8pgs, The global trend of urbanization coupled with an increasing awareness of the importance of food systems resilience, has led to an increasing interest in urban agriculture to sustainably feed the rapidly growing urban population and mitigate against food supply chain disruptions. While home and community gardens have been long studied, there has been relatively little empirical research focused specifically on commercial urban agriculture (CUA) operations. The purpose of this study was to characterize commercial urban farms, and to identify their primary barriers to business development and expansion, their perceptions of future opportunities, and their specific informational needs. Because CUA has received relatively less attention in previous empirical research, a qualitative approach was used for this needs assessment to collect rich, contextualized information to help differentiate the specific barriers, opportunities and needs of CUA operations as opposed to their rural counterparts. We conducted semi-structured interviews (n = 29) of CUA producers in Florida. These interviews revealed that CUA operations face many of the same barriers that are common to establishing and growing small farms, with additional barriers due to local government regulations and tensions associated with farming on land that is not traditionally used for agriculture. Despite these difficulties, CUA operators believe their urban location is a key benefit to their operation and they see a variety of opportunities for future business and market expansion.
13pgs, The Extension Service is one of many agencies charged with increasing awareness and knowledge of research-based agricultural conservation practices. A regional survey of Extension agents with agriculture and natural resources responsibilities was conducted to assess the need for in-service training on 11 water resource conservation topics. The highest priority training needs were for topics related to complex interactions and drivers of agricultural water pollution. This article highlights the implications of these results and offers broader perspective on bringing the Borich model of needs assessment into the agricultural and natural resources realm of subject matter expertise.
18 pages, This paper presents the findings of challenges facing Zimbabwe’s extension services and how these have affected the adoption of technologies they render to small-scale farmers. This study uses a critical review of relevant literature on Zimbabwe’s primary public extension agency (AGRITEX). Additionally, 21 key informant interviews (KIIs) were conducted to corroborate data collected in secondary research on extension approaches currently in use, the key factors affecting technology adoption, and the technology adoption process of small-scale farmers. The study found AGRITEX’s major challenges to be poor funding, poor remuneration and incentives for extension personnel, lack of in-service training, lack of appropriate technology, as well as poor operational resources like transport to reach all farmers. Consequently, services offered to small-scale farmers were compromised, which led to poor adoption of recommended technologies. Furthermore, the study determined that key factors influencing technology adoption are related to the farmers’ circumstances, the operating environment, and the attributes of technology itself. As a lasting solution to poor technology adoption, an adaptive extension system that promotes building the capacity of extension workers and researchers, as well as embracing farmers and their indigenous knowledge, is proposed
8 pages, Small-scale farmers face unique challenges. In this review, we conceptualize small farm success by aggregating and categorizing results from recent (post-2000) literature on small farm success factors and producer needs assessments. Our findings suggest that small farm success is multifaceted and not limited to profitability. We find that small farms have a diverse range of needs, though little has been done to rank their importance. We conclude that future research would benefit from increased methodological transparency and a systematic approach to needs evaluation. We consider the role of Extension professionals regarding the continued success of small farms.
14 pages, This study examines how smallholder coffee farmers’ perceptions may influence their engagement in peer mobilization and collective action. Forty smallholder coffee farmers were interviewed in the Central Highlands region of Peru using a closed-ended instrument. The sample of smallholder farmers was achieved using purposive and snowball sampling methods. Quantitative data on farmers’ attitudes and aspirations regarding working with peers, autonomy, and external support as well as knowledge, skills, and behaviors pertinent to collective actions were collected and analyzed using descriptive and correlational procedures. Key findings indicate farmers perceive a need for external support, feel there are benefits of collective actions, and aspire to work with their peers. Based on the findings, it is recommended that practitioners and farmer group leaders focus training efforts on building smallholders’ knowledge and skills in mobilization, encourage peer association/collective action as a source of external support, and target knowledgeable, skilled and confident farmers to lead collective actions. This study has implications to bolster support for farmer-to-farmer extension and technical assistance systems and inform the identification of leader farmers.
12 pages, Conservation Agriculture (CA) has been widely promoted as a pathway to sustainably intensify agriculture in sub-Saharan Africa (SSA). Yet despite decades of promotion, CA uptake in SSA remains sparse with only few analyses of its impacts on farming and rural livelihoods. This study, which focuses on areas in Central Malawi considered to have a relatively high uptake of CA, uses analyses of satellite images, field observations, interviews with farmers, extension workers and other people involved in CA promotion, as well as a household survey, to investigate how CA has been adapted. We find that the three CA principles – (1) continuous minimum tillage, e.g. no-ridging, (2) permanent ground cover, and (3) crop rotation/intercropping – were not practiced as intended. First, one-third of non-ridged land was tilled during the growing season, and half was again ridged in the following season. Second, unless crop residues were added, the soil’s surface of non-ridged plots was usually bare at planting, causing weed control problems, and an increased risk of erosion. Most farmers added large volumes of crop residues to their non-ridged plots. They collected these from the surrounding fields, but this practice severely restricted the size of these plots. Third, crop rotation/intercropping was practiced less when farmers stopped ridging. Thus overall, very few farmers practised all of the three CA principles simultaneously. CA promotion appeared to only increase yields on plots where mulch was added, but this practice is not scalable. 10 pages, With agriculture as the second largest economic industry in Florida, the state's Extension agents need subject matter expertise necessary for disseminating the latest in agricultural research information to agricultural producers. Using an exploratory sequential design coupled with a Borich model, we determined the professional development needs of Florida Extension agents working in integrated pest management (IPM). Through our needs assessment, we identified 16 IPM competencies and found that the highest priority relative to needed professional development was for the competency "determining pest thresholds." Extension personnel can use the list generated to assess perceptions of importance and ability level regarding IPM competencies among Extension professionals in their states.
11 pages, We conducted a needs assessment to determine food safety resources required by produce growers in Georgia. Most respondents were farm owners (52.5%), food safety managers (48.3%), and/or farm managers (34.2%). The most requested topics for training included how to improve food safety management skills and how to manage a food safety program. Of 120 respondents, 25 were unsure whether their operations were required to comply with the Produce Safety Rule. This information will guide Georgia food safety educators in developing materials and curricula for growers throughout Georgia. Additionally, our survey and findings may be of use to Extension professionals elsewhere in the Southeast and beyond.

There has been little research to comprehensively capture and represent Extension agents' needs, concerns, and perceived barriers as they respond to client questions and requests regarding tree and forest health topics. Our needs assessment results highlight needs and barriers Extension agents encounter as they address tree and forest health requests from clientele. We provide recommendations for research and practical applications for improving relevant resource support in Extension.
