7 pages, The uncertainty caused by the COVID-19 pandemic had a profound negative impact on volunteer mental health and well-being. We surveyed local non-profit organizational leaders about their practices toward addressing volunteer well-being and mental health during the COVID-19 pandemic. Study results indicated that while over a quarter of organizations did nothing to address volunteer well-being, other organizations utilized several approaches, including one-on-one and group meetings, program implementation, office culture investment, task assignment, and information dissemination. These findings provide valuable insight for Extension educators to develop community mental health and well-being programs to assist non-profit organizations' response to future uncertainty.
9 pages, Genetically modified organisms (GMOs) and their uses are often misunderstood. Consumers are regularly unsure what GMOs are, or if they are safe for consumption and the environment. Contradictory and sometimes inaccurate information is available from numerous sources, and challenges consumers and others to separate the facts from sensationalized stories. Agricultural producers often communicate with consumers, neighbors, and members of the general public; however, they do not have information to share about GMOs. Multimedia resources can provide agricultural producers with science-based information to share with consumers. Agricultural communicators and Extension educators can create science-based multimedia resources to bridge the communication gap.
4 pages, A family-skills program for Latino fathers and youth was implemented to prevent youth obesity. Lessons learned focused on practices to address barriers to engagement and retention among fathers and youth within the Latino community. Program development issues included selection of organizations, facilitators, language, and delivery methods. Implementation issues included timing and location. Cultural issues regarding learner needs, and teaching and implementation methods need to be considered. Using the lessons learned, Extension professionals can create impactful programs that engage and retain Latino fathers and youth.
11 pages, Extension is well-positioned to facilitate communication strategies that foster community resilience and disaster recovery, particularly for rural residents. This paper proposes a new approach to post-disaster communication that strengthens rural community capacities in locally and culturally relevant ways. The findings revealed specific post-disaster information needs, preferences for local resources, and communication that encourages resilience through a document analysis and interviews with informants recovering from the 2020 Colorado wildfires. The practical recommendations discussed serve as a starting point for Extension professionals in other areas to consider ways to engage with their communities before, during, and after a disaster.
11 pages, Research suggests participating in youth hands-on cooking programs, like those offered by Extension and 4-H, can improve nutrition behaviors and reduce the risk for obesity. We surveyed [STATE] Extension professionals (n = 127) to explore factors (e.g., employee characteristics, resources, county demographics) related to offering youth hands-on cooking programs and curricula used. Over 2/3 of participants offer programs and reported creating their own curriculum. More years of experience, having received Extension Specialist training, and increased confidence were positively related to offering these programs. Results suggest training could increase confidence and program implementation and standard curricula may be needed.
4 pages, The Covid-19 pandemic has been highly disruptive to Extension programming. Online programming has emerged as one of the primary approaches for maintaining engagement with the communities and populations Extension serves. Some have even suggested that it might become the default programming method, even after it is safe to return to in-person programming. In this commentary, I discuss some of the current limitations and challenges inherent in online-only programming -- ones that are often overlooked by Extension personnel. Further, I discuss key factors that Extension personnel should take into account when considering online programming for any future professional efforts.
10 pages, Barriers to the successful implementation of diversity, equity, and inclusion (DEI) education and outreach initiatives are being documented across higher education institutions as DEI policies and protocols are gaining attention. Despite growing attention to promote DEI in higher education institutions, there remains a need to examine barriers preventing DEI efforts in a systematic way, particularly in Extension education contexts to formulate strategies to promote DEI. We present an expert, consensus-based framework to identify the most salient barriers to successful DEI implementation in Extension. We also discuss opportunities for Extension practitioners to overcome salient barriers with tailored mitigation strategies.
5 pages, It can be argued that public forums are a valuable and essential tool for Cooperative Extension professionals. This article narrates the innovative use of the public forum action steps outlined in Kahl’s (2016) “A Convener’s Guide to Hosting a Public Forum”. The primary objective was to address illegal dumping and littering concerns with the Extension professional's role to engage the community. The resulting “Backyard Composting Project” demonstrated that public forums are valuable in creatively engaging urban audiences. Ultimately the authors illustrate how a community concern can be addressed using innovative programming to reach what Extension considers to be non-traditional urban populations.

