13 pages., via online journal, Elected officials at the local, state, and national levels play key roles in shaping the agriculture and natural resources (ANR) sectors through the development and implementation of ANR policies and regulations. As such, it has become necessary for members of the ANR community to understand the policy formation process and how to communicate effectively with elected officials about ANR policies and issues. However, little research has been conducted at the local level to examine how local elected officials (LEOs) interact with information specific to ANR policies to make decisions. This study was designed to assess the communication and information-seeking preferences and behaviors of LEOs that impact their decisions about ANR issues and policies. Of the sources of communication considered by LEOs when making ANR policy decisions, respondents in this study identified communication from farmers and ranchers as having the highest impact on their decision-making. This finding supports the use of farmers and ranchers as opinion leaders in impacting ANR policies. LEOs in this study also reported they would seek factual information from multiple sources to understand the positive or negative impact of the ANR policy before voting on the ANR issue.
7pgs, Aerial images taken during the growing seasons of 2009, 2011, 2013, 2015, and 2017 were visually inspected for evidence of irrigation. Center pivot irrigation was identified by the characteristic shape of the spans and the curved tracks left by the wheels. The author manually delineated a polygon over each agricultural area where signs of irrigation infrastructure were observed. The result is a map of 2,689 polygons covering 146,662 acres in South Carolina. Compared with the United States Department of Agriculture 2017 Census of Agriculture, the sampling results account for over 69% of total irrigated area and over 98% of area irrigated solely by center pivots. Most center pivots covered from 25 to 75 acres, while the largest center pivot extended over 300 acres. These results are an important contribution to the quantification of water use in South Carolina.
16 pages, via online journal article, This meta-analytic study reviewed experimental studies that examined the effects of message framing on public engagement with climate change. We included 10 studies that used self-reported measures of climate-related attitudes and behaviors, with 26 comparison pairs. The results suggested that message framing generally has a positive effect on individuals’ engagement with climate change and its two sub-categories – behavioral intentions and support for climate policy. More specifically, we found message frames that emphasize the environmental, economic, and moral dimensions of climate change have a small-to-medium size impact on individuals’ engagement with climate change. In contrast, message frames around public health implications or geographical identity barely influence individuals’ engagement with this issue. We discussed the implications on strategic communications of climate change.
4 pages, This article introduces the Regional Conservation Partnership Program of the U.S. Department of Agriculture's Natural Resources Conservation Service. The program encourages partnerships among Extension professionals, conservation agency representatives, and farmers that focus on addressing natural resources concerns through the development and implementation of regional watershed plans. These plans assist farmers in practicing sustainable crop and animal production methods. Extension professionals will find the program useful as a tool for building collaborations at watershed and regional scales to promote agricultural production practices that enhance natural resources conservation.
