriculture and the SAT Farmer, August 28 - September 1, 1979. Patancheru, Andhra Pradesh, India: International Crops Research Institute for the Semi-Arid Tropics, 1980. p. 231-233., Identifies the need for a code or framework for the transfer of technology. Discusses the necessity of such a framework to strengthen the capacity of developing countries for organizing and receiving new techniques and improving access to technology at prices all can afford. Identifies the establishment and development of facilities for technical and in-service training in the countries themselves as prerequisites for the efficient and durable transfer to technology. Notes that new technologies must be assimilated, modified, and adapted to conditions peculiar to each country. Discusses fact that agricultural research carried out in developed countries involves means of production that have nothing in common with those of the small farmer of Upper Volta. Stresses that scientists are needed who can assimilate the people's everyday problems and work out a realistic research program that will raise the technological level of the farmer.

Identifies purpose of the efforts to better formulate research priorities and to improve the efficiency of "marketing" new technologies to farmers. Lists constraints, including variations in population densities, heterogeneity of semi-arid tropics resource endowments, role of risk in farmer's decision-making, marketing institutions, human institutional requirements, and efficiency and equity concerns in research resource allocation. Notes its necessity for close collaboration among scientists from many disciplines.
