- 20 pages., Via online newsletter article., This paper describes the challenges of decentralisation and privatisation of rural services from the perspective of communication strategy development. The wave of decentralisation and privatisation in rural services worldwide creates challenges for rural communities, service providers and local governments. Local organisations – both in government and civil society – are confronted with rules and procedures that are unprecedented. The new roles require significant changes in attitudes, skills, and especially a new level of accountability. While communication strategies are only a part of the transformation, they are strategic tools that merit attention. This is an account of two cases where the authors have been involved in developing communication strategies aimed specifically at helping stakeholders make this transition. The first is the case of the Communication and Information Strategy for the National Agricultural Advisory Services Programme (NAADS) of Uganda. The second is the formulation of a plan to communicate the National Water Policy (NWP) and Rural Water Transition Plan in Mozambique. The paper concludes with some design principles for other strategies and with a review of the importance of communication research and planning.

- 3 pages., Via online journal., Increased global trade coupled with diversified employment opportunities demand college graduates possessing well-developed professional skills. Recent survey results identified the importance of professional skills among candidates seeking employment, with communication being recognized as the most important skill or quality when selecting candidates. The ability to work within a team structure, solve complex problems, and organize and prioritize work also ranked high among industry employment needs. Despite a rigorous focus on discipline-oriented knowledge and skills, development of professional skills in students of horticulture may be overlooked or not fully developed. Teaching methods can be modified to incorporate development of professional skills and discipline-oriented knowledge to enhance student employment preparedness and directly address industry needs.

- 3 pages., Via online journal., Increased global trade coupled with diversified employment opportunities have generated demand for college graduates to possess enhanced interpersonal and foreign communication skills and a well-developed understanding of foreign culture. Horticultural employment opportunities also require students to possess a mastery of horticultural theory with an established record of direct, hands-on experience. Despite these needs, financial limitations of students and academic departments coupled with a lack of available opportunities may restrict students from developing these critical skills. Through development of cooperative learning programs, students have an opportunity to master and refine their horticultural skills while simultaneously raising funds, which are allocated for professional development including an international learning program. This article provides a successful overview of a student-based cooperative learning program that enhances student learning opportunities.

- 17 pages, via online journal, Purpose: This quantitative study sought to investigate the perceptions of teachers and students regarding competency-based education (CBE) principles at the College of Agriculture at Razi University. Design: This research is a comparative analysis of two groups. The first group consists of undergraduate and graduate students majoring in agriculture who are members and non-members of student cooperatives (n = 256). The second group consists of agricultural faculty members (n = 59). Findings: The results of this study show that students and teachers have different views with regard to the extent to which CBE principles are practiced in the College of Agriculture. Moreover, students with different learning patterns had different perceptions regarding the extent to which CBE is practiced, whereas teachers with different teaching patterns had the same perception of the application of CBE principles in the College of Agriculture. Practical implications: This study has practical implications for agricultural higher education in general and colleges of agriculture in particular. Colleges of agriculture across Iran could encourage their students to establish and engage in student cooperatives so that the ‘what’ and ‘how’ aspects of CBE are put into practice. Theoretical implications: This study has theoretical implications for CBE principles. For example, student cooperatives can be utilized by faculty members as one of the main strategies for developing CBE in agricultural colleges. Originality/value: This study is original in that it moves from theory to practice when considering CBE.

Youth development professionals can use the resulting correlations to determine which life skills the various PLT activities help develop. The correlation results also provide insights regarding how PLT activities help develop head, heart, and hands skills.

- 12 pages, The purpose of this descriptive survey research study conducted with agriculture teachers in North Carolina was to determine their in-service training needs in order to be effective for preparing students with the 21st century skills necessary for students to be successful. This study reaffirms the need for continuation of leadership education as an important skill and integration of reading, writing, and math concepts into all agricultural education curricula for preparing students to be successful in the 21st century. The role of agriculture in global food security; application of problem-based learning; planning and delivering lessons to utilize higher order thinking skills; teaching leadership skills; and development of teamwork and student collaboration were identified as the five most important in-service training needs for preparing agriculture teachers to be effective educators. Findings of this study are limited to North Carolina agriculture teachers. This limitation of applying findings for other states should be addressed by conducting a study with a diverse sample of agriculture teachers across the nation.
