Shows how the organization of research programs is influenced by the producer and how the communication linkage through the extension agent must be strong enough to effectively accommodate the dual role of communication between the two groups if the new technology, produced by research, is to be appropriate and adaptable to farmers' needs. Looks at problems and issues related to World Bank projects in developing nations, principally Brazil. The strong general consensus suggest that both research and extension services in many nations are still very weak and that the technology now available, particularly that developed by the international agricultural research centers, cannot be disseminated on a large scale until strong national programs in research and extension are established.

This paper explores reduced form determinants of the adoption of certain technologies by upland rice and soybean farmers in the Center-West region of Brazil. We merge community level data on the availability and quality of publicly provided infrastructure, principally extension, to the farm level data containing information on farmer human capital as well as land quantity and quality. By using community level measures of availability and quality of extension, we avoid problems of endogeneity of farm level measures of extension use. We find positive impacts of farmer education on the diffusion process, in accordance with other studies. We also isolate effects of the quality in regional extension investment as measured by the average experience of technical extension staff. These results indicate that investments in human capital of extension workers does have a payoff in terms of farmer adoption of improved cultivation practices.

168 p., Explains why Protestant missionaries stationed in Brazil during the nineteenth century remained silent on the issue of abolition, even after the end of the American Civil War. Barbosa asserts that the missionaries' first priority was to secure a toehold for Protestantism and that meant not alienating the political and landowning elites of Brazilian society.
