11 pages, In this paper, we investigate the interdependence among changes in the prices of beef, pork, and chicken in Japan using a time-varying coefficient vector autoregressive model. Our empirical analysis using monthly data from January 1990 to March 2014 shows that changes in beef prices have long-term influences on changes in pork and chicken prices. Moreover, current changes in the prices of beef, pork, and chicken are closely related to changes in their prices in the preceding two months. Additionally, we do not find that the bovine spongiform encephalopathy outbreak announced by the Japanese government in September 2001 had a long-term influence on the dynamic relationships among changes in the prices of beef, pork, and chicken in Japan.

6 pages., via online journal., Sustainable agriculture is spreading in Japan in response to growing concerns about the environmental burden of the agriculture sector, but less than 1% of the total crop area for each vegetable in Japan is grown sustainably. Environmentally friendly agricultural products are produced by using organic and low-input farming techniques; low-input farming aims to reduce chemical inputs, such as fertilizers, pesticides, and herbicides, by half. Here, we used komatsuna (Japanese mustard spinach, Brassica rapa var. perviridis) as a model vegetable to study the environmental impact of low-input farming and ways to promote the purchase of organically and low-input farmed vegetables. We first assessed greenhouse gas emissions resulting from organic, low-input, and conventional farming of komatsuna. We also evaluated the effectiveness of providing consumers with detailed farm management and seasonality information to market organically and low-input farmed vegetables. We estimated marginal willingness-to-pay (MWTP) using choice-based conjoint analysis, based on attributes of price, fertilizer use, pesticide use, and region of origin. For seasonality, the questionnaire incorporating these attributes was conducted twice: once assuming purchasing in season, the other out of season. The greenhouse gas emissions of organic farming per area (196.7 kg CO2-eq/10 a/year) and per yield (72.3 kg CO2-eq/t/year) were less than those of low-input (322.6 kg CO2-eq/10 a/year, 120.7 kg CO2-eq/t/year) and conventional (594.0 kg CO2-eq/10 a/year, 220.7 kg CO2-eq/t/year) farming. MWTPs were highest for pesticide-free komatsuna (76.9 yen out of season, 66.2 yen in season), followed by full organic fertilizer (66.0 yen out of season, 63.4 yen in season), half organic fertilizer (35.8 yen out of season, 19.8 yen in season), and half pesticide (29.2 yen out of season, 21.0 yen in season). Consumers showed greater preference for organically and low-input farmed komatsuna out of season than in season. Consumers were more interested in pesticide information than in fertilizer and region of origin information. Our findings suggest that providing detailed cultivation and seasonality information would be a beneficial consumer communication tool to increase the market for sustainable agricultural products.

Labels are useful tools for clearly providing such attribute information to consumers. The aim of this study was to evaluate how human values influence consumer segments for beef with information on animal welfare and environmentally friendly production. Using a choice experiment, we examined whether animal welfare and environmentally friendly labels, country of origin and price impact consumer choice. As results, five heterogeneous consumer classes were identified using a latent class model: label conscious, domestic beef preferring, price conscious, animal welfare preferring and not interested in production method. Almost 90% of consumers were interested in and willing to pay for beef with animal welfare or environmentally friendly label. The classes with significant preferences for such labeled beef were affected by “openness to change”, “self-enhancement” and “security”. Improving consumer attitudes and strengthening consumer perception towards labeled beef by marketers and policy makers will be required.
24 pages., via online journal., Social innovation has received widespread attention in the rural development field, especially its contribution to future rural sustainability. Social innovation revolves around social networks. Rural areas, however, can be relatively disadvantaged by their geographical peripherality. Social media, therefore, has strong potential to foster social innovation by enabling remote communication, but in rural areas, social media use may be low because of an aging and decreasing population. This study examined community-level adoption and use of social media in rural areas in Japan, with a focus on Facebook, for the purpose of sharing community information and facilitating networking with a variety of actors to promote rural social innovation. The study involved a comprehensive search and case studies targeting 139,063 rural communities and 10,922 rural joint-communities, all of which are legally designated agricultural communities throughout Japan. The search found that disadvantaged rural communities’ adoption of Facebook was scarce, and most of the communities that had adopted Facebook did not expand their social networks. Furthermore, investigation into the communities that had adopted social networking to a larger extent revealed that external supporters or migrants had essential roles in successful networking. Based on the obtained findings, this study has provided insights for future policy design.

