17 pages, via online journal, The greatest challenge now facing agricultural science is not how to increase production overall but how to enable resource-poor farmers to produce more.
The transfer-of-technology (TOT) model of agricultural research is part of the normal professionalism of agricultural scientists. In this model, scientists largely determine research priorities, develop technologies in controlled conditions, and then hand them over to agricultural extension to transfer to farmers. Although strong structures and incentives sustain this normal professionalism, many now recognise the challenge of its bad fit with the needs and conditions of hundreds of millions of resource-poor farm (RPF) families. In response to this problem, the TOT model has been adapted and extended through multi-disciplinary farming systems research (FSR) and on-farm trials. These responses retain power in the hands of scientists. Information is obtained from farmers and processed and analysed in order to identify what might be good for them. A missing element is methods to encourage and enable resource-poor farmers themselves to meet and work out what they need and want.

Occasional Paper #1, Four extension "systems" are compared and contrasted in this paper: the U.S. Cooperative Extension Service, the "typical system" in developing countries, the Training and Visit system, and the Farming Systems Research and Extension approach. While distinct in various ways one from another, interesting and useful insights can be gained through comparing and contrasting their purposes, organization, particular strengths and special problems. Extension is seen to have several discrete definitions and aims, varying structural arrangements and, hence, differing strengths and weaknesses. While organizational concerns may be the key factor for extension development experts currently working in LDC's, it is suggested that the linkage among educational, research and extension bodies remains a major factor for success in the overall agricultural development process.

The first section of the paper briefly outlines FSR and discusses how it can be used to develop more appropriate technology. In order to improve the extension services the government of Kenya adopted the T and V approach to extension. It also became necessary to re-direct agricultural research towards definite goals, related to national needs rather than the customary disciplinary interests. To make the research process more efficient in generating appropriate recommendations for the target group of farmers, the on-farm research with farming systems perspective (OFR/FSP) has been accepted and will be integrated into the research process in Kenya. The major task is that a strong linkage mechanism is established to make sure the limited research and extension resources are utilized efficiently. Concludes with a discussion of the linkage mechanism that could be established within the existing institutional framework to improve the technology generation and dissemination process.

INTERPAKS, Considers the feasibility of using the US institutional approach to promote agricultural development in developing countries. Noting that farming systems research is concerned about understanding the whole farm in a comprehensive manner, the social and agricultural structures of the USA and developing countries are compared to establish any differences which would affect the implementation of this approach. Six comparisons are made: 1) US farmers were politically active in obtaining a mandate for research, while limited-resources farmers in developing countries are marginal to political power; 2) US farmers and researchers share common goals, while researchers in developing countries tend to be from urban and/or elite backgrounds and have little in common with the farmer; 3) many developing societies do not place an equivalent value on mental and manual energy as in the US; 4) the US farm economy was founded on a husband and wife team sharing management, labor and farm ownership in contrast to the present situation in developing countries; 5) development of US agriculture was assisted by the ability of the non-agricultural sects to absorb noncompetitive farmers; and 6) in the US there has always close cooperation between private and public sectors in developing and disseminating agricultural technology, while developing countries do not have mediating factors.
