- 7 pages., Via online journal., Like many developing countries, agriculture is seen as the vehicle for development also in Pakistan. Our study was aimed to identify the perceptions of farmer community towards the electronic media and relationship between different demographic characteristics of respondents with the use of electronic communication of TV and radio, in Khyber Pakhtunkhwa (KPK), a province of Pakistan. Random sampling technique was used for selecting 183 respondents. Data were analyzed with descriptive statistics and Chi-square. Results revealed that maximum respondents were agreed that mobile and internet can be a useful source of agricultural information and only 1.6 and 5.5% of the respondents were strongly disagreed about information means, respectively. A maximum number of the respondents were undecided about “agricultural helpline can be a useful source of agricultural information”, only 14.2% of the respondents were strongly agreed with this statement. A highly significant relationship was found between age of respondents and application of information received through radio and TV. On the other side, education of the respondents had a highly significant relationship with the application of information received through radio only. Farming experience of the respondents had no significant relationship with the application of information received through TV and radio. Results suggested that extension personnel should motivate and educate the farming community about the use of electronic media (TV, radio, helpline, internet, mobile) for advanced information about agriculture production techniques.

- 7 pages., Via online journal., The effectiveness of an extension system referred to its ability to meet the fanner needs in providing the new technology which suits to their conditions and results in better production. Recently the demand for information on agricultural practices and technology among the farmers is increasing day by day but fulfilment of these demands exclusively by public agricultural extension system is limited. To address this challenge, information communication technology (ICT) has the immense role in supplementing the extension system. Among the ICT tools, mobile phone, because of its affordability, accessibility, minimum skill requirement, widespread network etc., has emerged as important tool for information and knowledge dissemination to the smallholder and marginal farmers. But it is necessary to study how effective they are in achieving the respective objectives.The present investigation was conducted to study the effectiveness of mKRISHI (R) PAWS (Personalised Advisory on Water and Soil) in Dehradun district of Uttarakhand state. An ex-post facto research design was used for this study. Total 136 messages were sent to the respondents. The data was collected from 240 beneficiary farmers of the north-western Himalayan region. The effectiveness of the mKRISHI (R) PAWS in technology advisory and delivery services were measured by developing an effectiveness index for the purpose. Results showed that 93.8% of farmers perceive that quality of information regarding the latest NRM technologies in soil and water conservation was excellent and 83.75% of the farmers felt that the information regarding the latest NRM technologies in soil and water conservation was appropriate to their condition. The study revealed that the extension services delivered by mKRISHI (R) PAWS were found to be highly effective by majority of the farmers. 34.58% fanners perceived that the mKRISHI (R) PAWS was very highly effective as a mean of getting their information needs.

The development opportunities that apps offer is wide-reaching but uptake of the technology varies. This article examines the ease of use and factors impacting user acceptance and behavior when interacting with an app for agricultural extension in Kenya. Results show factors including gender and age play a role in the adoption of technology by agricultural extension agents. The findings have useful lessons for apps’ development in the agricultural sector and suggest that including intended users of an app in the design process significantly increases usability.

- 26 pages, via online journal, Purpose This paper is concerned with the impact of the University of California Cooperative Extension (UCCE) on regional productivity in California agriculture. UCCE is responsible for agricultural research and development (R&D), and dissemination of agricultural know-how in the state. Method/methodology/approach We estimate the effect of UCCE on county-level agricultural productivity for the years 1992–2012, using an agricultural production function with measures of agricultural extension inputs alongside the traditional agricultural production inputs at the county level. Findings Results show a positive impact of UCCE through its stock of depreciated expenditures. For an additional dollar spent on UCCE expenditures stock, agricultural productivity, measured as value of sales at the county level, improves by $1–9 per acre of farmland for knowledge/expenditure depreciation rates between 0 and 20 percent. Practical implications Results suggest that county differences in productivity could affect extension expenditures. The high level of contribution found in the results would be especially useful during a period of political pressure to reduce public spending for agricultural extension in the state. Theoretical implications Theoretical implications suggest that agricultural systems with higher level of knowledge depreciation are associated with higher resulting incremental agricultural productivity per an additional dollar spent on UCCE expenditures stock. This suggests that extension policy should consider also the agricultural system (crop mix). Originality We use original budgetary data that was collected especially for answering our research questions from archives of UCCE. We estimate impact of extension at the county level in California, on the value of agricultural sales (of crops and livestock). We developed an extension expenditure stock, using current and past expenditures data, and different depreciation rates, following the theory of Knowledge Production Function.