9 pages, Based on results collected through a comprehensive needs assessment of farmers market (FM) vendors in Pennsylvania, the purpose of this study was to develop and pilot-test a customized, food safety training program for FM vendors. A customized 3-hour, in-person, training program was developed and pilot tested. Using pre- and post-test assessment tests through piloted training, the results found participants scores on knowledge questions increased significantly by ~20%.
5pgs, Strong communication skills are important in an individual’s personal and professional life; however, research regarding what influences youth’s public speaking self-efficacy is limited. To address this gap, we surveyed youth who participated in a statewide presentation event about their self-efficacy and sources of that self-efficacy. Results show mastery experiences have the greatest relationship to youth’s public speaking confidence. Extension can strengthen youth’s public speaking self-efficacy by increasing the number of presentation opportunities and by removing barriers from participating in existing presentation opportunities.
8pgs, We conducted a survey of New Jersey’s nursery industry to understand the current levels of labor shortage, how this has affected specific tasks related to the production capacity of the industry, and the actual level of mechanization. Survey results identified priority areas needing mechanization. There is a need for greater mechanization in almost all areas of nursery production to reduce the reliance on labor and or improve the efficiency of labor. Other Implications related to Extension programming on nursery mechanization are also discussed.
4 pages, The effects of active shootings should be a priority to provide needed assistance to 4-H youth and families in coping with their social-emotional well-being. Exposure to such violence can lead to lasting impacts on youth that can affect behavior. Addressing this sensitive topic is crucial in ensuring that Extension professionals are prepared to meet the needs of youth and families. Higher rates of depression, aggression, to name a few, are a result of having witnessed such events as a shooting. Providing training for Extension personnel can aid in reducing the amount of PTSD and other social-emotional trauma.
5 pages, Social media usage has precipitated changes in Cooperative Extension’s delivery of programs to amplify involvement with selected audiences and it is important that we craft relevant content for a variety of audiences. Current research tells us that social media and related content can enrich education and can create broader audiences for programming. Resources like blogs, podcasts, and geofilters have shown to be received positively by a wide range of audiences and have created greater rates of engagement.
Yet, one platform that has received limited attention is TikTok, perhaps due to TikTok’s mixed reviews in educational systems. With current trends showing that 48% of 18-29 year olds are using the app, we believe that TikTok has great potential for connecting audiences with research-based information and engaging previously unreached communities.

