19 pages., via online journal., The agricultural sector continues to be challenged by the public with respect to how it deals with a wide range of issues. These issues may be viewed as component parts of an implied “new contract” between society and agriculture. The “old contract” with society obligated agriculture to provide safe, wholesome, abundant food at affordable prices. The new contract includes several additional components including a heightened focus on food safety and quality, consideration of environmental impacts of agricultural production, and increased consideration for the well-being of animals. If production agriculture effectively deals with these new components, society will likely continue supporting the use of public sector resources for agricultural research, education, and commodity programs. Recent surveys indicate the agricultural sector faces a formidable challenge in dealing with issues involving the risks and benefits of agricultural production practices. This is due to a decline in consumer confidence in the safety of the food supply, the relative level of scientific literacy, and a growing mistrust of new technologies within some demographic groups. Surveys indicate scientists and extension professionals are trusted by the public and thus can play a key role in public education.
Administrators and peers must actively support and reward scientists and extension professionals for their contributions to public education. Educating the public requires an understanding that the public, in general, does not view risk from a quantitative standpoint but rather from a qualitative one. Effective public education activities should be based upon proven public policy education methodology. This approach encourages the educators to refrain from assuming an advocacy position and allows maximum opportunity for the public to be in control of the decision-making process as required in the democratic system.
13 pages., Via online journal., Based on research-to-policy narratives provided by UC Cooperative Extension (UCCE) academics, we argue that current, effective Cooperative Extension (Extension) practices support a broader, more convincing account of Extension's public value than its leaders often articulate. This proposed account incorporates the familiar Extension narrative in which technical expertise and objectivity are emphasized. It also incorporates the insight, derived from our data, that Extension can achieve its greatest relevance in policy circles when it weaves together its ability to provide trustworthy technical knowledge with its capacity to influence policy dialogue, debate and practice across multiple settings and over the long term. In a policy world often marked by short-term thinking and polarization, Extension's ability to foster deliberative, context-sensitive and future-oriented policymaking is a critical contribution to society. Interview data reveals three approaches to effective policy-oriented relationship building: community-government partnership building; stakeholder-oriented experimental research; and community empowerment. Understanding these approaches can help reframe the story that we in the Extension system tell ourselves and the public about the public value we create.

11 pages., Via online journal., Federal agricultural land use policies in the United States aimed at protecting soil health and water quality typically rely on persuading individual farmers to voluntarily adopt conservation practices. An expanding body of literature suggests that private sector intermediaries, such as crop advisers, are increasingly trusted sources of information for farmers about conservation practices and thus may be persuasive actors in the conservation-adoption realm. While previous studies have explored farmers’ perceptions of crop advisers facilitating conservation practice adoption and participating in conservation programs in agricultural landscapes, little research to date has explored crop advisers’ perceptions of this role, and few agricultural land use policies have explicitly included crop advisers as conservation partners. This study fills a critical void in the literature by evaluating the Saginaw Bay Regional Conservation Partnership Program, an innovative agricultural policy that relies on crop advisers to recruit farmers into the program and assist them with the adoption of conservation practices. Through a survey and interviews with crop advisers in the Saginaw Bay watershed in Michigan, USA, we explore crop advisers’ perceptions of their role in the program and of delivering conservation information to farmers. We found that crop advisers have positive attitudes towards land/water resources and conservation practices, believe they have an important intermediary role to play in facilitating conservation practice adoption, and believe their supervisors are supportive of them promoting conservation. However, difficulties in collaboration and communication between the private and governmental sectors – resulting from perceived differences, operational differences, and territoriality – present a key barrier to crop advisers increasing their intermediary role in the promotion and implementation of federal conservation programs. Future research and policy initiatives should explore how to address public-private territoriality and whether crop advisers should be incentivized to deliver information about conservation practices and/or assist in enrolling farmers in federal conservation programs.
10 pages, via online journal, As the agricultural industries of developed countries undergo an extended period of change, increasing numbers of farmers are leaving farming. In this paper, we investigate the relationship between intention to exit farming and farmer wellbeing, drawing on and adapting the conservation of resources theory of stress. In a quantitative analysis of 674 Australian farmers, we show that the more likely a farmer is to leave farming, the poorer their wellbeing; but this is moderated by smaller farm size, greater profitability, earning a larger proportion of income off-farm and older age, all of which attenuate the relationship between exit intention and poorer wellbeing. We conclude that it is important for policy-makers to consider the wellbeing of farmers when designing strategies to assist exiting farmers, as poor wellbeing at exit may reduce capacity to adapt successfully to life after farming.

13 pages., via online journal, Elected officials at the local, state, and national levels play key roles in shaping the agriculture and natural resources (ANR) sectors through the development and implementation of ANR policies and regulations. As such, it has become necessary for members of the ANR community to understand the policy formation process and how to communicate effectively with elected officials about ANR policies and issues. However, little research has been conducted at the local level to examine how local elected officials (LEOs) interact with information specific to ANR policies to make decisions. This study was designed to assess the communication and information-seeking preferences and behaviors of LEOs that impact their decisions about ANR issues and policies. Of the sources of communication considered by LEOs when making ANR policy decisions, respondents in this study identified communication from farmers and ranchers as having the highest impact on their decision-making. This finding supports the use of farmers and ranchers as opinion leaders in impacting ANR policies. LEOs in this study also reported they would seek factual information from multiple sources to understand the positive or negative impact of the ANR policy before voting on the ANR issue.
11 pages, via online journal article, This study of Japan's electoral geography focuses on the outcomes of the 2014 General Election for the House of Representatives. It reflects on the political power of segmented policy communities involved in international free trade and domestic agricultural policy reform and the way they interact with each other. The capability of these policy communities to negotiate behind-the-scenes trade-offs, in order to facilitate reform without disrupting the status quo, is identified as a major determinant of the power structure in contemporary Japan. Also, as low-information and low-participation elections tend to result in a high rate of re-election of incumbents, the depoliticisation of the citizenry is in the interest of these policy communities. Therefore, specific policies and the differentiation among political parties played only a minor role during the 2014 electoral campaign. The paper demonstrates that the strong force of the agricultural policy community to resist transformational change is still deeply rooted in the proportional overrepresentation of agricultural interests built into the electoral system. It concludes that within the context of an increasing deficit of legitimacy and an aggravating depoliticisation trend, commitments to fundamental polity reform are integral to voters' perceptions of the fairness of Japan's democratic institutions. Significant structural reforms that embody federalist and direct democracy principles are discussed as an alternative to the unitary state model in order to seriously tackle issues of proportional misrepresentation and adequately accommodate rural interests.

columnist and cowboy poet Baxter Black, who borrowed the title of one
of his own columns “Growth of Agricultural Ignorance” from the editor of
the Delmarva Farmer (a weekly agricultural publication serving the Delaware,
Maryland, and Virginia region). In many ways I agree with the term, and
believe it is accurate in part to describe American society in the late twentieth
century and into the twenty-first. Thus, I would like to take this opportunity
to discuss some trends in American agriculture, and for that matter, agricultural history, and some concerns that I have about them. Not all the trends are bad, of course, and perhaps in some ways, at least, American society is less agriculturally ignorant than Black and others suggest.
