communication strategy development. The wave of decentralisation and privatisation in rural services worldwide creates challenges for rural communities, service providers and local governments. Local organisations – both in government and civil society – are confronted with rules and procedures that are unprecedented. The new roles require significant changes in attitudes, skills, and especially a new level of accountability. While communication strategies are only a part of the transformation, they are strategic tools that merit attention. This is an account of two cases where the authors have been involved in developing communication strategies aimed specifically at helping stakeholders make this transition. The first is the case of the Communication and Information Strategy for the National Agricultural Advisory Services Programme (NAADS) of Uganda. The second is the formulation of a plan to communicate the National Water Policy (NWP) and Rural Water Transition Plan in Mozambique. The paper concludes with some design principles for other strategies and with a review of the importance of communication research and planning.

25 pages, Decreasing the consumption of meat and dairy has been identified as an effective strategy for protecting the health of humans and the planet. More specifically, transitioning to diets that are lower in animal-source foods and higher in fruits, vegetables, legumes, and whole grains offers a promising opportunity to better align consumer behaviors with contemporary nutritional and ecological goals. However, given the limited understanding of how these changes in dietary behaviors can be best promoted, there is a need to explore the merits of community-based approaches to meat reduction and their capacity to advance more sustainable practices of eating at the individual, household, and community levels. To address this gap in the literature, we surveyed more than 100 American households participating in a communitywide, 12-week-long Meatless Monday challenge and tracked the changes in their knowledge, attitudes, beliefs, and food choices over a nine-month period. The case study provided herein highlights a number of key findings from our evaluation. Most notably, our results demonstrate the value of community-based efforts in initiating and maintaining dietary behavior change and provide preliminary insights into the unique roles of multilevel interventions and diverse stakeholder engagement in promoting healthier, more sustainable diets.
AGRICOLA IND 90037907, The rural crisis of the 1980s exacerbated the chronic problem of maintaining basic public and private services in rural communities. Although the adoption of innovative service-delivery systems to address these concerns has occurred in rural communities, the extent of such adoption has been limited. Not enough knowledge is currently available on the adoption of innovations by communities to help community development practitioners develop effective diffusion self- images are less likely to be innovative than are more-confident and less-content communities. Results support the hypothesis that fatalistic communities are less innovative. Contrary to the hypothesis, however, rural communities with greater contentment are also more innovative. The findings indicate that community development practitioners need to consider a community's image before introducing new ideas and practices to a community for consideration and adoption.

Survey findings indicated that the intention to reduce meat consumption is only indirectly influenced by media frames generated by lobby groups. Behavioral control and subjective norm represented the most important direct influencing factors. However, the moral and economic pressure frme have a strong impact on attitude toward meat consumption.

This article aims at designing and validating a psychometric scale to assess extensionists’ and advisors’ beliefs about extension and innovation.
Design/Methodology/approach
The scale was developed by drawing upon results from a previous empirical research as well as insights from a literature review on extension and innovation approaches. The theoretical framework used to write the items was validated by 12 international experts from 11 countries. 608 Argentine extension workers completed the questionnaire. Replies were analysed using Exploratory and Confirmatory Factor Analysis.
Findings
The scale has a good fit and satisfactory level of internal consistency. Five factors were identified: Dialogue and horizontal coordination; Transfer of technology; Blame on farmers; Participatory, farmer-led extension; and Self-critical attitude.
Practical implications
The scale has multiple and different uses, including research, theory development, institutional practice, diagnosis, and teaching.
Theoretical implications
Results show that a horizontal, facilitative extension approach shares a common epistemology, as well as underlying values and assumptions, with territorial development and with an innovation systems perspective, and that both contrast with a traditional transfer of technology approach. Nonetheless, practitioners would not tend to see these two contrasting perspectives as contradictory but as complementary.
Originality/Value
The scale is the first validated psychometric instrument, based on an ample theoretical framework, that allows for a quantitative assessment of beliefs about extension and innovation.