This article describes the process and effectiveness of expanding two (university) Extension farm stress management programs to Cooperative Extension in other states through a national Farm Stress Management Summit. The two-day training Summit provided deeper knowledge about farm stress issues and prepared Extension professionals to offer behavioral health programs in their own communities and respective states. Evaluation findings highlight effective aspects of the Summit and next steps.
7 pgs, Farmers’ markets may improve access to healthful foods in rural areas. Our objective was to identify facilitators and barriers to farmers’ market use in a rural county. We collected data via surveys, focus group sessions, and key informant interviews. Study participants identified the two existing farmers’ markets as community assets. Barriers to use farmers’ markets included inconvenient market hours, not accepting nutrition assistance program benefits, limited transportation, and limited variety. Interventions to improve food access should include ways to meet the needs of specific populations such as low-income residents and residents living in outlying areas without farmers’ markets.
10 pages, In this article we examine the adoption of food safety practices among produce growers in the south and discuss implications of food safety regulations in the U.S. Produce growers have adopted standard food safety practices to varying degrees, but there is still an adoption gap, particularly among small scale operations. 6pgs, Michigan State University Extension (MSUE)’s annual conference, Connecting Entrepreneurial Communities (CEC), has served as a catalyst for entrepreneurial ecosystems across Michigan since 2012. Designed by MSUE for small towns, CEC has gained national interest as evidenced by the adoption of this conference model by four other Extension services. This article outlines the unique conference design, details the partnership between Extension and host communities, and explores conference evaluation data validating the need to continue this programming. Lessons learned and successes to date are provided to ensure readers learn the value this unique conference format has in Extension entrepreneurship programming nationally.
9pgs, The goal of this literature review was to identify evidence-based curricula that support youth mental health with special attention to inclusion of access, equity, and belonging (AEB). Four databases were searched for peer-reviewed articles published between 2010 and 2019 related to youth mental health curricula. A total of 1446 articles were identified, and 171 articles underwent a full-text review. Of the 61 curricula identified, 44% addressed AEB to some extent and 65% showed program effectiveness. Four programs were recommended (Sources of Strength, Teen Mental Health First Aid, Dynamic Mindfulness, and Youth Mental Health First Aid) and eight conditionally recommended.
7pgs, 12pgs, The Texas citrus industry is threatened by the presence of Mexican fruit fly. The objective of this study was to estimate the economic losses caused by this invasive pest. Economic impact is estimated in terms of loss in revenue and increase in operating costs. Under current quarantined areas and pest management strategies, the Texas citrus industry could experience an annual economic loss of $5.79 million. The analysis was extended to evaluate the economic impact associated with different quarantined area scenarios. This article can be used to increase awareness and adapted to estimate the economic impact of emerging invasive pest outbreaks.
12pgs, This study highlights the results of a national survey of Extension land-grant and sea grant professionals designed to better understand their involvement in state/regional tourism programming and their perceptions of tourism related opportunities and challenges. This study demonstrates the breadth and importance of Extension’s tourism programing and continued challenges including limited investment and commitment by state institutions and the larger CES for core tourism program offerings. Investments in tourism programing are recommended as a way for Extension to maintain its relevancy, and better engage and address the community and economic development needs of traditional and emerging audiences.
7pgs, Liberating Structures (LS) provide a user-friendly toolkit to shift group power dynamics and allow all stakeholders to contribute. We explored the novel use of LS in soil health extension to conduct high-engagement events with diverse stakeholders. Our goals were to promote social learning, networking, and to encourage innovation. Soil health themes emerged highlighting specific practices, and the necessity of addressing broader scope issues of education, economics, and policy. Participants reported increased knowledge of soil health, professional connections, and forecasted participation in soil-health-promoting activities. Participants also expressed a sense of community, expanded perspectives, and appreciation of the co-development process.
13pgs, The Extension Service is one of many agencies charged with increasing awareness and knowledge of research-based agricultural conservation practices. A regional survey of Extension agents with agriculture and natural resources responsibilities was conducted to assess the need for in-service training on 11 water resource conservation topics. The highest priority training needs were for topics related to complex interactions and drivers of agricultural water pollution. This article highlights the implications of these results and offers broader perspective on bringing the Borich model of needs assessment into the agricultural and natural resources realm of subject matter expertise.

We used a Qualtrics web-based survey to collect data from Extension employees at Utah State University. 4 pages, Selecting optimal corn and soybean seeding rates are difficult decisions to make. A survey of Ohio and Michigan farm operators finds that, although generally keen to learn from others, they tend to emphasize their own experience over outside information sources. Soybean growers declare university and extension recommendations as more important than do corn growers. In response to direct queries and in free comments, growers place more emphasis on understanding the agronomic and technological problems at hand than on adjusting to the market environment. Given the decision environment, we argue that these responses are reasonable.

