2. Can governments promote homestead gardening at scale? Evidence from Ethiopia

- Low intake of fruits and vegetables is a major cause of micronutrient deficiencies in the developing world. Since the 1980s, various non-governmental organizations have promoted homestead gardening (HG) programs, first in Asia, but now increasingly in Africa. Longstanding concerns with HG programs are: (1) they lack scalability, particularly for governments; (2) they only work in areas with/without good access to markets; and (3) they are only suitable for more water-abundant ecologies. We assess these concerns by analyzing a large and novel survey on the adoption of a nationwide HG program implemented by the Ethiopian government. We find that better market access encourages HG adoption; so too does greater public promotion of HGs, but only in more water-abundant ecologies. © 2018 The Authors
3. Impact of climate change on sustainable pastoral livelihoods in Loima Sub-County, Turkana County, Kenya

- 21 pages, Climate change and variability have adversely affected communities’ pastoral livelihoods in Kenya. The study aimed to investigate sustaining pastoral livelihoods in a changing climate in Loima Sub-County, Turkana County, Kenya. A total of 59 pastoralists were interviewed using a questionnaire. The data was analysed using the Statistical Package for Social Sciences (SPSS) software Version 22. SPSS employed descriptive statistical techniques like frequencies, percentages, cross-tabulations and proportions, means, and standard deviation. Pie charts, graphs, figures, and tables were used to present the data analysis output. Climate has been observed to vary continuously by pastoralists. Climate hazards mostly reported were livestock diseases and the frequency of droughts. The findings also indicated that livestock keepers preferred to graze their livestock on mountains/hills. Pasture and water availability and security determine the pattern of livestock movement. Pastoralists adopted various strategies to cope with climatic changes. Some of these strategies included diverse utilisation of livestock products, controlled grazing, herd diversification, and labour distribution among household members. In conclusion, climatic change and variability effects on the livelihoods of the pastoralists are evident. However, they have diversified ways of adapting and coping with these catastrophes to sustain themselves. To avert the effects of climate change, Turkana agriculture extension officers should focus on value addition to livestock products, provision of livestock insurance schemes, veterinary services, and livestock disease surveillance. Furthermore, agriculture extension needs to develop and enforce livestock policies and develop appropriate contingency plans. Among the policies recommended are- the management of grazing areas, regulations on migratory routes, and rules governing the use of water sources.

- 16 pages, Plagued by recent and historic drought, the need for water storage and management solutions in California is apparent. As a potential solution, the Sites Reservoir project offers an opportunity to a state eager to conserve and better manage water. The Sites Reservoir project involves complexities from a variety of standpoints and stakeholder perspectives. This study investigated the frames and sources used by The Sacramento Bee to communicate about the Sites Reservoir project over a 10-year period. The most frequently used frames throughout the dataset were “policy and government” and “water conscious,” and the sources most frequently utilized for information about the project in the articles were elected officials, government agency representatives, and nonprofit representatives. The findings suggest water management is linked with political activities and supports the assertion that the media tend to focus on the role of policy and political opinion in water management issues. At the same time, the findings suggest the need for water solutions is evident, given the prominence of the “water conscious” frame. Future studies should evaluate frames over time, and investigate the potential nuance between frames used to communicate about water management in different areas of the United States facing water management issues.
