This study explores how their routine news value judgments may influence reporting on marine aquaculture, a growing domestic industry with complex social and ecological impacts. We interviewed New England newspaper journalists using Q methodology, a qualitative dominant mixed-method approach to study shared subjectivity in small samples. Results revealed four distinct reporting perspectives—“state structuralist,” “neighborhood preservationist,” “industrial futurist,” and “local proceduralist”—stemming from the news value and objectivity routines journalists used in news selection. Findings suggest implications for public understanding of, and positionality toward, natural resource use and development.
8 pages, Agricultural extension can be defined as the entire set of organisations that support and facilitate people engaged in agricultural production to solve problems and to obtain information, skills and technologies to improve their livelihoods and well-being. Extension officials should ensure that farmers are engaged and capacitated so that they can make production decisions that are not in conflict with nature, yet such decisions ensure that their well-being is improved. With 75% of the world’s poor living in rural areas, the topic of improved agriculture through agricultural extension is viewed as central to poverty reduction. There have been questions posed by stakeholders (communities, policy-makers and politicians) about the non-visibility and accountability of agricultural extension in the communities that it is supposed to help. There are however a number of factors (perceived or real) that make agricultural extension less or not visible nor accountable. Therefore, this paper investigates and proposes a theoretical framework or model to ensure that agricultural extension is visible and accountable to all stakeholders. This will in turn ensure that there are noticeable increases or improvement of the lives of the resource poor farmers and communities.
16 pages, Large-scale food system practices have diminished soil and water quality and negatively impacted climate change. Yet, numerous opportunities exist to harness food system practices that will ensure better outcomes for human health and ecosystems. The objective of this study was to consider food Production, Processing, Access and Consumption domains, and for each determine the challenges and successes associated with progressing towards a sustainable food system. A workshop engaging 122 participants including producers, consultants, consumers, educators, funders, scientists, media, government and industry representatives, was conducted in Perth, Western Australia. A thematic analysis of statements (Successes (n = 170) or Challenges (n = 360)) captured, revealed issues of scale, knowledge and education, economics, consumerism, big food, environmental/sustainability, communication, policies and legislation, and technology and innovations. Policy recommendations included greater investment into research in sustainable agriculture (particularly the evidentiary basis for regenerative agriculture), land preservation, and supporting farmers to overcome high infrastructure costs and absorb labour costs. Policy, practice and research recommendations included focusing on an integrated food systems approach with multiple goals, food system actors working collaboratively to reduce challenges and undertaking more research to further the regenerative agriculture evidence.

21 pages, 21 pages, We explore potential and limitations for agroecological scaling through formal education, using the LabVida school gardens program in Chiapas, Mexico as a case study. Through LabVida training, educators gained an appreciation of agroecology and learned to apply agroecological practices, although their understanding of agroecological principles and scientific process remained limited. The greatest program impact was on educators’ eating habits, and their perception of the value of local knowledge and its relevance to school work. The case study demonstrates the potential of garden and food-system work to leverage institutional resources in ways that can improve educational outcomes, including agroecological literacy. Increased awareness of agroecology and the value of local knowledge may intersect with other drivers of scaling, including markets, organizational fabric, and policy.

It is therefore unsurprising that it features so centrally on global development agendas and that a robust, interdisciplinary literature seeks to examine its determinants. This study focuses on the relationship between mobile technology and food access. Specifically, we ask whether mobile technology can strengthen the relationship between food access and certain social and political factors such as remittance flows and political participation. We use Afrobarometer surveys and highly disaggregated data on 2G network coverage to estimate a multilevel model testing how increased connectivity measured by mobile technology influences food access. We show that mobile phone use and higher frequency of use are significantly and positively correlated with food access, but we do not find evidence that remittances and political participation levels can explain the mechanisms linking mobile technology and food access. The study highlights that connectivity can play a powerful role in shaping food outcomes even when controlling for commonly identified impediments such as income constraints or physical isolation. These findings suggest that policies aimed at improving food access should devote attention to strengthening both communication and physical infrastructure.

Workshop topics including cultural, nutritional, culinary, and commercial aspects surrounding edible insects were presented and packaged into a formal curriculum for later use by the participants. A 12-item sensory evaluation of insect-fortified foods provided participants a tangible experience with product palatability. By the end of the workshop, participants had increased various dimensions of their knowledge about edible insects and reported a generally positive perception toward insect-based foods.

