effective means of improving the effectiveness of natural resource management engagement
strategies. Prior research on Corn Belt farmers’ perspectives on climate change employed
a latent class analysis (LCA) that created a six-class typology—the Concerned, Uneasy,
Uncertain, Unconcerned, Confident, and Detached—to develop a better understanding of
farmer perspectives on climate change and inform more effective climate adaptation and
mitigation outreach strategies. The LCA employed 34 variables that are generally unobservable—beliefs about climate change, experience with extreme weather, perceived risks of
climate change, and attitudes toward climate action—to identify types. The research reported
in this paper builds on this typology of Corn Belt farmers by exploring 33 measures of observable farm enterprise characteristics, land management practices, and farmer demographics to
assess whether variations in these observable characteristics between the six farmer classes
display systematic patterns that might be sufficiently distinctive to guide audience segmentation strategies. While analyses detected some statistically significant differences, there were
few systematic, meaningful observable patterns of difference between groups of farmers with
differing perspectives on climate change. In other words, farmers who believe that anthropogenic climate change is occurring, that it poses risks to agriculture, and that adaptive action
should be taken, may look very much like farmers who deny the existence of climate change
and do not support action. The overall implication of this finding is that climate change
engagement efforts by Extension and other agricultural advisors should use caution when
looking to observable characteristics to facilitate audience segmentation. Additional analyses
indicated that the farmer types that tended to be more concerned about climate change and
supportive of adaptive action (e.g., Concerned and Uneasy) reported that they were more
influenced by key private and public sector actors in agricultural social networks. On the
other hand, farmers who were not concerned about climate change or supportive of adaptation (e.g., the Unconcerned, Confident, and Detached groups, comprising between one-third
and one-half of respondents) were less integrated into agricultural networks. This suggests that
Extension and other agricultural advisors should expand outreach efforts to farmers who are
not already within their spheres of influence.

change adaptation and/or mitigation activities can be informed by an improved understanding of farmers’ perspectives on climate change and related impacts. This research employed
latent class analysis (LCA) to analyze data from a survey of 4,778 farmers from 11 US Corn
Belt states. The research focused on two related research questions: (1) to what degree do
farmers differ on key measures of beliefs about climate change, experience with extreme
weather, perceived risks to agriculture, efficacy, and level of support for public and private adaptive and mitigative action; and (2) are there potential areas of common ground
among farmers? Results indicate that farmers have highly heterogeneous perspectives, and
six distinct classes of farmers are identified. We label these as the following: the concerned
(14%), the uneasy (25%), the uncertain (25%), the unconcerned (13%), the confident (18%),
and the detached (5%). These groups of farmers differ primarily in terms of beliefs about
climate change, the degree to which they had experienced extreme weather, and risk perceptions. Despite substantial differences on these variables, areas of similarity were discerned
on variables measuring farmers’ (1) confidence that they will be able to deal with increases
in weather variability and (2) support for public and private efforts to help farmers adapt to
increased weather variability. These results can inform segmented approaches to outreach that
target subpopulations of farmers as well as broader engagement strategies that would reach
wider populations. Further, findings suggest that strategies with specific reference to climate
change might be most effective in engaging the subpopulations of farmers who believe that
climate change is occurring and a threat, but that use of less charged terms such as weather
variability would likely be more effective with a broader range of farmers. Outreach efforts
that (1) appeal to farmers’ problem solving capacity and (2) employ terms such as “weather
variability” instead of more charged terms such as “climate change” are more likely to be
effective with a wider farmer audience.

