(TDC Research Report No. 9), The high cost of producing interactive videodisc programs has forced many developers to consider alternatives to videodisc production. Videodisc repurposing is an alternative approach in which a computer program is developed for a new applications using existing videodisc materials. This study conducted by the Telecommunications Development Center (TDC) investigated the possibilities and limitations of videodisc repurposing and the ways in which the process differs from traditional interactive videodisc programs development. Three trial programs were created using repurposing. Each program was then field tested and reviewed by faculty and staff of the Minnesota Extension Service. This study found videodisc repurposing to be a very time-consuming process in which the instructional designer is required to make many significant compromises. In most cases, the success of repurposing is determined by the quality and design of the existing materials and by the capabilities of delivery systems.

(TDC Research Report No. 10), During 1986-1989, the Telecommunications Development Center (TDC) at the University of Minnesota supported the development and evaluation of an interactive videodisc program to train and certify private applicators of pesticides. Interactive videodisc technology was preliminarily judged to be an effective and potentially applicable training method because of its features of video simulation, reinforcement, and immediate feedback and remediation for learners. The program developed with TDC support used video sequences to simulate a variety of situations applicators encounter with pesticides. The interactive videodisc contains an integrated certification test. The project evaluation examined and compared the effectiveness of the interactive videodisc method to other training and certification methods: e.g., completing a written test following a county workshop or completing a home study course. Data indicate that interactive videodisc technology performs as well as a group workshop or home study course for training and testing. Adults who have been certified for pesticide application using the interactive videodisc program report a higher degree of satisfaction with training than those who attended a workshop. County extension agents report that interactive videodisc technology provides a convenient and appropriate option for persons requiring private pesticide applicator certification.

(TDC Research Report No. 11), The Telecommunications Development Center (TDC) supported an interactive television project designed to expand the delivery of a pre-existing training program in a cost-effective manner. Interactive television technology was employed to deliver to multiple sites a program titled, Alcohol Decisions : Teen Training Workshops. A Minnesota 4-H Youth Development Program, Alcohol Decisions trains teenagers to teach grade school children to make wise choices about alcohol use. 4-H is a unit of the Minnesota Extension Service, University of Minnesota. During a one-day pilot program, four K-12 school -based interactive television networks in Minnesota were interconnected, thereby reaching 14 training sites with one training workshop. Evaluation results showed that most respondents and evaluators believe interactive television is an effective means to train teens, although they were uncertain whether it is as effective as an on-site instructor in every classroom. The participants said it is helpful to be able to see and hear teens from other schools, and, for the most part, they felt actively involved. Most respondents said there is a need for an facilitator at every site. Overwhelmingly, teens felt prepared to teach and adults felt prepared to work with teens on Alcohol Decisions training. The vast majority of respondents -- both teens and adults -- agreed that they would like to use interactive television for other training sessions. This monograph presents recommendations for planners and coordinators of interactive television workshops, as well as for trainers and presenters, on-site facilitator, and technical coordinators.

(TDC Research Report No. 12), The Minnesota Extension Service (MES) had a unique opportunity in 1989 to pilot test a new voice mail system which had just been installed with the University of Minnesota's telephone system. Eighty-six staff members of MES's Educational Development System (EDS) and 25 MES administrators participated in the six-month pilot project. The Telecommunications Development Center (TDC), a research unit of the Minnesota Extension Service, facilitated the pilot project. Baseline, time-series pattern use, and user satisfaction data were receptionist was answering and transferring fewer calls -- allowing this person to work on other tasks -- and the remaining calls to the receptionist were being answered more quickly with fewer calls being abandoned. EDS staff and MES administrators found communications with each other more efficient. Voice mail was viewed as better than answering machines, and the amount of "telephone tag" had been reduced. Voice mail was found to be easy to use, and training and technical support was deemed adequate. Voice mail users said the technology was worth the additional expense and should be implemented throughout MES. The technology was found to be cost-beneficial for the organization.

TDC is a research center funded by a grant from the W.K. Kellogg Foundation that conducts research on existing and emerging technologies in the delivery of distance education. The report is written by the Center's director. The documentation in support of conclusions drawn in this report was taken from a number of sources, including: formative and summative evaluations by TDC's external evaluation team; project experience and reports and issues of TDCs monograph series, TDC Research Report; existing literature in academic journals and other external resources; and activities and observations of TDC director and staff. Findings and observations are presented in three areas: technologies, human and social factors, and organizational/institutional systems. The long-term benefits of the Center, which closes in 1991, are included.
