Even with a push to increase domestic production, little is known about the functionality of Nigeria’s open bag markets and the preferences of consumers for specific rice attributes. Our study uses a hedonic price model to identify quality attribute preferences of consumers and potential market failures. Our results indicate that Nigerian consumers prefer rice with homogenous long slender kernels and a low presence of broken rice and are indifferent to chalkiness. The findings are useful as they can inform future strategies for rice breeders, domestic policy makers, and rice exporters.
27 pages, Vietnam plays an important role in bearing global food security. However, Vietnamese rice farmers face several challenges, including pressures to develop sustainable livelihoods while reducing the environmental impacts of their production activities. Various Vietnamese agricultural restructuring policies were promulgated to promote the adoption of environmentally friendly practices to generate high value added for rice farmers, but the farmers are reluctant to adopt them because of perceived lack of demand. Decreasing consumption of rice in Asia and increasing demands in Europe shaped Vietnamese rice exporting policies. New trade agreements, such as the UK–Vietnam Free Trade Agreement, offer new target markets for Vietnamese rice farmers. This research provides empirical evidence related to the preferences of UK consumers for ethical attributes for floating rice imported from Vietnam. Floating rice represents a traditional method of rice cultivation that relies on the natural flooding cycle. Its cultivation uses very few agrochemical inputs and provides several other environmental, economic, and social benefits. In an online survey, the study used a choice experiment that asked 306 UK consumers to report their preferences for one kilo of floating rice with three non-market attributes: reduction in carbon dioxide emissions, allocation of profits to the farmers, and restitution of biodiversity. Overall, study participants favored the attributes of floating rice, but reported utility for only the “fair trade” attribute and for a marginal willingness to pay premiums for profit allocations to farmers. Consumers did not find value in either CO2 emission reduction or biodiversity improvement. Results from the study provide recommendations to develop agricultural programs, distribution strategies, and informational methods to encourage floating rice consumption in the UK.
14 pages., This study provided insights into the availability and use of agricultural information by small scale farmers in the Mbeya Region of Tanzania. The research used structured questionnaires to interview 240 rice farmers in the Mbeya region. The findings revealed that farmers accessed agricultural information from various agents including local government extension staff, neighbors and friends, advertisements, electronic media including the internet, television, radio, and other channels. The identified technological information application methods included by lectures, field demonstrations, exposure visits to various places, and printed production. The majority of farmers perceived to have dissatisfied (43%), strongly dissatisfied (25%), strongly satisfied (20%), satisfied (8%), and no opinions (4%) concerning accessibility to agricultural information and technological services. The majority of farmers claimed that both agricultural information and technological communication are strongly needed for agricultural performance. The study suggests that government and non-government organizations should collaborate to bridge the existing information-sharing gap between farmers and information providers.
20 pages, This paper assesses the impact of access to agricultural credit on the agricultural productivity of 422 smallholder farmers that cultivate maize or rice in the Western and Eastern province of Rwanda. Stratified, simple random and convenience sampling techniques were used to sample districts, sectors, cells and households. Data were collected using structured interviews and analyzed using propensity score matching techniques. Results indicated that productivity was higher by 44% among the farmers who accessed credit implying that they harvested on average an extra 440 kilograms of maize or rice. According to a crop-specific analysis, agricultural credit access had a more significant impact on maize productivity, with a difference in proportion of 68% (p = 0.000) but had no impact on rice productivity (p = 0.149). The study concludes that agricultural credit was important for Rwanda’s agricultural productivity. Thus policy measures should aim at improving smallholder farmers’ access to agricultural credit and promoting the use of modern agricultural inputs, particularly among rice farmers in Rwanda
7 pages, Rice production encountered several challenges, especially among rural farmers in Northern Ghana. The current debate encompasses the belief of cultural norms and religious values as the right theory for the sustainability of agriculture. The belief in abstracts is prioritised to the adoption of improved rice. This paper examined the value attached to traditional rice varieties as a result of societal beliefs, and theoretically underpinned by the Dual-system hypothesis. The finding from three ethnic and religious groups through a survey indicates heterogeneity in the results but also demonstrates the factual importance of culture and religion. This paper, therefore, proposes a new way of categorising farming; as a business and a belief and that policy stream aim at small scale, rural farmers with belief peculiarities needs to adopt cultural and religious strategies to promote adoption.
