Its findings challenge many long-standing assumptions about the region, and its in-depth case studies shed new light on the history of three countries in particular, namely Belize, Cuba, and Haiti"
For the last three weeks, the readers of this column have been able to follow Dr. [Anthony P. Maingot]'s speech about Haiti's history of war of liberation and internicine struggles which have been such a burden for the First Black Republic. He began with "the issue of the moment," namely the reparation from France for 200 years of slavery. Haiti's political culture, its "developed legacy of behavior, " is not conducive to development. The second issue studied by Dr. Maingot is the U.S. occupation of Haiti, which "rested on the idea of the White Man's burden" - its Manifest Destiny. But, on balance, the occupation was not entirely negative. The very racism of the White invaders was a reality check for Haitian society. Yes, by treating all Haitians (whether dark skinned or light skinned Mulattoes) as "Niggers," no more no less, the foreign invaders reconciled the subjective ideas of superiority and/or inferiority of the Haitians with their own, i.e., their more objective, non involved, opinions as powerful occupying forces. Thirdly, Dr. Maingot analysed a cultural element that had, and continues to have, a great impact on Haitian society. That major cultural factor, of course, is the syncretic religion called vodoo.

Haiti is a third world country with a population of over seven million and another few million scattered over the world. It represents per capita the poorest Western Hemisphere country but in reality it has been downtrodden by political instability and the insolvency of the Dictatorship stereotype. This dictatorship mentality has taken root with Duvalier regime (Papa Doc and Baby Doc) which for many years had an iron grip over this French-Creole island and resulted in the destruction of a truly unique island. Each leader since, Jean Claude Duvalier has monopolized and downtrodden the Haitian community for his own selfish reasons. The dictatorship tactics of Duvalier was emulated by each leader who succeeded him and the military in this place took the place of 'Baby Doc's' dreaded "Ton Ton Man Coute" death squads.

However, the competitiveness of the coffee sector of Haiti has been declining over recent years due to a combination of external and domestic factors. This study analyses the current situation and the opportunities and challenges presented for improving the competitiveness of the coffee sector in Haiti in a sustainable manner. It presents a public policy framework to guide the public support and interventions. It concludes that support should be provided to help the coffee sector supply chain reap the potential benefits from new market opportunities, protect key environmental services in upper watersheds, and set an example for other agriculture and rural productive activitiesin Haiti.
Argues that neoliberalism carries out its agenda of privatization through public spaces that are never fully dismantled. This would address two related problems: the lack of any systematic US policy to help the growing numbers of people displaced across borders by natural disasters and the inability of US humanitarian relief efforts to reduce systemic poverty or sustainably improve victims' livelihoods. The aftermath of the 2010 Haiti earthquake presents a compelling case study of the administrative and legislative ways the US government could address both problems. Migration is already a proven and powerful force for reducing Haitians' poverty. A few modest changes in the US approach could greatly aid Haiti's recovery.

13 p., When the January 12, 2010 earthquake hit Haiti, the country was in the midst of a second round of security and justice system reforms supported by the international community. The quake killed hundreds of thousands of people, including some who played a critical role in implementing these reforms. Damaged infrastructure and casualties in key justice and security positions hindered the existing security institutions' ability to respond to the problems caused by the destruction. This paper examines how the security and justice reforms were affected by the earthquake, and the new security challenges faced by the population in the post-earthquake period.
The recurrence of violence in Haiti since February 1986 has generated strong demands for reforms to the security and justice system, in the broader context and process of democratic construction. Important transformations have been implemented, but certain factors have hampered change. Challenges include an institutional culture that resists certain changes, weak links between the police and justice, inadequate support from international actors, and a deeply constraining economic context.

If reconstruction is to right the many imbalances that have made Haiti poor and prone to disasters, violence and conflict, it is paramount that the Martelly government set out a resettlement policy rapidly that engages the victims and is less about closing the camps, more about building stable, less violent communities and not only in the capital. The pilot plan for closing six camps and resettling their residents his administration has put forward is an important first step that deserves support, but the most vulnerable camps should be added to it quickly.