This guidebook is relevant to several audiences including undergraduate and graduate students, Extension professionals, and faculty who work with students and advisees on program planning research and practice. This article highlights the primary contributions of the guidebook, with special emphasis on proactive and reactive Extension programming models.
8 pages., Extension materials that are sensitive to changing demographics and culture increase relevance and compliance with food safety practices. Produce safety extension materials were developed for U.S. Virgin Islands (USVI) produce growers to help with compliance with a new food safety rule. We developed employee training materials based on a needs assessment and behavioral change was evaluated six months after dissemination. The original materials were not seen as culturally appropriate but after modifications, improvements in food safety practices and behavior changes were observed. These results suggest that extension educators should seek feedback from target populations about potential interventions before implementation.
5 pages., The Annual Conference for Mississippi State University Extension is the sole event at which the majority of Extension personnel gather for networking, organizational updates, recognition of efforts, and professional development. Extension leaders plan this conference with intended outcomes but without ever evaluating those outcomes beyond attendee satisfaction. We developed an evaluation instrument to determine how certain conference events influence participants’ critical psychological states and ultimately, their perceived motivation, professional enrichment, opportunities for networking, professional accountability, and organizational awareness. Rather than simply assessing attendee satisfaction, this instrument may help inform planning for successive Extension conferences and other professional development events.
10 pages, This study looks at the role of Extension in helping local officials reduce plastic bag use at farmers markets in three Lake County, OH communities. We distributed free reusable bags to shoppers and conducted an education and outreach program. We then took observations to determine if the free reusable bags were being used. We also invited shoppers to take a voluntary survey about their environmental attitudes, why or why not they use the reusable bags, and how best to reduce plastic bag use moving forward. Results from the study suggest that supplying free reusable bags at farmer markets is not an effective strategy for Extension professionals attempting to reduce plastic bag use. Instead, we recommend working with local officials to develop financial incentives and disincentives tied to the type of bag option shoppers use, implement plastic bag bans at markets, and conduct locally-focused education and outreach. Although shoppers’ environmental literacy and desire for sustainability is high, it is shown that behavior change is unlikely to occur without financial or policy incentives.

8 pages, We examined small farmers’ use of and preference for different channels for marketing agricultural products and explored differences by gender, age group, and education level. Farmers markets and social media were preferred channels, with participants under age 55 being more likely than those 55 and over to prefer and use social media and agree that social media would be useful for promoting products and increasing sales. While selling via social media could provide a larger market, one challenge is that the average age of Mississippi farm operators is 59. Therefore, Extension must consider multiple approaches for delivering training on marketing.
8 pages, Effectively communicating with diverse groups involved in environmental management is critical to facilitating successful projects. This five-step communication plan is designed to enable resource managers and extension professionals to successfully engage their stakeholders. This plan, which uses oyster reef management as an example, was informed by two primary sources: an expert meeting with stakeholder leaders and coastal residents and a review of relevant literature. By incorporating stakeholder input throughout the planning and implementation of natural resource management projects, new and innovative ideas emerge, and relationships between stakeholders, managers, and extension agents are strengthened.

To understand the challenges with succession planning, the University of Wisconsin - Division of Extension facilitated focus group meetings across the state. These authors classified the information from the focus groups into eight codes, and each code was further subdivided into themes. The codes included Financial, Communication, Control, Change, Fair vs. Equal, Delivery, and Support, Strategies, and Educational Needs. University of Wisconsin Division of Extension Agriculture Educators utilized the information obtained from the focus groups to create a workbook that provides practical assistance when working with families planning a farm succession.
6 pages, Understanding relationships between demographic and economic factors and equestrian participation could improve horse program design. We implemented an online survey that characterized associations of participation in equine activities, socioeconomic factors, and economic factors with age. Seventy-five percent of respondents ride, and 34% are recreational, non-competitive participants. Respondents were mostly female, and many participate in the sport throughout life. Many respondents indicated they overspent on equestrian activities. Horse programs should incorporate information and activities that address issues unique to females, should develop skills required by amateur or recreational riders, and should incorporate information on financial wellness.
3 pages, This article provides a brief overview of Farm Dinner Theater (FDT), a novel intervention that positively influences the health and safety behaviors of senior family farmers and their family. The FDT uses principles of adult learning and engages the audience in conversations about their health and safety experiences. The FDT was developed through interdisciplinary community-engaged research and tested using a repeated measures design with 553 intervention and 317 comparison participants. Significant changes were reported and the FDT is now being used by Extension through the use of a toolkit developed by the project.
3 pages, The University of Missouri Integrated STEM Internship Program (MU-ISIP) is a 9-week internship experience that helps prepare undergraduates for the workforce or graduate school in four AFRI areas: (a) plant health and production, (b) animal health and production, (c) food safety, nutrition and health, and (d) agricultural economics and rural communities. This program helps address the need for the next generation of agriculturalists and food scientists through experiential learning. Additionally, it exposes undergraduates to Extension as a career option. This article outlines our approach to MU-ISIP and lessons learned during the program’s inception.