8 pages, via online journal, Dense networks of rivers, canals, ditches, dikes, sluice gates, and compartmented fields have enabled the farms of the Red River Delta to produce 18% of Vietnam's rice (Oryza sativa) crop (figure 1), 26% of the country's vegetable crops, and 20% of capture and farmed aquaculture (Redfern et al. 2012). Agriculture in this fertile delta was transformed in the 11th and 13th century AD by large-scale hydraulic projects to protect the delta from flooding and saltwater intrusion, and provide field drainage during the wet season and crop irrigation in the dry season (Tinh 1999). The 20th century brought advancements in agricultural science globally—new crops and livestock genetics, inorganic fertilizers, mechanization, and pesticides that could double and triple food production per unit of land. It was the diesel pump combined with post-Vietnam War agricultural collectivization from 1975 to 1988 that brought the Green Revolution to the Red River Delta.
14 pages, via online journal, We combine nationally representative household and labor force survey data from 1992 to 2016 to provide a detailed description of rural labor market evolution and how it relates to the structural transformation of rural Vietnam, especially within the agricultural sector. Our study adds to the emerging literature on structural transformation in low-income countries using micro-level data and helps to answer several policy-related questions. We find limited employment creation potential of agriculture, especially for youth. Rural-urban real wage convergence has gone hand-in-hand with increased diversification of the rural economy into the non-farm sector nationwide and rapid advances in educational attainment in all sectors’ and regions’ workforce. Minimum wage laws seem to have played no significant role in increasing agricultural wages. This enhanced integration also manifests in steady attenuation of the longstanding inverse farm size-yield relationship. Farming has remained securely household-based and the family farmland distribution has remained largely unchanged. Small farm sizes have not obstructed mechanization nor the uptake of labor-saving pesticides, consistent with factor substitution induced by rising real wage rates. As rural households rely more heavily on the labor market, human capital accumulation (rather than land endowments) have become the key correlate of improvements in rural household well-being.
14 pages., For improved rice production, farmers need access to timely and relevant knowledge at each stage of the rice-cropping calendar. To understand how farmers involve themselves in acquiring and sharing agricultural knowledge, this study investigates how knowledge management best practices can be enhanced among rice farmers in selected rural areas of Tanzania. Data were collected from 226 rice farmers in three districts (Kilombero, Kilosa and Mvomero) of the Morogoro region in Tanzania. Findings from structured questionnaires and focused group discussion indicate that rice farmers accessed, shared and used agricultural knowledge. It was found that individual, institutional and knowledge factors influence the performance of agricultural knowledge management activities. For enhancing effective agricultural knowledge management, it is important to take into consideration the knowledge management best practices, which include developing effective knowledge infrastructure, involving different stakeholders and using appropriate information and communications technology tools in enhancing access to knowledge. It is concluded that effective knowledge management activities increase the level of adoption of agricultural innovations. It is recommended that the proposed agricultural knowledge management best practices be adapted for improving rice production.

18 pages, via online journal, Purpose: This paper explores the intersections between community development and youth development in an initiative that mobilized farmers’ children as Rice Crop Manager (RCM) infomediaries (information mediators). RCM is an ICT-enabled nutrient management application.
Design/Methodology/Approach: The study engaged 30 farmers’ children in high school level from the provinces of Pangasinan, Isabela, Camarines Sur, Iloilo, Bukidnon, and Davao del Norte from November 2016 to October 2017. They interacted with the research team (the authors) and the RCM-SMS platform that sends text messages regarding fertilizer recommendations. A staff member from the Agricultural Training Institute (ATI) also called the students for some follow-up questions. The research team conducted three rounds of interviews with the students concerning the messages and calls that they received and what they did with the information.
Findings: This study finds that farmers’ children can perform infomediary roles quite effectively. Academically excellent children and those involved in farm work performed best.
Practical Implications: The study provides guidance on similar initiatives tapping young people in agricultural development.
Theoretical Implications: This paper finds that while Community Youth Development (CYD) Theory provides a powerful lens in understanding community and youth development intersections, some identified outcomes may overlap and may not be very easy to observe. Hence, the identified outcomes may be revisited for clarity and to make them more all-encompassing.
Originality/Value: The paper documents actual parent-child interaction when the latter is mobilized to serve as an infomediary to access nutrient management-related information on rice.

