(TDC Research Report No. 13), This monograph is a summative report of the Telecommunications Development Center (TDC), a unit of the Minnesota Extension Service, University of Minnesota. TDC is a research center funded by a grant from the W.K. Kellogg Foundation that conducts research on existing and emerging technologies in the delivery of distance education. The report is written by the Center's director. The documentation in support of conclusions drawn in this report was taken from a number of sources, including: formative and summative evaluations by TDC's external evaluation team; project experience and reports and issues of TDCs monograph series, TDC Research Report; existing literature in academic journals and other external resources; and activities and observations of TDC director and staff. Findings and observations are presented in three areas: technologies, human and social factors, and organizational/institutional systems. The long-term benefits of the Center, which closes in 1991, are included.
