11 pages., via online journal., Farm programmes (FPs) of varied categories have been developed and
aired over several decades by Bangladesh Betar, the national radio of
Bangladesh for the diffusion of farm technologies. The study aimed
to produce an in-depth academic evaluation of their effectiveness
in educating farmers in Bangladesh. A sample of 465 respondents
from the Khulna and Rajshahi divisions in Bangladesh was randomly
selected for a questionnaire survey. To analyse the data, relevant
documents were collected from the Ministry of Information, the
Ministry of Agriculture, and the Ministry of Fisheries and Livestock
of Bangladesh. Frequency distribution, z-test, and binary logistic
regression analysis were used as statistical tools. The farm knowledge
levels of the farmers were considered the predictors for evaluating
the effectiveness of FPs. The results revealed that 93.33% of the
sample did not listen to the FPs, while only very few of the listeners
listened regularly. Despite this, at the ‘weak’ and ‘average’ levels of
knowledge significant differences were noted between listener and
non-listener farmers of FPs. The binary logistic regression analysis
(Model 1) identified that the farmers who listened to the FPs were
likely to acquire farm knowledge 6.62 times more than the farmers
who did not listen to the FPs. The farmers who listened to the FPs were
likely to have farm knowledge 2.64 times more than the farmers who
did not listen to the FPs but consulted with other sources of farming
information (Model 2). Similarly, a listener of FPs with farm training
was likely to acquire farm knowledge 5.76 times more than a nonlistener with farm training (Model 3). The FPs were found to be very
effective and could be used to better complement other mechanisms
for educating farmers. Regular access to the FPs ought to be ensured
through appropriate stimulants for the diffusion of farm technologies.

12 pages., via online journal., In recent years, there has been extensive investment in e-governance throughout the developing world. Still, little is known about the impact of those investments, partly due to a lack of assessment guidance. In this study modified sustainable livelihood framework approach was used for studying impact of the project on farmers. Before and after data was collected from the registered farmers using recall method to assess the impact of the project on all five types of capital (Natural capital, financial capital, human capital, physical capital and social capital). It was found that after implementation of the project, in the category of natural capital, average production and average sold quantity of rice, wheat, pigeon pea, mustard, and green gram has been significantly increased and in the category of financial capital, respondents’ average family income, earning from agriculture and allied sector and benefit from government schemes has been significantly increased and in the category of human capital, average number of training received by respondents and average number of extension contacts made by respondents has been significantly increased and in the category of physical capital, average storage facility has been increased by respondents and in the category of social capital, average number of meetings attended by respondents in Krishi Gyan Kendra has been significantly increased.

12 pages, via online journal, Since the rice crisis of 2007, the government of Benin has initiated many programmes for rice intensification. Comparison of three rice production areas shows that local rice production has indeed been increased by the facilities provided by the government programmes. Although broadly the same facilities (market outlet, credit, input, etc.) were provided to rice farmers in the three study areas, which are located close to one another, there are not only similar, but also some different outcomes with regard to farmers' practices. There were also some unexpected changes, like the shift from limited collective canal cleaning to individual canal cleaning in Koussin-Lélé and the use of pumps in upland areas in Bamè. The study explores the interplay between these external interventions of government programmes and local actions of farmers to explain the outcomes. Using an actor-oriented perspective, the study concludes that farmers' agency played a critical role in the success of interventions; the changes occurred because of local actions of the farmers and intermediaries interacting with the external interventions at diverse junctures. Differences in strategies for resolving livelihood problems, in production options and biophysical conditions influence farmers' local actions and contribute to the explanation of the diversity of outcomes. The main lesson drawn from this research is that evaluation studies should not consider external interventions as the only or primary source of change. The dynamic interplay between local agency, intermediation and external interventions makes room for change.

12 pages, via online journal, Following the economic reforms in the early 90's, most of the south-eastern European countries (SEE) made efforts to establish agricultural extension services. However, a number of factors including tight governmental budgets, lack of experience, and the existence of vested interests have constrained the development of extension services. This paper examines the rationale for public funding of extension programs and evaluates the incentive structure for private and public provision of agricultural extension service in the SEE countries. It suggests a medium and long-term approach with a primary focus on institutional design. Two groups of factors that affect the private sector supply of extension are analyzed: (i) demand and supply-side factors that affect the profitability of the service and (ii) factors arising from the public-good nature of extension output, externalities, and moral hazards that affect the appropriation of returns of the service. The main conclusion is that the SEE countries should try to achieve a public-private extension balance by following a gradual approach toward privatization of the agricultural extension service. However, the paper advocates a continued important role for the public sector to correct for potential undesirable effects of private advisory services.