"Given our findings that more risk-averse individuals are less likely to adopt CSA, a practice that is intended to be risk-reducing, a key policy implication is the need for a retooling of both public and private extension services to better demonstrate and educate farmers on the risk-reducing effect of CSA practices such as conservation agriculture. Moreover, if insurance and subsidies are to be used successfully to nudge adoption, extension will need to educate farmers on the structure of and mechanisms of payouts. This is important to build trust in the incentive systems.

- 10 pages, Extension faculty are tasked with developing and communicating educational programs to local clientele, and communication skills are a considerable piece of the Extension faculty job. Thus, UF/IFAS Extension included a communication portion to the on-board training for newly hired Extension faculty to develop their design skills so they can more effectively communicate through their educational and marketing materials. We used Rogers’ (2003) innovation-decision process to assess Florida early career Extension faculty’s adoption of design principles after completion of the 2019 UF/IFAS Extension Faculty Development Academy. Thirty-two Extension faculty completed the spring and fall sessions of the Academy. A mixed methods approach was utilized to gather survey data at the immediate completion of the Academy and qualitative, telephone interview data four to five months after completing the Academy. The faculty retrospectively perceived they increased their knowledge about design principles. They had an overwhelmingly positive attitude about learning design principles to better their communication efforts, but they decided not to fully adopt design principles in their work as other information and elements of learning their job took precedent.

- 16 pages, Agricultural extension is one of the essential services that are offered by the South African Department of Agriculture, Land Reform, and Rural Development (DALRRD), to facilitate agricultural development in rural communities. The significance of agricultural extension is that it offers new knowledge to farmers and allows space for growth through various interventions such as agrarian transformation and improving livelihoods through the promotion of agriculture as a vehicle for ‘pro-poor’ economic growth. However, there is a concern that extension services are invisible in resource-restricted and previously marginalised rural communities. The study presented in this paper examined farmer’s experiences with extension practitioners and the impact of a lack of extension services on the development of impoverished rural communities. The researchers adopted a qualitative design wherein six focus group discussions were held to gather data from the farmers. Data were analyzed using ATLAS.ti22, a computer-assisted qualitative data analysis software (CAQDAS). Four themes of extension services that have a direct linkage to livelihood development, namely, the impact on rural livelihoods, production challenges, marketability, and economic impact, and the invisibility of extension services, were the central point of discussion.

A multi-stage procedure was used in selecting 60 respondents. Data were collected on respondents’ capacity for outreach to farmers; existence of linkage on CC and sources of information on CC, constraints to building capacities for outreach and strategies to strengthen capacities. Mean, percentage, were used for analysis. Findings showed the existence of training on CC (23.3%) and practical learning experience on CC adaptation (20.0%). Lack of human resources (x= 3.30) and training programmes on CC (x= 3.23) were constraints to building capacities for outreach. Organization of seminars, workshops (x= 3.58), proper staffing (x= 3.57), provision of incentives (x= 3.55) were suggested as strategies to strengthen capacity for outreach. Extension agents in the state lack the requisite facilities for outreach to farmers on climate change agricultural adaptation. Also, there are inadequate human and material resources necessary for effective coverage of the farming population. Government and development organizations should hire qualified extension personnel and provide weather observatory for CC outreach in Delta State.