11 pages, via online journal article, This study of Japan's electoral geography focuses on the outcomes of the 2014 General Election for the House of Representatives. It reflects on the political power of segmented policy communities involved in international free trade and domestic agricultural policy reform and the way they interact with each other. The capability of these policy communities to negotiate behind-the-scenes trade-offs, in order to facilitate reform without disrupting the status quo, is identified as a major determinant of the power structure in contemporary Japan. Also, as low-information and low-participation elections tend to result in a high rate of re-election of incumbents, the depoliticisation of the citizenry is in the interest of these policy communities. Therefore, specific policies and the differentiation among political parties played only a minor role during the 2014 electoral campaign. The paper demonstrates that the strong force of the agricultural policy community to resist transformational change is still deeply rooted in the proportional overrepresentation of agricultural interests built into the electoral system. It concludes that within the context of an increasing deficit of legitimacy and an aggravating depoliticisation trend, commitments to fundamental polity reform are integral to voters' perceptions of the fairness of Japan's democratic institutions. Significant structural reforms that embody federalist and direct democracy principles are discussed as an alternative to the unitary state model in order to seriously tackle issues of proportional misrepresentation and adequately accommodate rural interests.

Via online journal., Recent developments in shrimp culture have resulted in the entry of high-quality, lower priced shrimp into the Japanese market, displacing the Australian product from its previously competitive position. The response of producers in Australia has been to form the Australian Prawn Promotion Association (APPA). An inspection of the literature suggests that demand-, product-, market-, and producer-related factors are thought necessary for successful promotion of agricultural and seafood products. In an attempt to analyze these factors, research was conducted in Japan in April and August 1991. Information for the study was gained from a review of the available literature and from interviews with the staff of a wide cross-section of companies and other organizations involved in the Japanese shrimp industry. It was found that: 1. the prospects of an APPA-style promotional campaign aimed at reducing the price elasticity of demand appear poor, and 2. there are few opportunities to differentiate Australian product effectively.

To shed light on the concrete ways of risk calibration by the media, this article compared the incident's coverage to a strikingly similar even in 2014 involving domestic produce. Content analysis showed how the specific discursive construction of both incidents led to two different levels of risk, primarily through the framing of the incidents by references to former experiences and symbolic connotations.

20 pgs, Off-farm employment opportunities are thought to have an effect on farm exit rates, though evidence on the sign of this effect has been mixed. Examining this issue in the context of Japanese agriculture, we find that farm exits are related to off-farm income as a share of household income, and more specifically to the nature of off-farm work. Two econometric models are developed: a hierarchical Bayesian linear model and a hierarchical Bayesian Poisson model. Both models perform well in predicting exit rates across the towns and prefectures of Japan.
17pgs, Despite the central role of seafood in Japanese cuisine, domestic fisheries are facing a severe crisis. Based on anthropological field research in fishing communities in southwestern Japan as well as on a sampling of cultural representations of fish, this contribution examines the changing cultural and socio-economic meanings and matter of fish in Japanese seafood assemblages: from sentient beings and commons cohabitants under existential threat from anthropogenic environmental change to their use as food for human consumption and their role in the livelihoods of fishers and coastal communities. The analysis finds a growing polarisation in the Japanese seafood sector as the cyborg fish of highly-processed food products and globally traded commodities inundate markets and dinner plates, while locally caught animals turn from basic foodstuff into folklorist stars of a vanishing rurality, a symbol of authenticity and national identity advertised as cultural commodities in romanticising campaigns to revitalise rural areas.
This study presents an efficient version of test for the hypothesis that education plays a key role in influencing agricultural productivity based on a switching regression model. In the present setting, farmers’ ability to deal with disequilibria is allowed to change with education, which thereby provides a concrete evidence of the effect of education on selected East Asian production agriculture. The results suggest that there exists a threshold for education to be influential to agricultural productivity change when the selected East-Asian economies are categoried by their degree of economic development. Moreover, for the group of economies where education constitutes a major determinant of productivity growth in both the technological progression and/or stagnation/recession regimes, the effect of education is found to vary from economy to economy and from regime to regime. Generally speaking, however, those East-Asian economies tend to reach their turning point in short time despite of the mentioned differences. This result therefore leads to important policy implications concerning giving an impetus to human capital investment in the agriculture sector.