26 pages., via online journal., This paper employs the patent data of four major genetically modified (GM) crops, soybeans, cotton, maize and rapeseed, to illustratee how the innovation of GM crop technology diffused and distributed globally over time. Data collected from the Derwent Innovation Index, were employed to construct country patent citation networks, from 1984 to 2015, and the results revealed that developed countries were early adopters, and the primary actors in the innovation of GM crop technology. Only seven developing countries appeared in the country citation network. Most developed countries were reluctant to apply GM crop technology for commercial cultivation. Private businesses stood out in the patent citation network. The early adoption and better performance of developed countries can be explained by the activities of large established private companies.
Available online at www.centmapress.org, Results showed that different segments of producers had distinctive purchasing behaviors. Specifically, analytic-oriented producers tended to focus on product performance and less on the relationship with suppliers when buying their inputs. They also tended to be loyal to input brands, rely less on dealers/retailers and salespeople, and they are willing to change suppliers more often than other producers. Intuitive-oriented producers valued more the relationship with the supplier and are interested in contacting the salesperson if they need a product. Balanced-oriented producers declared to be less loyal to brands, but were more stable in terms of not changing input suppliers frequently.
10 pages., via online journal., A baseline survey of ownership or access to radio and mobile phone was conducted in seven districts of eastern Uganda in 2015. The purpose of this survey was to assess the role of radio and modern communication technologies to promote push-pull technology as an integrated management approach to control striga and stemborer and improve soil fertility. The selected districts are where icipe is currently disseminating the technology. The survey was conducted from seven districts where 30 respondents from each were identified for the study. Semi structured questionnaires were administered where data including household demography, ownership and or access to radio and mobile phone was collected. The data were analyzed using STATA (version 13). The findings show that there are over eight (Ateso, Luganda, Samia, Japadhola, Lugisu, Lusoga, Kiswahili, and English) languages spoken in the surveyed districts. Most of the respondents speak more than one language. Overall, ownership of radio and mobile phone was at 82% and 87% respectively with slight differences between men and women. Moreover, those who do not own radio and mobile phones also stated that they have access to one. On average, 83% of the respondents (174 out of 210) said that they do receive text messages, whereas, only 53% of the respondents indicated that they also send text messages. A great proportion of the respondents (91%, 80%, and 77%) received agricultural, weather and market information through the radio. Over 65% of the respondents reported benefiting from the agricultural programs broadcasted via radio. 45 and 50% stated that they benefitted from market and weather information. However, the level of benefit rendered from mobile phones with regard to agricultural, market and weather information was negligible. The study showed that radio and mobile phones are best suited mass communication media to transfer technologies such as push-pull to address cross-cutting problems such as striga, cereal stem borer and low soil fertility. It will strengthen the agricultural extension service delivery at large.

An analysis of secondary data from the National Panel Survey in Tanzania revealed physical, socioeconomic, and institutional factors influencing the adoption of soil conservation technologies among small-scale maize farmers. Findings revealed, for example, only 13.9 percent of those had adopted soil conservation technology. This was cited as small, compared with other countries.

21 Pages, Agricultural advisory services generally rely on interpersonal knowledge transfers by agricultural extension agents who visit farmers to provide information. This approach is not always effective and has proved hard to scale sustainably, particularly in highly dispersed smallholder farming systems. Information and communication technologies (ICTs) have been advanced as a promising way to overcome many of the problems associated with conventional agricultural extension. We evaluate the effectiveness of an ICT‐mediated approach to deliver agricultural information in a field experiment conducted among small‐scale maize farmers in eastern Uganda. Three complementary technologies designed to address both informational and behavioral constraints to technical change are considered. First, we investigate the effectiveness of audiovisual messages (video) as a means of delivering information on input use and improved maize management practices to farmers. Second, we quantify the additional impact of complementing video with an interactive voice response (IVR) service. Third, we estimate the incremental effect of time‐sensitive short message services (SMS) messages designed to remind farmers about applying key practices at specific points during the season. We find that households that were shown a short video on how to become better maize farmers were performing significantly better on a knowledge test, more likely to apply recommended practices, and more likely to use fertilizer than households that did not view the video. These same households also reported maize yields about 10.5% higher than those that did not view the video. We find little evidence of an incremental effect of the IVR service or SMS reminders.

12 pages, via Online journal, Corn (Zea mays) grown in the southern Piedmont requires 200 to 280 kg nitrogen (N) ha−1 annually and requires up to 0.87 cm of water per day, making groundwater systems susceptible to nitrate (NO3−) leaching. A perennial white clover (Trifolium repens L.) living mulch (LM) system may reduce NO3-N leaching by using legume N to replace mineral N, though little information is available on such a system in the southern Piedmont. Therefore, a HYDRUS-1D model was used to simulate water and NO3-N flux in three cover crop systems. Cereal rye (Secale cereal L.) (CR), crimson clover (Trifolium incarnatum L.) (CC), and a white clover LM were fertilized with 280, 168, and 56 kg N ha−1. The HYDRUS-1D model was calibrated and validated with observed water contents and NO3-N data that were collected over two years. Water and NO3-N flux models were created for each treatment and evaluated using coefficient of determination, percentage bias, and index of agreement, and showed good agreement to observed data. Nitrate leaching below 1 m in 2015/2016 was 23.5, 12.7, and 21.4 kg ha−1 for the CC, LM, and CR treatments, respectively, but was less than 1 kg ha−1 for all treatments in 2016/2017 due to prolonged drought. Differences in leached NO3-N among treatments were attributed to variation in mineral N application rate and NO3-N uptake by cover crops. Overall, results suggest that the use of a perennial LM system may reduce NO3-N leaching when compared to annual CC and CR cover crop systems.