To address this challenge, information communication technology (ICT) has the immense role in supplementing the extension system. Among the ICT tools, mobile phone, because of its affordability, accessibility, minimum skill requirement, widespread network etc., has emerged as important tool for information and knowledge dissemination to the smallholder and marginal farmers. But it is necessary to study how effective they are in achieving the respective objectives.The present investigation was conducted to study the effectiveness of mKRISHI (R) PAWS (Personalised Advisory on Water and Soil) in Dehradun district of Uttarakhand state. An ex-post facto research design was used for this study. Total 136 messages were sent to the respondents. The data was collected from 240 beneficiary farmers of the north-western Himalayan region. The effectiveness of the mKRISHI (R) PAWS in technology advisory and delivery services were measured by developing an effectiveness index for the purpose. Results showed that 93.8% of farmers perceive that quality of information regarding the latest NRM technologies in soil and water conservation was excellent and 83.75% of the farmers felt that the information regarding the latest NRM technologies in soil and water conservation was appropriate to their condition. The study revealed that the extension services delivered by mKRISHI (R) PAWS were found to be highly effective by majority of the farmers. 34.58% fanners perceived that the mKRISHI (R) PAWS was very highly effective as a mean of getting their information needs.

Climate services are instrumental in socio-economic development and
benefit substantially from interdisciplinary collaborations, particularly
when including Early Career Researchers (ECRs). This commentary
critically discusses deliberations from an interdisciplinary workshop
involving ECRs from the United Kingdom and South Africa in 2017, to
discuss issues in climate adaptation and climate services development in
water resources, food security and agriculture. Outcomes from the
discussions revolved around key issues somewhat marginalized within
the broader climate service discourse. This commentary discusses what
constitutes “effective” communication, framings (user framings, mental
models, narratives, co-production) and ethical dimensions in developing
climate services that can best serve end-users. It also reflects on how
ECRs can help tackle these important thematic areas and advance the
discourse on climate services.
Abstract via online journal. 2 pages., Technological innovation is vital to economic growth and food security in sub-Saharan Africa where agricultural productivity has been stagnant for a long time. Extension services and learning from peer farmers are two common approaches to facilitate the diffusion of new technologies, but little is known about their relative effectiveness. Selection bias, whereby well-motivated training participants would perform better even without extension services, as well as knowledge spillovers, where non-participants can indirectly benefit from extension services, are among the major threats to causal inference. Using a unique sequential randomized experiment on agricultural training, this study attempts to meet the dual objectives of executing rigorous impact evaluation of extension services and subsequent spillovers on rice production in Cote d’Ivoire. Specifically, to reduce selection bias, we randomly assigned eligibility for training participation; and to satisfy the stable unit treatment value assumption, control-group farmers were initially restricted from exchanging information with treated-group farmers who had received rice management training. Once some positive impacts were confirmed, information exchange between the treated and control farmers was encouraged. We found that the initial performance gaps created by the randomized assignment disappeared over time, due presumably to social learning from peer farmers. A detailed analysis concerning the information network and peer effects provided suggestive evidence that there were information and technology spillovers from treated to control farmers after removing the information exchange restriction. Overall, our study demonstrates that information dissemination by farmers can be as effective in improving practices as the initial training provided by extension services.

Businesses and organizations involved in growing, distributing, and supplying food may face severe disruptions from natural and human-generated hazards, ranging from extreme weather to political unrest. Baltimore, Maryland, is developing policies to improve local food system organizations’ ability to prepare for, respond to, and recover from disruptive events and ultimately to contribute to food system resilience.
Objectives
To identify factors that may be associated with organization-level food system resilience, how these factors may play out in disaster response, and how they may relate to organizations’ confidence in their ability to withstand disruptive events.
Design
Semi-structured in-depth interviews with representatives of key food system businesses and organizations identified by means of stratified purposive sampling and snowball sampling.
Participants/setting
Representatives of 26 food system businesses and organizations in Baltimore stratified by two informant categories: organizations focused on promoting food access, such as governmental offices and nonprofits, and businesses and organizations involved in supplying and distributing food in Baltimore City, such as retailers, wholesalers, and producers.
Analyses
Interviews were analyzed using a phronetic iterative approach.
Results
The following 10 factors that may contribute to organization-level resilience were identified: formal emergency planning; staff training; staff attendance; redundancy of food supply, food suppliers, infrastructure, location, and service providers; insurance; and post-event learning. Organizations that were larger, better resourced, and affiliated with national or government partners typically demonstrated more resilience factors compared with smaller, independent, and nonprofit organizations.
Conclusion
To ensure reliable access to safe food for all people, food system organizations must strengthen their operations to safeguard against a variety of potential threats. This study’s examination of factors that contribute to resilience can help food system organizations, researchers, and government officials identify priorities for investigating vulnerabilities in diverse operations and potential strategies to improve resilience in the face of ongoing and growing threats.

