246 p., Crime has become one of the main challenges threatening economies and livelihoods in Caribbean countries, but the right mix of policies and programmes can halt the problem, according to this report. It reviews the current state of crime as well as national and regional policies and programmes to address the problem in seven English and Dutch-speaking Caribbean countries: Antigua and Barbuda, Barbados, Guyana, Jamaica, Saint Lucia, Suriname, and Trinidad and Tobago.
Seventy-two Jamaican migrants left yesterday afternoon on the Ascania for Britain. The majority are joining relatives in England. Others are going directly into jobs there. The Ascania arrived yesterday morning from England and docked at No 3 Pier. Two hundred and thirty-six Jamaicans, who had been resident in Britain, returned home on the ship yesterday morning.

Post-quake insecurity underscores continued vulnerability to violent crime and political instability. Overcrowded urban slums, plagued by deep poverty, limited economic opportunities and the weakness of government institutions, particularly the Haitian National Police (HNP), breed armed groups and remain a source of broader instability. If the Martelly administration is to guarantee citizen safety successfully, it must remove tainted officers and expand the HNP's institutional and operational capacity across the country by completing a reform that incorporates community policing and violence reduction programs.

13 p., When the January 12, 2010 earthquake hit Haiti, the country was in the midst of a second round of security and justice system reforms supported by the international community. The quake killed hundreds of thousands of people, including some who played a critical role in implementing these reforms. Damaged infrastructure and casualties in key justice and security positions hindered the existing security institutions' ability to respond to the problems caused by the destruction. This paper examines how the security and justice reforms were affected by the earthquake, and the new security challenges faced by the population in the post-earthquake period.

39 p., On 23 May 2010, the Governor-General of Jamaica declared a State of Public Emergency in the parishes of Kingston and St Andrew. Within two days, at least 74 people, including one member of the security forces, had been killed in Tivoli Gardens in West Kingston, and at least 54 others, more than half of them members of the security forces, were injured during police operations. Despite the loss of life and compelling testimonies of grave human rights violations -- including possible extrajudicial executions, enforced disappearances, and arbitrary arrests -- investigations into the violence have yet to establish the facts and the responsibilities conclusively.
Drawing on original case studies of police reform in Burundi, Haiti and Southern Sudan, this article demonstrates that developmental approaches to security system reform have more scope for application in fragile states that are not at war or involved in the War on Terror.
The recurrence of violence in Haiti since February 1986 has generated strong demands for reforms to the security and justice system, in the broader context and process of democratic construction. Important transformations have been implemented, but certain factors have hampered change. Challenges include an institutional culture that resists certain changes, weak links between the police and justice, inadequate support from international actors, and a deeply constraining economic context.
Analyzes the separate roles and functions of the police and the military in the context of the current security environment in the Caribbean, which now includes such diverse factors as trans-national organized crime, corruption, links between politics and crime, natural disasters, oil dependency, high levels of public debt and the chronic marginalization of large sectors of the population. This paper argues that rapidly evolving challenges require that the roles, functions and training of the police and the military be kept separate and distinct, and that the policy community needs to understand why the purpose and architecture of the training has to be appropriate for the different missions of the respective organizations.
Protesters gathered at the corner of 64th Street and 22nd Ave., carrying yellow placards reading "Stop Using Black Men as Target Practice," and "Free Haitian Refugees." "If we can't vote people in the positions to do the right thing then we have no other alternative than to protest," said [Lorraine Goddard], who held a sign that read "No Justice, No Transit Tax." "We demand that the police who have been guilty of killing our youth be prosecuted and put in jail," said Mel Reeves, an organizer with the coalition. "We also demand that they free the Haitian refugees who are being held in the Chrome detention center."
Let me get something clear. I don't harbor any ill feelings toward the Cuban community. However, it is unequivocally clear that there is pattern we cannot ignore. Even though it would not be fair to condemn a whole community because of the criminal acts committed by a few of its members, the official Cuban leaders need to explain to the public why this widespread conspiracy is permitted within the ranks of the City of Miami Police department. According to various sources, the majorities of the officers indicted are Cuban or from Latin background and conspired to commit crimes against the Black community. My fellow Black American, the proletarian people who have been committed in the struggle to change the status of this racist system, let's not allow the September 11 attacks on our nation preoccupy our minds and distract us from what is going on in our own backyard. Don't let the horrifying events in New York and Washington silence our cry for justice in our community. We are waiving our U.S. flag as a symbol of justice and pride and we expect Black folks to join the crusade and help fight evil abroad. In the meantime, on our own soil, Black people in Overtown, North Miami, Liberty City, Little Haiti, are suffering frequent terrorist attacks from Cuban Police officers. As certainly as we allegedly concentrate on our dedicated fight against the evil in Afghanistan, we must also focus on getting rid of the outrageous psychological behavior displayed by our Cuban police force against the Black community patrolling our community.
