17 pages., Agriculture can serve as an important engine for economic growth in developing countries, yet yields in these countries have lagged far behind those in developed countries for decades. One potential mechanism for increasing yields is the use of improved agricultural technologies, such
as fertilizers, seeds, and cropping techniques. Public sector programs have attempted to overcome information-related barriers to technological adoption by providing agricultural extension services. While such programs have been widely criticized for their limited scale, sustainability, and impact, the rapid spread of mobile phone coverage in developing countries provides a unique opportunity to facilitate technological adoption via information and communication technology (ICT)-based extension programs. This article outlines the potential mechanisms through which ICT
could facilitate agricultural adoption and the provision of extension services in developing countries. It then reviews existing programs using ICT for agriculture, categorized by the mechanism (voice, text, internet, and mobile money transfers) and the type of services provided. Finally, we identify potential constraints to such programs in terms of design and implementation, and conclude with some recommendations for implementing field-based research on the impact of these programs on farmers’ knowledge, technological adoption, and welfare.
12 pages, Development in Sub-Saharan Africa (SSA) is adversely affected by climate variability and change due to the dependence of its economies and livelihoods primarily on rain-fed agriculture. Agro-advisories boost informed decision-making as well as planning of farm activities. The purpose of this study was to characterize the pathways through which farmers receive usable location-specific agro-advisories as well as to evaluate the effect of the socio-economic environment in the access to such information. Data was collected from 400 randomly selected households in lower eastern Kenya in a cross-sectional survey. Multivariate probit regression was used to determine the factors influencing the choice of pathways used in accessing climate change adaptation information. Household socio-economic characteristics that were found to be significant in explaining access to disseminated agro-advisories include phone and radio ownership, level of education, marital status, and farm size among others. Based on these findings a conclusion is made that the socio-economic environment within which information is disseminated is vital in determining those who access information and probably act on it. Additionally, pathways found to be complementary or substitutable give information providers new insights on the channels to use in information dissemination. The study recommends that these factors be considered in efforts geared towards promoting agro-advisory preparation and dissemination to improve adaptation to climate variability and change in dryland areas.

This article originally was a paper presented at the International Federation of Library Associations and Institutions' (IFLA) General Conference, Aug. 18-24, 2002, in Glasgow, Scotland., 10 p., Often funding agencies and donor governments face the question should they support information and communication technology (ICT) activities in their development projects. Should the money be invested in computers and communication devices or will it be better spent on food, shelter, health and education? The choice need not be "either/or." If used intelligently and innovatively, ICTs can form an integral component of developmental projects, as is shown by the award-winning Information Village project of the M.S. Swaminathan Research Foundation. The important point to remember is that one does not have to use technology because it is there, but one uses it if there is a genuine advantage. In any developmental program, people and their contexts should decide how one goes about implementing developmental interventions. The needs of the people and the best means to satisfy them should determine the whole program. Often ICT-based development projects do not bring in the expected results because of undue emphasis on technology. Against this background, the factors that led to the success of the Pondicherry experience are analyzed.

E-commerce has been introduced as a global phenomenon in the twenty-first century by internet development. The main goal of this research is to investigate the challenges and solutions of e-commerce in Iran’s agriculture. The paper is based on a descriptive-analytical type of field research, therefore a questionnaire was prepared as our data collection tool. The population of this research was a panel of agriculture faculty members in Iran. The overall results showed that the use of e-commerce in Iran’s agriculture has many obstacles ahead in infrastructural, cultural, social and educational fields. The research findings showed that e-commerce can provide many advantages like profitability, elimination of intermediaries, agricultural production market development, farmers' awareness of market prices, and access to national and international markets, increasing competition and improving the quality of agricultural products. According to the results it seems
that infrastructure development, culture and security and confidence production, and internet training to all classes of people are the most important strategies for e-business development in agriculture. Further research in this area and using other countries’ experiences are some other proposed solutions for e-commerce development in Iranian agriculture.