8 pages., This study ascertained factors influencing adoption of improved maize seed varieties in three local government areas of Kaduna State, North-central Nigeria. It collected cross-sectional data for a sample of 180 randomly selected farming households across three local government areas of the State in 2015/16. Both descriptive and inferential analyses were performed on the data. The descriptive statistics differentiated adopters from non-adopters, while the inferential analysis involved estimation of a logit model to determine factors driving adoption of improved maize seed varieties in the study areas. The results of the descriptive analysis show significant mean differences between adopters and non-adopters regarding several farm households’ characteristics. The model results reveal that adoption of improved maize seed varieties among the households was positively influenced by age, household size, level of education, farming experience, labour availability, contacts with extension agents, farm size, off-farm income and membership of associations. Thus, the study concluded that improving farmers’ education, expanding coverage and depth of extension services and strengthening farmer associations are useful policy actions for promoting adoption of improved maize varieties. It is also important to address availability, accessibility and affordability issues constraining adoption, enhance credit access and mitigate risk perceptions. The link between researchers and innovators and the farmers who are the off-takers of their outputs should be reinforced to increase maize productivity in order to satisfy national demand and promote food security.

A survey of Ohio and Michigan farm operators finds that, although generally keen to learn from others, they tend to emphasize their own experience over outside information sources. Soybean growers declare university and extension recommendations as more important than do corn growers. In response to direct queries and in free comments, growers place more emphasis on understanding the agronomic and technological problems at hand than on adjusting to the market environment. Given the decision environment, we argue that these responses are reasonable.

16 pages., Mobile phone use is increasing in Sub-Saharan Africa, spurring a growing focus on mobile phones as tools to increase agricultural yields and incomes on smallholder farms. However, the research to date on this topic is mixed, with studies finding both positive and neutral associations between phones and yields. In this paper we examine perceptions about the impacts of mobile phones on agricultural productivity, and the relationships between mobile phone use and agricultural yield. We do so by fitting multilevel statistical models to data from farmer-phone owners (n = 179) in 4 rural communities in Tanzania, controlling for site and demographic factors. Results show a positive association between mobile phone use for agricultural activities and reported maize yields. Further, many farmers report that mobile phone use increases agricultural profits (67% of respondents) and decreases the costs (50%) and time investments (47%) of farming. Our findings suggest that there are opportuni- ties to target policy interventions at increasing phone use for agricultural activities in ways that facilitate access to timely, actionable information to support farmer decision making.

on the decision to adopt drought-tolerant maize varieties (DTMVs) and mechanisms
through which effects occur. We find that social recognition (SR) incentives to a
random subset of trained farmers – disseminating farmers (DFs) – increase knowledge
transmission from DFs to their co-villagers and change information networks of both
DFs and their neighbours. SR also increases DFs’ likelihood of adopting DTMVs.
However, the corresponding results for private material rewards are not conclusively
strong. We find no evidence that incentives for knowledge diffusion increase the
likelihood of co-villagers adopting DTMVs
26 pages, Agricultural productive services are an important means to achieve effective allocation of regional resources and play an important role in ensuring food security and improving farmers’ welfare. However, the development process of agricultural productive services still faces problems such as large differences in service levels in different segments and low participation rates in the full service. In order to investigate the influential paths of the low participation rate of farmers in the full-service process, this study takes maize farmers in northeast China as the research object. Based on 937 survey data from six cities in three northeastern provinces, we used the Item Response Theory (IRT) model to measure farmers’ information acquisition ability and constructed the Heckman two-stage model and the IV-Heckman model to analyze the logical framework of “information acquisition ability—farmers’ choice of productive agricultural services”. The main findings are as follows: firstly, the more channels there are, the stronger the farmers’ channel internalities; the higher the degree of channel differentiation, the stronger the farmers’ channel internalities. Second, after addressing the sample selection bias and endogeneity, there is a small rise in the facilitation effect of information acquisition ability on farmers’ productive agricultural service behavior. Third, this facilitation effect is achieved through farmers’ perceived usefulness of productive agricultural services, and the mediating effect of perceived ease of use is not significant. Therefore, fostering farmers’ self-perceptions and optimizing information delivery strategies are effective ways to promote farmers’ choice of agricultural productive services and to facilitate the modernization of Chinese agriculture. In general, this study helps to reveal the theoretical mechanism of farmers’ information asymmetry, and provides empirical evidence for how to promote the development of agricultural productive services.
Results showed a significant welfare effect of using Bt corn variety among corn farmers. Educational level and farm income were among the significant factors that influenced the adoption of Bt corn.
