2. Agricultural policies and strategies in Ethiopia: a review on transformation towards an improved agricultural extension

- 7 pages, In Ethiopia, economic development policy has historically been dominated by subsistence agriculture, leading to unrealized agricultural potential characterized by low productivity and a focus on subsistence farming practices. This would necessitate giving agricultural policies top priority and launching an improved initiative to speed up the transition from traditional farming. To this end, this review was to summarize the strengths and drawbacks of Ethiopia's agricultural policies and strategies, as well as make recommendations for improved interventions and the potential for scaling them up. This may be very helpful in directing policymakers to introduce the valuable interventions and handle related issues. Since 1991, the government of Ethiopia has implemented various agricultural policies in order to boost agricultural productivity and production, which in turn reduces poverty and food insecurity. However, the results have been found to be unsatisfactory. This is mainly due to the poor performance of the agricultural extension system in terms of its coverage and quality of implementation. Thus, the review argues, addressing such challenges and commercializing the sector could lead Ethiopia to further exploit its agricultural potential. In this regard, the recently implemented cluster farming is the right way to overcome these problems and support subsistence farming by increasing smallholder farmers bargaining power, increasing the faster diffusion of research recommendations and extension packages, knowledge transfer, and market linkage. Therefore, the review recommends that policymakers and development organizations should consider cluster farming as a main farming strategy to increase smallholder farmer’s productivity and support initiatives to attain the intended goals.

- 7 pages, Present study was carried out in 2018-19, in the three districts of Punjab i.e., Faisalabad, Sargodha and Muzaffargarh to analyse the factors affecting dissemination of agricultural information to farmers through ICT tools. One hundred and twenty respondents were selected randomly from each district, making a total sample of 360 respondents. Concerning the general use of ICT tools in the dissemination of agricultural information, the findings indicated a change in trend from the radio (11.1%) towards TV (85.6%) and mobile phone SMS (75.8%). The relevance of information and ICT tools’ cost appeared as common determinant factors for technology transfer effectiveness by ICT tools. Furthermore, farmers also indicated that the most effective tool to disseminate agricultural information was television, followed by the mobile phone and social media. Moreover, most of the farmers (81.7 % and 73.1%, respectively) indicated that the lack of innovative information and difficulties in using ICT tools were significant barriers while communicating via these tools. The use of television and mobile phones in extension should be improved because they were relatively more popular among farmers. It was recommended that the Punjab government should also design a system of periodic monitoring and evaluation of the use of information and communication technologies in the extension with agricultural universities’ participation and relevant non-governmental organizations in Punjab. A dynamic feedback system should be designed, based on the local advisory committees’ recommendations, to determine the local farmers’ needs/problems, which should be sent immediately to the Directorate of Agricultural Information to suggest some suitable solution and disseminate through ICTs.

Advanced technologies like sensors, artificial intelligence, and robotics are increasingly being promoted as a means to increase food production efficiency while minimizing resource use. In the process, agricultural digitalization raises critical social questions about the implications for diverse agricultural labourers and rural spaces as digitalization evolves. In this paper, we use literature and field data to outline some key trends being observed at the nexus of agricultural production, technology, and labour in North America, with a particular focus on the Canadian context. Using the data, we highlight three key tensions observed: rising land costs and automation; the development of a high-skill/low-skilled bifurcated labour market; and issues around the control of digital data. With these tensions in mind, we use a social justice lens to consider the potential implications of digital agricultural technologies for farm labour and rural communities, which directs our attention to racial exploitation in agricultural labour specifically. In exploring these tensions, we argue that policy and research must further examine how to shift the trajectory of digitalization in ways that support food production as well as marginalized agricultural labourers, while pointing to key areas for future research—which is lacking to date. We emphasize that the current enthusiasm for digital agriculture should not blind us to the specific ways that new technologies intensify exploitation and deepen both labour and spatial marginalization.

- 9 pages, This paper compares the supply and demand of agricultural technologies related to maize crop in Sussundenga district, Mozambique. The field work was carried out in February and March 2018 and comprises of a survey of 140 households’ maize growers, interviews with 15 agricultural technicians and six focus group meetings (four with maize growers and two with agricultural technicians). Data analysis was done using Bardin’s content analysis and descriptive statistics. The results reveal that agricultural research and rural extension focus more on supplying technologies related to maize production. But farmers have holistic expectations that go beyond production technologies to include the entire marketing chain. It makes the technical support provided with little use to maize growers. Besides it, there are also farmers’ unanswered demands and the supply of non-demanded technologies. It means that there is a mismatch between supply and demand of maize farming technologies. Agricultural research and rural extension organizations are suggested to supply not only agricultural technologies that maximize crop yield, but also services that help households improve their ability to store agricultural products and to sell it when prices are high. These actions have the potential to improve agricultural market performance and make the agricultural technologies more useful to maize growers.

- 5pgs, The Covid-19 pandemic, global trends, and technological advancements lead to the perception that digitalization is about the most sustainable means of growing Africa’s agribusiness and food supply chains. Many global agribusinesses have successfully integrated digital technologies to enhance operational efficiencies and business relations with their upstream and downstream actors. However, evidence is scant on the uptake of digital technologies among small and medium agribusiness firms in sub-Saharan Africa (SSA). Against this backdrop, this review paper identifies research gaps regarding the adoption and implication of digitalization in building sustainable food systems for African economies. Our preliminary finds show some sustainable practices in the SSA food supply chains by adopting specific technologies related to production, grain storage, food waste management, and warehouse management but very low adoption of food processing technologies and digital marketing platforms. Most importantly, the application of the Internet of Things, Big data, Artificial Intelligence, Blockchain and/or Business Analytics is very rare. Most of the digitalization process tends to be mobile-based.
