97 p., The purpose of this report is to set the stage for a re-examination of investment priorities and strategies in rural telecommunications by synthesizing what we know about the role of telecommunications in the development process. The report provides an overview of the evidence to date of the economic and social benefits of rural telecommunications. The report reviews key studies and identifies theory and research findings that are particularly relevant to rural regions of developing countries. It also includes research conducted in industrialized countries that appears particularly relevant for rural regions of the developing world.
11 pages., via online journal., This study compared researchers, extension agents, and farmers’ perceptions of the effect of Information Communication Technology (ICT) on agricultural information access. A simple random sampling technique was used to select 88 researchers, 115 extension agents, and 271 farmers. Data collected through a structured questionnaire were analyzed using means, standard deviation, and one-way analysis of variance. The results showed that, of the 29 statements on the rating scale, researchers, extension agents, and farmers agreed with and were positively disposed to 25, 23, and 19, respectively. A significant difference in the effect of ICT on agricultural information access among researchers, extension agents, and farmers (F = 6.49, p < .05) was observed. Access to agricultural information through ICT will continue to improve, since perceptions are overtly positive among researchers, extension agents, and farmers.

13 pages, via online journal, While institutions of higher education work to engage PK-12 youth in STEM (science, technology, engineering, and mathematics) concepts and careers via in-person programming, PK-12 teachers and students face many logistical and access constraints for physically traveling to sites off of school grounds during the school day. Throughout the years, electronic field trips (EFTs) have offered a digital way for schools to engage in meaningful ways with museums, parks, laboratories, and field research sites. In order for EFTs to be effective, they should be cost effective and created collaboratively with teachers, students, subject matter experts, and instructional design and communication professionals. Streaming Science is an online science communication platform that aimed to develop and implement an effective EFT model. Three Streaming Science live interactive EFTs webcasted online were piloted from various locations during 2017-2019 to test wireless internet connections, mobile technologies, STEM content, and impacts on students’ interest, attitudes, and learning. The model proved iPads and mobile applications in the field for web streaming were effective for connecting scientists with school audiences. In this professional development article, authors describe the Streaming Science EFT model, including recommendations for instructional design, the pre-production process, content development, teacher collaboration, student engagement, mobile hardware and software, and assessment.
16 pages, via Online Journal, Crop genetic resources constitute a ‘new’ global commons, characterized by multiple layers of activities of farmers, genebanks, public and private research and development organizations, and regulatory agencies operating from local to global levels. This paper presents sui generis biocultural community protocols that were developed by four communities in Benin and Madagascar to improve their ability to contribute to, and benefit from, the crop commons. The communities were motivated in part by the fact that their national governments’ had recently ratified the Plant Treaty and the Nagoya Protocol, which make commitments to promoting the rights of indigenous peoples, local communities and farmers, without being prescriptive as to how Contracting Parties should implement those commitments. The communities identified the protocols as useful means to advance their interests and/or rights under both the Plant Treaty and the Nagoya Protocol to be recognized as managers of local socio-ecological systems, to access genetic resources from outside the communities, and to control others’ access to resources managed by the community.
17 pages., Via open source journal., The rural farmers in western Rajasthan State are uneducated and most of the applications of Information and Communication Technology (ICT) are demonstrated and run in the English Language. The majority of these rural farmers who are illiterates with a very low level of understanding of the English Language find it difficult to take advantage of the availability of ICT to facilitate their access to information for their farm businesses. This study examined the role of ICT in enhancing the farmers’ access to production and marketing information in western Rajasthan State in India. Primary data was collected from 133 farmers consisting of 71 ICT users and 62 Non-ICT users through questionnaire administration. The results of the Analysis of Variance test regarding the farmers’ access to different types of production and marketing information revealed that the user type (i.e., ICT versus Non-ICT user) significantly explains the differences in farmers’ access to the different types of marketing and production information. These results are consistent with the empirical results of the student’s t-test that farmers’ access to different types of production and marketing information from ICT sources is significantly higher than from Non-ICT sources. Consistently, the empirical results of the multiple regressions revealed that the percentage of production and marketing information obtained from ICT sources had positive significant influence on the farmers’ access to marketing and production information; and that the percentage of marketing and production information obtained from Non-ICT sources had negative significant influence on the farmers’ access to marketing and production information. These results suggest that ICT sources of marketing and production information play a crucial role in the farmers’ access to this information for their business operations. The implication is that proper education and training of farmers (especially the female farmers) about the utilization of ICT sources to accelerate access to information is crucial
