Shows how the organization of research programs is influenced by the producer and how the communication linkage through the extension agent must be strong enough to effectively accommodate the dual role of communication between the two groups if the new technology, produced by research, is to be appropriate and adaptable to farmers' needs. Looks at problems and issues related to World Bank projects in developing nations, principally Brazil. The strong general consensus suggest that both research and extension services in many nations are still very weak and that the technology now available, particularly that developed by the international agricultural research centers, cannot be disseminated on a large scale until strong national programs in research and extension are established.