Abstract via online journal. 2 pages., Technological innovation is vital to economic growth and food security in sub-Saharan Africa where agricultural productivity has been stagnant for a long time. Extension services and learning from peer farmers are two common approaches to facilitate the diffusion of new technologies, but little is known about their relative effectiveness. Selection bias, whereby well-motivated training participants would perform better even without extension services, as well as knowledge spillovers, where non-participants can indirectly benefit from extension services, are among the major threats to causal inference. Using a unique sequential randomized experiment on agricultural training, this study attempts to meet the dual objectives of executing rigorous impact evaluation of extension services and subsequent spillovers on rice production in Cote d’Ivoire. Specifically, to reduce selection bias, we randomly assigned eligibility for training participation; and to satisfy the stable unit treatment value assumption, control-group farmers were initially restricted from exchanging information with treated-group farmers who had received rice management training. Once some positive impacts were confirmed, information exchange between the treated and control farmers was encouraged. We found that the initial performance gaps created by the randomized assignment disappeared over time, due presumably to social learning from peer farmers. A detailed analysis concerning the information network and peer effects provided suggestive evidence that there were information and technology spillovers from treated to control farmers after removing the information exchange restriction. Overall, our study demonstrates that information dissemination by farmers can be as effective in improving practices as the initial training provided by extension services.

14 pages, A study on effects of climate change on rice (Oryza sativa) production in Tharu communities of Dang district of Nepal was conducted in 2018A.D to investigate the perception and major adaptation strategies followed by Tharu farmers. The study areas were selected purposively. Cross-sectional data was collected using a household survey of 120 households by applying simple random sampling technique with lottery method for sample selection. Primary data were collected using semi-structured and pretested interview schedule, focus group discussion and key informants interview whereas monthly and annual time series data on temperature and precipitation over 21years (1996-2016) were collected from Department of Hydrology and Meteorology, Kathmandu as secondary data. Descriptive statistics and trend analysis were used to analyze the data. The ratio of male and female was found to be equal with higher literacy rate at study area than district. Most of the farmers depended on agriculture only for their livelihood where there was large variation in land distribution. Farmers had better access to FM/radio for agricultural extension information sources. The study resulted that Tharu farmers of Dang perceived all parameters of climate. Temperature and rainfall were the most changing component of climate perceived by farmers. The trend analysis of temperature data of Dang over 21 years showed that maximum, minimum and average temperature were increasing at the rate of 0.031°C, 0.021°C and 0.072°C per year respectively which supports the farmers perception whereas trend of rainfall was decreased with 7.56mm per year. The yearly maximum rainfall amount was increased by 1.15mm. The production of local indigenous rice varieties were decreasing while hybrid and improved rice varieties were increasing. The district rice production trend was increasing which support the farmer’s perception. The study revealed that there were climate change effects on paddy production and using various adaptation strategies to cope in Dang district.
10 pages, via online journal, Model farmers are a common feature of many developing world agricultural extension networks within which they demonstrate new cultivation techniques and technologies to local communities. The diverse political-economic and socio-cultural roles that such farmers assume, however, are rarely afforded critical scrutiny. To do so, we emphasise the ways in which model farmers facilitate not only the production and transfer of knowledge but also of materials and legitimacy. These transfers occur both horizontally to community members and vertically through linkages with extension agents, research institutions and private sector interests. We establish how these transfers have important impacts upon both efficiency and equity. To illustrate, we use examples of model farmers drawn from research on hybrid rice dissemination in Mandya district, Karnataka. Despite having the same official functions within the extension network, the model farmers we surveyed assumed strongly different roles with notable implications for the effectiveness of knowledge transfer alongside equity considerations.

8 pages., Via online journal., Agricultural communication to mitigate climate change enables information dissemination of both scientific knowledge (SCK) and indigenous knowledge (IDK) for practical farming. This research analyzed knowledge utilization and conducted community-based participatory communication to propose a practical agricultural communication framework for climate mitigation. Based on a qualitative method of data collection in Phichit province, the key findings showed that SCK and IDK can be mutually utilized to enhance the good relationship among the people and for the people with nature. The participatory communication processes consisted of planning, interventions, and monitoring and empowerment. The successful farmers employing the farming practices of not burning rice straw, rice straw composting, and alternative wetting and drying technique were the main senders. The messages were related to their farming practices focusing on a practical and understandable message and graphic explanations. Vinyl was selected as a communication material for signage in the most noticeable areas in their communities. This research highlights that participatory communication with group dynamics and communication promotion mechanisms at both local and national levels should be enhanced.
