2. Build a people-oriented urbanization: China’s new-type urbanization dream and Anhui model

- 9 pages., via online journal, Since 2014, the Chinese government has initiated new-type urbanization under the guidance of ‘the National New-type Urbanization Plan (2014–2020)’, which embarks on a significant transformation of the model of urbanization in post-reform China. To understand the origin and outputs of this policy, this article demonstrates the context of China’s new-type urbanization. The paper proposes a conceptual framework of new-type urbanization, which mainly includes four aspects: humanism, people-oriented urbanization; inclusivism, benefits sharing for urban and rural; sustainability, development without sacrifice of resources and environment; and harmonism, coordination. This is followed by an examination of the case of Anhui province, as a pilot province of China’s new-type urbanization. Anhui has performed a lot of related work to promote citizenization of peasant workers and has made great progress on the reform of the household registration system. The study found that despite a special emphasis on people-oriented urbanization, the pressures and costs of citizenization of peasant workers are growing fast, accompanied by rising housing prices in cities. This insight suggests there are benefits and costs of promoting China’s new-type urbanization. Despite the advantages of institutional innovation, the unexpected side effects such as rapid rising housing prices actually undermine the success of plan implementation.

- 8pgs, The global trend of urbanization coupled with an increasing awareness of the importance of food systems resilience, has led to an increasing interest in urban agriculture to sustainably feed the rapidly growing urban population and mitigate against food supply chain disruptions. While home and community gardens have been long studied, there has been relatively little empirical research focused specifically on commercial urban agriculture (CUA) operations. The purpose of this study was to characterize commercial urban farms, and to identify their primary barriers to business development and expansion, their perceptions of future opportunities, and their specific informational needs. Because CUA has received relatively less attention in previous empirical research, a qualitative approach was used for this needs assessment to collect rich, contextualized information to help differentiate the specific barriers, opportunities and needs of CUA operations as opposed to their rural counterparts. We conducted semi-structured interviews (n = 29) of CUA producers in Florida. These interviews revealed that CUA operations face many of the same barriers that are common to establishing and growing small farms, with additional barriers due to local government regulations and tensions associated with farming on land that is not traditionally used for agriculture. Despite these difficulties, CUA operators believe their urban location is a key benefit to their operation and they see a variety of opportunities for future business and market expansion.

Several modes and approaches have been applied to remake space in rural China, which differ greatly in restructuring outcomes. In response, this article builds on the insights of regime theory to develop a conceptual framework to reveal the mechanism behind China's rural spatial restructuring and seeks to explore the underlying reasons that affect the outcomes. It is found that resource adequacy, the quality of resource coalition, and the effectiveness of implementation determine the rural regime's capacity to manage spatial restructuring. Case studies from Hua County, Chaohu City, and Shenzhen are used to illustrate the conceptual framework's application and facilitate a comparative analysis from the perspective of rural regime capacity. The findings provide a critical rethinking of the “sustainable remaking of rural space”, which could therefore shed light on the rural governance of countries in the global south generally.

- 9 pages, via online journal, The conversion of population and land from rural to urban areas has been widely explored; however, the spatial change in rural settlements and its relations to population changes involved in urbanization have been ignored. This paper aims to reveal the underlying human-land relationship from the perspective of rural settlement urbanization (RSU). Based on identifying the spatiotemporal characteristics of RSU in Wuhan city circle from 2009 to 2016, we analyzed the human-land relations using a combination of a dynamic coupling model and a decoupling model. The results showed that a total area of 27.77 km2 (accounting for 0.81% of the level in 2009) of rural settlements was converted to urban construction land from 2009 to 2016. Although the rural population decreased by 32.21%, the overall size of rural settlements increased by 104.62 km2, and 37 counties had a low-level coordination between population urbanization and RSU. Only 2 counties emerged with high-level coordination in this process. Additionally, the changes in rural settlements and rural population showed a strong negative decoupling; that is, the population decreased while the area of rural settlements increased. Combining the decoupling results with the coupling analysis, eight human-land relationship patterns in rural settlement urbanization were identified, and “strong negative decoupling–low-level coupling” was the main pattern observed in counties, which summarized the human-land relations in most RSU and should be given priorities in improving rural human-land relationships. The question of how to promote harmonious human-land relationships lies at the core of promoting balanced urban-rural development. This research could provide a decision-making basis for formulating a sustainable development strategy for urban-rural integration.

- 10 pages., Via online journal., Pollinating insects are integral to the health of all terrestrial ecosystems and agriculture worldwide. Urbanization can greatly reduce nutritional resources and habitat for pollinators. However, these losses can be mitigated through targeted landscape practices, such as planting nectar- and pollen-rich plants and managing pollinator habitat in urban areas, especially home landscapes. As homeowners attempt to conserve pollinators through horticultural practices, they often seek the advice and guidance of horticulture retail employees. The knowledge horticulture employees have about pollinators and the recommendations they provide to customers is largely unknown. A nationwide survey was developed and distributed with the objectives to 1) assess employee knowledge about pollinators and pollination biology, 2) discover what plant and management recommendations employees were giving customers pertaining to pollinator conservation, and 3) determine where to focus possible education and outreach, as well as which topics to focus educational programs on. Our findings suggest, among our respondents, that overall knowledge was adequate, with a mean score (±sd) being 8.37 (±3.23) of a possible range of 0–14 points. Uncertified and part-time employees were identified as having significantly lower scores. The subject of plant selection was found to have the largest gap in knowledge, with a mean score of 1.82 (±0.62) of a possible three points. We identified several opportunities for educational outreach, aimed at improving employee and customer knowledge on this important subject.
