- 11 pages., via online journal., The study aims at exploring the extent of agricultural information literacy of farmers in the northern region of Bangladesh. Besides the review of relevant literature the study conducts a questionnaire-based survey of 160 farmers working in ten districts in the region. The analysis of the survey shows that farmers need information for various purposes of agricultural activities, and they use different sources and media for access to such information. Many of the farmers, however, are not well aware of modern techniques of agriculture, and they occasionally use such techniques for farming. Due to some problems farmers are moderately satisfied in getting agricultural information, and in many cases their satisfaction level is very low. The paper concludes with providing certain recommendations for the improvement of information literacy of the farmers in Bangladesh.

- 18 pages., via online journal., Mobile apps are increasingly being used to answer development challenges around the world. The development opportunities that apps offer is wide-reaching but uptake of the technology varies. This article examines the ease of use and factors impacting user acceptance and behavior when interacting with an app for agricultural extension in Kenya. Results show factors including gender and age play a role in the adoption of technology by agricultural extension agents. The findings have useful lessons for apps’ development in the agricultural sector and suggest that including intended users of an app in the design process significantly increases usability.

- 17 pages., Via open source journal., The rural farmers in western Rajasthan State are uneducated and most of the applications of Information and Communication Technology (ICT) are demonstrated and run in the English Language. The majority of these rural farmers who are illiterates with a very low level of understanding of the English Language find it difficult to take advantage of the availability of ICT to facilitate their access to information for their farm businesses. This study examined the role of ICT in enhancing the farmers’ access to production and marketing information in western Rajasthan State in India. Primary data was collected from 133 farmers consisting of 71 ICT users and 62 Non-ICT users through questionnaire administration. The results of the Analysis of Variance test regarding the farmers’ access to different types of production and marketing information revealed that the user type (i.e., ICT versus Non-ICT user) significantly explains the differences in farmers’ access to the different types of marketing and production information. These results are consistent with the empirical results of the student’s t-test that farmers’ access to different types of production and marketing information from ICT sources is significantly higher than from Non-ICT sources. Consistently, the empirical results of the multiple regressions revealed that the percentage of production and marketing information obtained from ICT sources had positive significant influence on the farmers’ access to marketing and production information; and that the percentage of marketing and production information obtained from Non-ICT sources had negative significant influence on the farmers’ access to marketing and production information. These results suggest that ICT sources of marketing and production information play a crucial role in the farmers’ access to this information for their business operations. The implication is that proper education and training of farmers (especially the female farmers) about the utilization of ICT sources to accelerate access to information is crucial

- 7 pages., Via online journal., Like many developing countries, agriculture is seen as the vehicle for development also in Pakistan. Our study was aimed to identify the perceptions of farmer community towards the electronic media and relationship between different demographic characteristics of respondents with the use of electronic communication of TV and radio, in Khyber Pakhtunkhwa (KPK), a province of Pakistan. Random sampling technique was used for selecting 183 respondents. Data were analyzed with descriptive statistics and Chi-square. Results revealed that maximum respondents were agreed that mobile and internet can be a useful source of agricultural information and only 1.6 and 5.5% of the respondents were strongly disagreed about information means, respectively. A maximum number of the respondents were undecided about “agricultural helpline can be a useful source of agricultural information”, only 14.2% of the respondents were strongly agreed with this statement. A highly significant relationship was found between age of respondents and application of information received through radio and TV. On the other side, education of the respondents had a highly significant relationship with the application of information received through radio only. Farming experience of the respondents had no significant relationship with the application of information received through TV and radio. Results suggested that extension personnel should motivate and educate the farming community about the use of electronic media (TV, radio, helpline, internet, mobile) for advanced information about agriculture production techniques.

- 19 pages., Article 3945, Via online journal., Information communication technology (ICT) has changed the traditional agricultural extension service mode worldwide. This paper examines the effects of the Rural Distance Education Project (RDEP) on the household income, agricultural productivity, and off-farm employment of farmers in peri-urban areas in Beijing. Using the survey data of 783 randomly selected farm households from 54 villages in three Beijing peri-urban districts in 2014, and the propensity score matching method (PSM), we find that the RDEP has a significant and positive effect on agricultural productivity and input use. Meanwhile, the program’s effects are heterogeneous across districts and households. For example, the RDEP has significant impacts on several outcome indicators, such as agricultural labor productivity (at a 5% level of significance), agricultural land productivity (at a 10% level), and input use intensity (at a 1% level) in Tongzhou (an agriculturally more important district, with a more intensive RDEP usage), but none of these effects is significant in Pinggu district. Furthermore, the RDEP is found to have bigger, and statistically more significant effects, for households with junior high school education than for those with either lower or higher than junior high school education. Furthermore, the RDEP is more effective for households with more assets than those with fewer assets. These results point toward the importance of using a rural distance education program as an effective extension service, and the need to take community and individual characteristics into account in the implementation and design of future programs.

- 57 pages., Report from FAO, Via website., This report responds to the request by the G20 Agricultural Ministers to FAO, IFPRI and OECD in June 2016 to build on their preliminary assessment of existing ICT applications and platforms and make specific proposals for consideration and action by G20 Agriculture Deputies ahead of the next G20 Agricultural Ministers meeting on the best possible mechanism to improve agricultural ICT exchange and cooperation. The report is organized as follows: (i) The section Summary, Evaluation and Recommendations is targeted to policy makers and draws from the detailed review undertaken in Sections 1 to 4 of the report. It provides a succinct but comprehensive account of ICTs in agriculture, including evaluating their impact. It identifies gaps, and puts forward a number of recommendations for the G20 in line with the G20 comparative advantage for collective action. Policies and measures to promote ICTs are crucial for the G20 economies and for agriculture in particular. G20 Ministers of Agriculture can take action to integrate ICTs in agricultural policies and initiatives. The report makes a number of recommendations for concrete actions in the area of ICTs that promote sustainable food systems and contribute to the realization of the 2030 Agenda for Sustainable Development.(ii) Sections 1 to 4 contain a detailed, albeit not exhaustive review of ICTs in agriculture. There is plethora of ICT applications on agriculture, ranging from using radio to satellite remote sensing, and in Section 2 every effort has been made to provide a comprehensive picture through the discussion of selected applications. Section 3 reviews the platforms and initiatives that promote the use of ICTs, and Section 4 examines governance issues specifically related to principles, rights and privacy. A number of Annexes provide more detail to the reader on a number of areas related to governance.

- 8 pages., via online journal., This study appraised the level of usage of satellite imaging and selected Information Communication Technology (ICT) tools by agricultural extension workers (EWs) in the North Central Zone of Nigeria. Specifically, information on usage of satellite imaging, personal skill ratings, and constraints faced by respondents in the usage of ICT equipment were gathered. Findings revealed that a majority of the respondents (97%) perceived themselves as incompetent in reading and interpreting satellite imaging for agricultural information dissemination. The study posited that government at various levels should assist in training EWs on digital compatibility.

- 3 pages., via online journal., We often wonder why many a time our policies defy logic and our engineering designs lack a human element. There is no dearth of advances in scientific research and technologies. However, the large‐scale implementation of this knowledge and capacity on the field lags behind several decades in some regions. Unfortunately, the farmers not always benefit from these, least on the large‐scale. Well, the mystery may lie in the underlying communication processes that are supposed to be part of designing policies, institutions, engineering infrastructure, machines, products or any man‐made thing or rule. Or, sometimes it may be just due to a complete lack of any such processes during the design phase. Obviously, agricultural water management (AWM) for food production, particularly in many developing countries, is no exception to this phenomenon.
