14 pages., The agricultural sector has been influenced significantly by agriculture and natural resources (ANR) policies voted in by elected officials. Many agricultural organizations and their members have sought to provide a ‘voice’ for the ANR industry and communicate with policymakers about emerging issues. It is necessary that such organizations and members be able to use that voice effectively. This study was conducted to examine the communication preferences of Florida agricultural organization members and factors that may encourage them to contact elected officials about an ANR policy. Respondents in this study least preferred to be contacted by their organization(s) via phone call or text message. They also identified local Extension offices and the university as the most trustworthy sources of communication regarding ANR policy. When contacting members to spur involvement in ANR policy decisions, organizational leaders should use a variety of communication mediums, including email magazines and printed newsletters and magazines, to promote engagement in ANR policy discussions. Future research is needed to examine other factors that may influence agriculture organization members’ communication with elected officials, as well as the types of messaging strategies organizational leaders can use to further members’ engagement in ANR policy decisions.

In Florida, the role of the County Extension Director (CED) is threefold – educational programming, leadership of a county extension program, and county office administrative responsibilities. However, their primary role in disaster emergencies is to facilitate collaborations with state and federal partners. During Hurricane Irma in 2017, UF/IFAS CEDs assisted in response efforts. However, communication efforts can become challenging in such chaotic and stressful situations. This research explored communication challenges among CEDs, clients, and statewide partners in hurricane events. Insights into the communication role of CEDs could enhance UF/IFAS Extension’s communication plan for effective information dissemination post-disaster. The Uses and Gratifications Theory guided this qualitative study. Interviews occurred with nine CEDs from various counties across Florida. Results showed CEDs used numerous communication channels to connect with clients, staff, and statewide partners, mainly for the purposes of information dissemination. The main reasons for selecting these communication channels depended on its accessibility, reliability, and whether it was a usual form of communication. Some participants were unaware of available resources which resulted in duplicate efforts. Thus, they required additional information from statewide partners. Some participants also had difficulty connecting clients with people who could assist them with insurance information and aid. As such, this study recommended a central communication system to avoid redundant efforts, strengthening relationships with disaster agencies to promote information-sharing and avoid miscommunication, and developing a list of resources and contacts for CEDs’ first engagement in disaster response.

16 pages, This article focuses on the processes of sense-making of forest fires in a Mediterranean context. The authors use a textual approach to compare media framing with activist organizational storytelling. The authors conducted a frame analysis in two major daily newspapers in Catalonia (La Vanguardia and El Periódico de Catalunya) during three summers and compared the results with the stories from four leading activist and volunteering organizations that came out of in-depth interviews with their members, one focus group and published materials. The results identified up to five major mainstream media frames, among which were stories focusing on agricultural risk, climate change and weather conditions; imprudent and negligent attitudes; inappropriate fuel management and woodland conditions; and arson. The natural self-regulatory frame was present as part of the discourse of resilience but almost residual. Some journalism focused on the spectacular nature of the events and their dramatic impact, which led to some degree of mediatization of wildfires. The organizations problematized these frames and discussed about the appropriateness of human intervention to prevent forest fires. The results also revealed that activists observed the issue from a broader complexity, replicating frames on “structural responsibility” instead of “individual responsibility” allocation. The authors point out that if wildfires are to be better understood and dealt with more in-depth knowledge is required of different stakeholders’ approaches to preventing forest fires.
13 pages., Article # 5FEA2, via online journal., Governmental and nongovernmental actors at different spatial and jurisdictional levels have information that can benefit natural resources management; however, barriers in communication and organizational culture often prevent information sharing and joint endeavors. Bridging entities, such as task forces or working groups, bring together potential stakeholders to pool expertise and stimulate shared learning. Using a network survey, interview data, and meeting minutes, we constructed a case study of task forces convened to stimulate management of the emerald ash borer, an invasive wood-boring beetle. We found that coordinated action among university and county Extension catalyzed bridging through visionary program design and network positioning.

They may not consider that by collaborating with locally knowledgeable Extension professionals, they also gain access to broader university resources that can assist them in understanding community needs and obtaining relevant evidence-based recommendations. We describe how Extension and county officials and personnel implemented utilization-focused evaluation to inform county strategic planning,
budgeting, and governance, leading to continuous process improvement for the county and increased support for and understanding of Extension.
32 pages., via online journal., Following the March 2017 wildfire devastation in Texas, Oklahoma, and
Kansas, local chapters of the National FFA Organization actively engaged
on social media to advocate for public response to the crisis. Twenty-three
public Facebook posts from FFA chapters and affiliates demonstrate members’
engagement with agricultural issues in the United States, disrupting the
generalization that young adults are disconnected from civic affairs.
However, while Facebook served as an important platform for members’
ag-vocacy in the wake of the crisis, FFA chapter posts contain embedded
traditional rural literacies, which are reflected in members’ collective
identification with existing supporters of agricultural communities. While
FFA chapters had the potential to advocate to a broad readership, the
posts reveal the chapters’ way of reading the crisis and writing a response
to it with an insular narrative. As a result, Facebook posts that target
only limited audiences and/or appeal to readers with exclusionary collective
identification result in the failure of entities, such as local FFA chapters,
to capitalize on Facebook’s full potential as an advocacy tool to inform and
engage large public audiences.

As an emerging economy in a developing continent, China has already made many interventions to use information technology to support agricultural development. However, information service in some rural areas is still severely limited. The overall impact of the changing information environment on the farmers’ information needs and access channels has not been fully studied. Thus, this study systematically investigates the characteristics of the information needs and channels of farmers in Guangdong, China. We have collected 4006 questionnaire
samples and used correlation analysis to explore the relationships between farmers’ information needs and access channel preferences. The results indicate that individual characteristic factors, social factors and family factors have different degrees of influence on farmers’ information needs and access channel preferences. These findings can provide a reference for information construction in the rural areas of Guangdong Province and thus promote its economic development. This study can also provide useful insights for policymakers and researchers from other developing countries to formulate implementation plans to promote agricultural development.

Findings from a systematic qualitative study of the magazines of two Belgian consumer organizations revealed that additives were seen as providing no benefits to consumers, for they could be used to reduce the quality of both the ingredients and the production process. They were perceived as a means of deceiving the public, with portrayal of consumers as powerless in the struggle for control over the types and amounts of additives they ingested. In turn, the limitations were seen as a failure of government and scientific institutions to provide the necessary protection.
