Examines the sources of domestic political will for intervention, particularly the role of partisanship, ideology, and public opinion on Congressional members' willingness to support US intervention for humanitarian purposes. Analyzes several Congressional votes relevant to four episodes of US humanitarian intervention: Somalia, Haiti, Bosnia, and Kosovo. Finds that public support for humanitarian intervention increases Congressional support and that other political demands, primarily partisanship and ideological distance from the president, often trump the normative exigencies of intervention.
Argues that the bedrock of U.S. policy is an ideology of benevolent domination. Created at the time of the Spanish-American War, President Theodore Roosevelt captured this ideology perfectly in 1907 when he explained, "I am seeking the very minimum of interference necessary to make them good," and it is seen today in the 2004 report of the Commission for Assistance to a Free Cuba. Studies of political change on Grenada have invariably centred on the activities of T. Albert Marryshow in the period immediately after World War I. Drawing on the rich data available from contemporary newspapers, this paper argues that Donovan's efforts in the late nineteenth and early twentieth centuries provided the impetus and framework for Marryshow's later struggles. In fact, Marryshow himself admits Donovan's contributions to his political growth. The "first of the Federalists", Donovan preached federation long before the concept was fashionable. Embracing a broad approach to the island's situation, both activists linked local demands for change to the plight of Africans worldwide. [PUBLICATION ABSTRACT];