In this review, we conceptualize small farm success by aggregating and categorizing results from recent (post-2000) literature on small farm success factors and producer needs assessments. Our findings suggest that small farm success is multifaceted and not limited to profitability. We find that small farms have a diverse range of needs, though little has been done to rank their importance. We conclude that future research would benefit from increased methodological transparency and a systematic approach to needs evaluation. We consider the role of Extension professionals regarding the continued success of small farms.
9 pages, Effective delivery of continuing education programs can improve their impact. Using the first of four two-week modules of a professional short course, we tested outcomes of a flipped classroom approach, comparing professional foresters’ completion rates, preference for, and perceived value of pre-module content delivered via video and reading. Participants in the National Advanced Silviculture Program self-reported significantly higher pre-module completion rates, preference for, and perceived value of video over reading. This simple study suggests the potential for video to serve as an accessible and preferred format for delivery of key content to supplement an in-person continuing education program.

Drawing from a survey responded by 313 farmers across Hawai'i in late April 2020, this study assesses how farmers feel Extension can support them best during the pandemic. Farmers identified five areas of needs: community engagement and networking, information sharing and education, funding, research, and local sustainability. Discussion regarding the role of Extension support during the pandemic is offered.

This research-based article discusses the soil health and fertility strategies reported by a sample of U.S. veganic farmers. These approaches may be relevant beyond the veganic community to farmers seeking innovative methods for produce safety and nutrient cycling. Agricultural outreach professionals (AOPs), including Extension personnel, play a critical role in supporting veganic practices by serving as cross-pollinators between farmers and research institutions. 10 pages, With agriculture as the second largest economic industry in Florida, the state's Extension agents need subject matter expertise necessary for disseminating the latest in agricultural research information to agricultural producers. Using an exploratory sequential design coupled with a Borich model, we determined the professional development needs of Florida Extension agents working in integrated pest management (IPM). Through our needs assessment, we identified 16 IPM competencies and found that the highest priority relative to needed professional development was for the competency "determining pest thresholds." Extension personnel can use the list generated to assess perceptions of importance and ability level regarding IPM competencies among Extension professionals in their states.
12 pages, Extension program participants tell story after story of the impact of Cooperative Extension on their lives, their families, and their businesses. Despite huge amounts of qualitative data, very little quantitative data exist showing the aggregated public value of Extension programs—especially across program areas. The lack of data leaves Extension administrators high and dry when they are asked to show public value, a circumstance sometimes resulting in reductions in human and financial resources. A simple, yet powerful Extension public value instrument was developed and used in Georgia along with analysis methods designed to showcase the short-, medium-, and long-term impacts of Extension programs.

We conducted a survey of Nebraska schools to characterize existing school-based growing spaces and to identify challenges limiting garden-based STEM learning. Our findings confirm the use of school-based growing spaces for kindergarten through 12th-grade STEM instruction, especially in the sciences. Opportunities for technology and engineering experiences are currently limited, and additional professional development support is needed to broaden garden-based STEM learning efforts. Our findings are relevant to current and future Extension efforts supporting school gardens, especially in rural agricultural communities.

6 pages, Numerous approaches can be implemented to carry out on-farm Extension demonstrations in aquaculture. The design and approach used are often governed by the problem or question that needs to be addressed as well as budgetary constraints within Extension programs. West Alabama is home to a unique inland marine shrimp industry that uses a low-salinity artesian groundwater source to raise shrimp. Demonstration and technology transfer have been carried out on commercial shrimp farms for nearly 20 years using low-budget on-levee tank systems operated by Extension personnel using this unique water source. On-farm tank demonstrations can be an effective tool for Extension professionals working in aquaculture, especially where unique circumstances exist.
