On 12 January 2010, Haiti experienced a 7.0-magnitude earthquake centered 10 miles west-southwest of Port-au-Prince. United Nations estimates indicate that more than 222,000 people were killed, 300,000 injured, and 2.3 million displaced by the earthquake and its 59 aftershocks. At dawn on 13 January, under the direction of United States Southern Command, elements of the Department of Defense arrived to support the Government of Haiti and the US Embassy. The command established Headquarters Joint Task Force-Haiti, with the mission of carrying out humanitarian assistance and disaster-relief operations in support of the United States Agency for International Development, the principal federal agency for the US effort.

I knew that people would soon be going about their business as if nothing had happened. That's what scared me most for the future of Haiti. Soon after they could circulate through the rubbles in Haiti, Haitians were walking down the streets to their neighbors, some street merchants, were trying to sell the little bit they had from their businesses, children were still trying to wipe-clean cars for a few half pennies, "tap-taps" were fishing for people, etc. And that was life as they know it. That's life as those who can afford better think the people deserve and that's why not much is being done to make things closer to equality in Haiti.

Drawing on field experiences with the organisation GOAL from the Haitian post-earthquake and cholera epidemic emergencies, provides a brief analysis of what systems worked well to support international non-government organisations and where and how greater support could be provided in a future emergency.

The head of the IMF has called for a major multilateral aid plan to rebuild Haiti where the fight is still on to save lives after a devastating earthquake. The IMF has promised initial $100 million as emergency funding and urges donors to grant additional debt relief.
Landslides pose a serious physical and environmental threat to vulnerable communities living in areas of unplanned housing on steep slopes in the Caribbean. Some of these communities have, in the past, had to be relocated, at costs of millions of dollars, because of major slides triggered by tropical storm rainfall. Even so, evidence shows that: (1) risk reduction is a marginal activity; (2) there has been minimal uptake of hazard maps and vulnerability assessments and (3) there is little on-the-ground delivery of construction for risk reduction. This article directly addresses these issues by developing a low-cost approach to the identification of the potential pore pressure changes that trigger such slides.

During the summer of 2009 a survey was conducted of 1,800 households in metropolitan Port-au-Prince. Six weeks after the earthquake, an attempt was made re-interview these households. The magnitude, frequency, and probability of occurrence of the natural and man-made hazards that may potentially affect the islands are identified and ranked. 22 p., Discusses how a year and a half after a deadly earthquake devastated its capital, 650,000 victims still wait for permanent housing in more than 1,000 unstable emergency camps across Haiti as a new hurricane season arrives. If reconstruction is to right the many imbalances that have made Haiti poor and prone to disasters, violence and conflict, it is paramount that the Martelly government set out a resettlement policy rapidly that engages the victims and is less about closing the camps, more about building stable, less violent communities and not only in the capital. The pilot plan for closing six camps and resettling their residents his administration has put forward is an important first step that deserves support, but the most vulnerable camps should be added to it quickly.
A special thanks goes out to evangelist Pat Robertson for illustrating the point of this series with his ignorant-@$$ed commentary on the Haiti earthquake. Notice that Pat is selective about which disasters just happen and which constitute the "judgment of God." Iowa and Florida faced terrible natural disasters with no such pronouncements. When bad things happen to people and areas that reflect Pat's values it's probably the devil. Haiti is supposedly guilty of 'making a pact with Satan' and using the Afrikan-based Voodun spiritual system to gain freedom from enslavement. Interestingly, Pat's god was not offended at all by the Christians who brutally oppressed these people. His god never is offended, especially when the victims are Black.
In many of the lesser developed areas of the world, regional development planning is increasingly important for meeting the needs of current and future inhabitants. Illustrates how matrix assessment methodology was applied to produce a landslide-susceptibility map for the Commonwealth of Dominica, an island nation in the eastern Caribbean, and how with a follow up study the relative landslide-susceptibility mapping was validated. A second Caribbean application on Jamaica demonstrates how this methodology can be applied in a more geologically complex setting.
Conducts a case study that examines public and nonprofit organizations that partnered during the 2010 Haiti earthquake. The recurrence of violence in Haiti since February 1986 has generated strong demands for reforms to the security and justice system, in the broader context and process of democratic construction. Important transformations have been implemented, but certain factors have hampered change. Challenges include an institutional culture that resists certain changes, weak links between the police and justice, inadequate support from international actors, and a deeply constraining economic context.
The Haiti earthquake prompted offers to send aid and assistance in various forms from governments, nongovernmental organizations, and private foundations. The need for manpower on the ground to orchestrate the relief effort brought together military forces from the world over, to include the United States, which stood up Joint Task Force-Haiti (JTF-H). The combined effort of the United Nations Stabilization Mission in Haiti and JTF-H in providing humanitarian assistance to the people of Haiti following the earthquake demonstrates the importance of developing strong relationships, both institutional and personal, with partner nation armies.

13 p., When the January 12, 2010 earthquake hit Haiti, the country was in the midst of a second round of security and justice system reforms supported by the international community. The quake killed hundreds of thousands of people, including some who played a critical role in implementing these reforms. Damaged infrastructure and casualties in key justice and security positions hindered the existing security institutions' ability to respond to the problems caused by the destruction. This paper examines how the security and justice reforms were affected by the earthquake, and the new security challenges faced by the population in the post-earthquake period.
