Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

The emphasis has been on the transfer of technology, paying little attention to farmer development and communication needs. Recently, the high output of agricultural research has led to a large pool of new agricultural technologies, which are yet to be disseminated to farmers, particularly those in the core rural areas. Therefore this study examined development and information need of the resource poor and the strategy adopted to meet these needs, using „town crier‟ as a case study. The study identified 2 states in south west, Nigeria, based on literature/past studies, where this concept has been adopted. A focused group discussion technique and interview schedule was adopted for data collection. The study identified 141 „town criers‟ across the study areas through the help of key informants. Results shown all Town Criers are male, average age of 55.54 years and all have postsecondary education. Town Crier primarily source of information is from the traditional-head. Main information disseminated by the Town Crier bothers on security of the town and community development and projects. The study concluded that this channel rarely meets the information need of the people, as the study revealed that only 20% of such information meets these needs. Past studies have documented that information/communication channels in Nigeria such as extension institution has collapse, there is no effective communication channels in the country again. The small number of extension officers that exists, only congregate at the urban towns, leaving behind those at the rural areas. Thus, the use of town criers in this regards can be used effectively to fill this gap and can also be trained on basic extension work.

Extension services nationwide have faced budget cuts, creating a need for the organization to re-evaluate its activities, including how it communicates with its stakeholders. While Extension personnel are the ones who will do most of the communicating, their supervisors impact the personnel’s actions, which means it is important to assess both groups. A survey was conducted with Extension personnel and their supervisors in Mississippi assessing engagement in communications activities and perceptions of those activities, as well as personnel’s preference of professional development activities. Personnel reported higher use, comfort, and importance of more traditional (e.g. making a speech) and written activities (e.g. writing a promotional handout) than media-relations activities (e.g. being interviewed for TV), social media-related activities (e.g. managing a Twitter account), and visual communication activities (e.g. graphic design). Supervisors perceived individual communications activities as less important overall than personnel did, and although supervisor and communication scores for use and comfort/capability were similar for most communication activities, there were noticeable exceptions. Additionally, personnel preferred professional development activities that were hands-on or showing the activities first-hand (e.g. demonstrations and field days). Future research should be expanded to other states, conducted in a case study format to study specific relationships, and involve qualitative components. Extension should ensure clear supervisor-communication dialogue on prioritizing communication activities, provide training on communication activities with low use and comfort, and utilize early innovators who are comfortable using newer communication activities.
22 pages., via online journal., The community engagement professional (CEP) plays a critical role in engaging faculty, staff, and students with communities. In order to do this in the most effective way, this essay advocates
for CEPs to become familiar with the Cooperative Extension system and develop competency for engaging Extension personnel, even when those personnel are not a part of the CEP’s home institution. The essay extends the work of Dostilio et al. (2017) on preliminary competencies for the community engagement professional by identifying additional competencies, organized as knowledge, skill, and dispositions, that can help CEPs work with the Cooperative Extension system to maximize engagement opportunities for faculty, staff, and students. This essay also includes ideas for implementing competency training for CEPs. Conclusions include thoughts on preparing the community engagement professional to learn and collaborate with Cooperative Extension to enrich the academic experience and benefit the communities they serve.

In total, 1268 students in grades 4 to 6 at four elementary schools in Seoul, South Korea, participated in the study. A 21-item questionnaire was developed and distributed in each school by trained researchers for 3 weeks in Oct. 2017. More than 73.7% of the students reported having an awareness of and need for urban agriculture, and 86.8% (N = 1048) indicated their participation intention. Students noted needing urban agriculture for scientific inquiry and recommended including a learning activity in urban agriculture (35.4%, N = 400) for psychological stability and stress reduction (20.9%, N = 236), and for leisure and hobby purposes (16.2%, N = 183). Students reported participating in urban agriculture activities in indoor and outdoor spaces (33.8%, N = 423) for more than 30 minutes and less than 60 minutes (42.0%, N = 525) twice per week (40.2%, N = 501) with friends (72.9%, N = 818). Preferred urban agriculture indoor activities were planting plants (21.8%, N = 822), arranging flowers (20.9%, N = 788), and making craftwork using plants (18.9%, N = 714). Harvesting (20.8%, N = 790), watering (15.1%, N = 570), and planting transplants (13.1%, N = 493) were preferred outdoor activities. Other preferred activities included playing with livestock (22.4%, N = 884), cooking with the harvested crops (21.3%, N = 805), and feeding livestock (17.2%, N = 650). The female students demonstrated greater perception, experience, awareness of the necessity, and willingness to participate in urban agriculture compared with male students (P = 0.01). The lower the grade, the more students perceived the necessity of urban agriculture (P < 0.001). The results of this study can provide basic data for the practical development of urban agriculture programs for elementary school students.

Drawing from a survey responded by 313 farmers across Hawai'i in late April 2020, this study assesses how farmers feel Extension can support them best during the pandemic. Farmers identified five areas of needs: community engagement and networking, information sharing and education, funding, research, and local sustainability. Discussion regarding the role of Extension support during the pandemic is offered.

To serve the integrated pest management (IPM) needs of community gardening populations, Extension educators in two urban counties developed an on-site program involving a demonstration kit and planning protocol that Extension educators, program staff, and master gardener volunteers can use to teach IPM. The program provides practical, research-based information to community gardeners, allows Extension to maintain a presence in urban centers, and provides outreach to audiences who may not have used Extension resources historically.

increasing focus on climate change as the major preventable threat
to the health of humanity. The direct associations between climate
change and population health are well documented, as are potential
co-benefits of climate action.1-6
Australia is entering a period of climatic extremes.7,8 The socially stable
and agriculturally productive Northern Rivers region of New South
Wales is set to experience increasing temperatures, storms, flooding and
erosion.9,10 This will likely be compounded by changes in socio/political,
environmental, agricultural and economic systems with resultant
impacts on social and environmental determinants of health.11,12
How might a rural population of 280,000 respond? In 2007,
community resilience to climate change was neither a state nor
federal health promotion priority. The former North Coast Area
Health Service Health Promotion (NCHP) adopted one promising
direction: to foster a collaboration of existing organisations to
accelerate regional action on climate change.13-15 The former NSW
Department of Climate Change funded the pilot project: Resilience:
building health from regional responses to climate change. The
project incorporated principles from Complex Adaptive Systems
(CAS) theory with emphasis on the concepts of resilience and