Print ISSN: 1876-4517, Via online journal., Despite recent improvements in the national average, stunting levels in Afghanistan exceed 70% in some Provinces. Agriculture serves as the main source of livelihood for over half of the population and has the potential to be a strong driver of a reduction in under-nutrition. This article reports research conducted through interviews with stakeholders in agriculture and nutrition in the capital, Kabul, and four provinces of Afghanistan, to gain a better understanding of the institutional and political factors surrounding policy making and the nutrition-sensitivity of agriculture. Semi-structured interviews were conducted with a total of 46 stakeholders from central government and four provinces, including staff from international organizations, NGOs and universities. We found evidence of interdisciplinary communication at the central level and within Provinces, but little evidence of vertical coordination in policy formulation and implementation between the centre and Provinces. Policy formulation and decision making were largely sectoral, top-down, and poorly contextualised. The weaknesses identified in policy formulation, focus, knowledge management, and human and financial resources inhibit the orientation of national agricultural development strategies towards nutrition-sensitivity. Integrating agriculture and nutrition policies requires explicit leadership from the centre. However, effectiveness of a food-based approach to reducing nutrition insecurity will depend on decentralising policy ownership to the regions and provinces through stronger subnational governance. Security and humanitarian considerations point to the need to manage and integrate in a deliberate way the acute humanitarian care and long-term development needs, of which malnutrition is just one element.

To meet the needs of an ever-growing population, food production practices will need to evolve to maximize food quantity and quality. Controlled-environment food production has increased significantly in the United States over the past 5 years, and a component of that production includes hydroponic food crops. In an effort to better prepare a workforce with knowledge of hydroponic crop production, a new course was added to an existing greenhouse curriculum. A service-learning project was integrated in the course that allowed students to experience both growing crops hydroponically and volunteering at a local food bank with a free meal program. Self-assessment showed a significant increase in student confidence in understanding food security by the end of the course. There was also a significant knowledge gained in defining terminology, factors, and the impact of food security in a community. The three guided reflections students completed during the course identified four common themes relative to the course content and service-learning project including the following: community benefits, value of volunteering, local and global effects of food insecurity, and personal growth.
15 pages, Food security and agricultural-led industrialisation are pivotal development objectives in Ethiopia. One of the main challenges this country faces is increasing agricultural productivity by integrating smallholder farmers into a high-value agricultural commodity supply chain. This paper examines an integrated project—the Agricultural Value Chains Project in Oromia (AVCPO)—that aims to improve the livelihoods of smallholders in the Bale Zone by involving them in the production of high-quality durum wheat and linking them to the pasta industry via farmers’ cooperatives. Using primary data collected in 2014 and retrospective information, this paper investigates the AVCPO’s effects on the quantity of cereal production, the share of cereals that have been sold through cooperatives, food security, and education. In order to account for potential violations of the exclusion restriction assumption, an instrumental variable approach is applied, together with three additional estimation strategies.
The results suggest that the project has had a large and positive effect on gross and net values of cereal production per hectare, as well as on the share of production sold to pasta makers through cooperatives. These benefits accrue equally to land-rich and land-poor farmers. Furthermore, our analysis suggests that the AVCPO has improved educational outcomes and reduced food insecurity, without affecting crop rotation practices. Overall, our findings point to the effectiveness of the project. Before replicating or scaling up this intervention, however, it is necessary to understand how to better involve poorer farmers and which adjustments are needed if the areas selected have a lower potential than Bale Zone.
21 pages, We evaluate causal impacts of a large-scale agricultural extension program for smallholder women farmers on technology adoption and food security in Uganda through a regression discontinuity design that exploits an arbitrary distance-to-branch threshold for village program eligibility. We find eligible farmers used better basic cultivation methods, achieved improved food security. Given minimal changes in adoption of relatively expensive inputs, we attribute these gains to improved cultivation methods that require low upfront monetary investment. Farmers also modified their shock-coping methods. These results highlight the role of information and training in boosting agricultural productivity among poor farmers and, indirectly, improving food security.