12 p., Over the last few months there has been a surfeit of talk in the international community over what should be done for Haiti. However, in almost all of these discussions Haiti's historical context is completely excised -- It is almost as if the country had only come into being as a result of January's earthquake. This collective amnesia is damning since the devastating nature of these natural disasters cannot be understood apart from over two centuries of Haiti's colonial and postcolonial subjugation, foreign occupation, economic exploitation, and the degrading conditions faced by most of its population.
The Haiti earthquake prompted offers to send aid and assistance in various forms from governments, nongovernmental organizations, and private foundations. The need for manpower on the ground to orchestrate the relief effort brought together military forces from the world over, to include the United States, which stood up Joint Task Force-Haiti (JTF-H). The combined effort of the United Nations Stabilization Mission in Haiti and JTF-H in providing humanitarian assistance to the people of Haiti following the earthquake demonstrates the importance of developing strong relationships, both institutional and personal, with partner nation armies.
Discusses donations made by the US to developing countries. Often companies in the US donate leftover or unwanted merchandise to developing countries, and regularly these are products that the poor in those countries need or can use. Shipping leftover inventory as a donation also hurts the local economies in remote and poorer areas.
During the summer of 2009 a survey was conducted of 1,800 households in metropolitan Port-au-Prince. Six weeks after the earthquake, an attempt was made re-interview these households. The questionnaire examined mortality and injuries generated by the natural disaster, as well as the character of victimization, food security and living arrangements following the quake.

Of that, $2.25 billion in public funding has been disbursed by the United States alone. But despite the large amount of public money involved, it is nearly impossible to track how it has been spent and what has been achieved. The transparency and accountability of US spending in Haiti needs to be improved. The authors suggest three steps to do so: Require prime contractors to report subcontracting data, Adopt the International Aid Transparency Initiative, and Require systematic, and publically available evaluations by NGOs and contractors.

7 p., A US nongovernmental organization has filed a lawsuit against the United Nations (UN), seeking compensation on behalf of victims of a cholera outbreak in Haiti, as well as funding to support programs to eradicate the disease and improve sanitation. Haitians deserve great sympathy for their plight, but a successful lawsuit could invite similar lawsuits, regardless of merit, thereby making the US and other UN member states vulnerable to significant financial costs, while leaving those actually responsible largely or entirely unpunished.

This paper utilizes both narrative analysis and statistical techniques in an investigation of the principle of cumulative causation to explain underdevelopment, relative poverty and spatial disparities on Hispaniola. The events that explain this process in the underdevelopment of Hispaniola have resulted in a tragically downward spiral in Haiti, placing its future in great peril. The Dominican Republic is relatively better off than its neighbor; however, the shortage of basic services, poverty and malnutrition are quite prevalent in the Dominican Republic.
Drawing on original case studies of police reform in Burundi, Haiti and Southern Sudan, this article demonstrates that developmental approaches to security system reform have more scope for application in fragile states that are not at war or involved in the War on Terror.
Child trafficking, under the guise of intercountry adoption, is a form of human trafficking that is often misunderstood by policy makers, governments, the media, and nongovernmental organizations. Uses the 2010 abduction attempt of Haitian children by American missionaries as a case to demonstrate how existing policies are insufficient to provide protection to victims and to prosecute perpetrators of this form of child trafficking.

In the 1980s, the Haitian economy was subordinated within global capitalism through a dual strategy centered on assembly plants in the cities and laissez-faire agricultural policies. Today this strategy is back in the form of a "reconstruction" plan.
Despite efforts towards greater poverty relief and neoliberalism, countries with hundreds of millions of inhabitants are not simply falling behind in a global march toward ever-greater prosperity: they are heading in the wrong direction, spiraling down on their own paths of retrogression. 6 p., Argues the extension of Temporary Protected Status (TPS) for Haitians -- and particularly the redesignation of the eligibility period -- demonstrates the best of what the Administration can do using its executive branch authority to improve the quality of people's lives. It demonstrates a commitment to good immigration policy and to "good government" policies such as greater transparency and coordination. In the Haitian context, the Department of Homeland Security should also implement a program to grant humanitarian parole to the estimated 105,000 Haitian already approved as beneficiaries of family-based visa petitions, just as has been done for Cubans under the Cuban Family Reunification Parole Program.
A benefit-cost analysis was performed on varying levels of standard buildings codes for Haiti and Puerto Rico. It was found that in the two areas studied, the expected loss of life was reduced the most by use of high seismic building code levels, but lower levels of seismic building code were more cost-effective when considering only building damages and the costs for code implementation.
