17pgs, In this article, we evaluate the rate of return to government efforts to promote broadband. Specifically, we estimate the impact of USDA's broadband loan and grant programs on the average payroll per worker using zip code level data from the Zip Code Business Patterns for the period from 1997 to 2007. Our results indicate that two of the smaller broadband programs (the Pilot loan program and the broadband grants program) likely had no effect on local payroll per workers. On the other hand, the largest program in terms of funding and coverage (the current broadband loan program) likely had a positive impact. Our estimate implies that a $1 per capita increase in a particular zip code's one-time receipt of the current program broadband loan results in a $0.92 increase in payroll per worker annually. Our calculated point estimates of the benefit: cost ratios for this broadband program range from 1.98 to 2.99, depending on assumptions about the time frame over which benefits accrue. However, the confidence intervals are wide enough to include the possibility that the costs outweigh the benefits.
15 pages., The aim of this research was to investigate the agricultural information sources and strategies for disseminating agricultural research findings to farmers in Iringa District, Tanzania. A total of 90 farmers were interviewed by using a self-administered questionnaire. The statistical Package for Service Solutions (SPSS) software and Spreadsheet were used as instruments to analyse the findings. Results of this study indicate that radios, church leaders, village leaders and seminars are the main channels of information used by extension officers to disseminate agricultural information to farmers. With regard to strategies the study revealed that, the use of religious leaders and government officials; use of primary school teachers and pupils; non-political interference; repackaging and packaging of technical information reports; deployment of extension officers in rural areas; use of community-based organisations and the establishment of agricultural information boards were the main effective strategies for disseminating agricultural research information to farmers. It is therefore, concluded that radio, church leaders, seminars, Newspapers, brochures and fliers should be intensively used to disseminate agricultural information among farmers so as to raise productivity in their farms. The study suggest that, there is a need to use other disseminators such as influential people, religious leaders, political leaders, primary school teachers and pupils to disseminate such information in addition to repackaging of agricultural research findings to tailor it to the farmers’ needs.
21 Pages, While farmers sell their crops, middlemen provide a linkage between them, markets and buyers. Middlemen have good knowledge of working conditions of markets and have access to agricultural market information. Due to poor access to markets and agricultural market information by smallholders, there is a feeling that middlemen benefit more while farmers sell their crops. Good access to markets and market information may help farmers bypass middlemen while selling crops and thus benefit more. Thus, it is best to improve the informational capabilities (ICs) of farmers in agricultural marketing. Thus, this research measured ICs of farmers accessing market information, through a program NINAYO, while selling their crops. The research utilized the informational, psychological, social, and economic dimensions of the empowerment framework in identifying capability indicators to formulate survey questions. Data were collected from smallholders in six regions in Tanzania. The analysis utilized measures of life satisfaction and results showed that about half of the variation in the dependent variable, satisfaction with capabilities, was explained by the model. Backward elimination analysis confirmed that life satisfaction is multidimensional. Robustness test confirmed a positive relationship between satisfaction and capabilities. Overall, results confirmed ICs are multidimensions, their improvement empowers farmers in agricultural marketing.
12 pages., The primary purpose of the present study is to explore the level of information literacy among the farmers with regards to agriculture at the Jind district of Haryana state in India. Survey method with accidental sampling is used, and data were collected from a total number of 52 farmers who lived in the two selected villages by using a self-structured questionnaire. The demographic profile shows male dominancy on agriculture, and the majority of the farmers found literate. Their primary source of income is agriculture (86.54%), and 84.62% of them own the land of fewer than four acres. Rice, wheat, sorghum, cotton, and pearl millet are main crops that the farmers grow in their fields. Agriculture, education, and health are the main areas on which all the farmers need information, and TV & newspapers are found as the primary sources of acquiring the required information. The low price of crop production (M=4.87), lack of electricity in rural areas (M=4.85), and low level of literacy (M=4.73) are significant problems the farmers faced in information searching. However, there is a need to make the farmers aware of the public library and their importance and use, and Krishi Vigyan Kendra (KVK) and their utility.

This disconnect has further unveiled the limitations of current knowledge production and communication processes in Southern European countries, where fast institutional changes are needed to address the potential impacts as well as the opportunities for transformation derived from High-End Climate Change (HECC). The prevailing knowledge deficit-model – aimed at producing ‘more knowledge’ about climate impacts, vulnerabilities and long-term scenarios to decision makers – has long proven inadequate in tackling the many complexities of the present socio-climate quandary. The growing emphasis on assessing and implementing concrete solutions, demand new and more complex forms of agent interactions in the production, framing, communication and use of climate knowledge; and in particular, explicit procedures able to tackle difficult normative questions regarding assessment of solutions and the allocation of individual and collective responsibilities. To explore these challenges, we analyse the views of 30 Spanish knowledge contributors and users of the latest UN IPCC AR5 report and share the insights gained from the implementation of a participatory Integrated Assessment procedure aimed at developing innovative solutions to high-end climate scenarios in Iberia. Our analysis supports the view of the need to institutionalise transformation, and in particular underlines the potential role that transformative climate boundary organisations could play to address such difficult ethical choices in different contexts of action.

12 pages, available in Turkish online., The purpose of the study is to compare Agricultural Knowledge and Information Systems (AKIS) for adopters and non-adopters of Good Agricultural Practices (GAPs) in the Bafra district of Samsun, Turkey. The main materials of this study are the data obtained from a survey and interview with adopters and non-adopters of GAPs in Bafra district. The research data were collected from 77 farmers contained both adopters and non-adopters of GAPs. Statistical analysis, such as Chi-square and t-test was used. The study results presented the socio-economic characteristics of farmers. There was a significant difference between adopters and non-adopters of GAPs, according to household size, organizational membership, farm size, livestock and crop production. Meanwhile, the information sources such as a district agricultural manager/personnel, adviser of the farmers‘ union association (GAPs) and pesticide/fertilizer dealers were preferred the main sources of agricultural information for adopters of GAPs. However, it recommended that information sources like research institute, university and cooperatives needs to be improved by strengthening their way of information dissemination. In terms of usefulness of AKIS for this study, it seems that this system was insufficient to analyze this study. Even though the functions of this system are essential elements, they are insufficient for establishing a network of complex innovation-oriented institutional arrangements. In the future, this study suggests to analyze GAPs it needs to use Agricultural Knowledge and Innovation System (AKIS) approach, because this system have many interaction networks that can facilitate the researchers to reach the innovation easily to the intended farmers.
