The acknowledged failure of the traditional extension model in India has stimulated debate on extension reforms and the introduction of new extension models. Further, Indian agriculture has recorded an alarming ‘knowledge gap’ where ‘knowledge’ became central to agricultural production. The role of extension functionaries today is more challenging and demands structural and functional changes to meet the holistic needs of farmers and they have to equip themselves to cope with the drastic chance and dire needs. Agricultural extension is not only about imparting knowledge and securing adoption of improved practices but it also aims at changing the outlook of farmers. Moreover, Indian agriculture is undergoing a rapid transformation under globalization from a simple making a living to complex endeavour. Information revolution leads to fundamental changes in economic, political, social and cultural relations. Information technology is the lifeblood of many other technologies. It is opined that there is direct relationship between communication and development of agricultural sector. New information technology provides the opportunity for innovation. The ‘free flow of information’ will help the farmers is to overcome the knowledge gap and the availability of the new technology lead farmers to make real choice. This paper emphasizes on the role of ICTs in contemporary agricultural context and critically understands the failure of traditional extension functionaries.
7 pages, Agricultural extension is the medium through which external agricultural technologies have been transferred to and transplanted in Africa to improve agricultural performance. Over a period of close to a century, different agricultural extension models have been proposed but their structure and content has virtually been the same: top-down, linear, non-participatory transfer of technology with no feedback loops for reverse diffusion. This presumably explains the poor performance of Africa’s agriculture and the scale of food security challenges facing the continent. In this review paper, we trace the history of agricultural extension and examine various agricultural extension delivery models to identify their major strengths and weaknesses, using Ghana and Burkina Faso as case studies. We then review the most recent literature in the field about the philosophy, scope, content, delivery, and outcomes of agricultural extension. The conclusion that agricultural extension has consistently remained out of sync with the needs and aspirations of stallholder farmers was reached. Smallholder farmers are now calling for new agricultural extension delivery models that are truly farmer-led, indigenous knowledge-based, context-specific, culturally-relevant and environmentally-sustainable to guarantee efficient farming systems into the future.
9 pages, This paper compares the supply and demand of agricultural technologies related to maize crop in Sussundenga district, Mozambique. The field work was carried out in February and March 2018 and comprises of a survey of 140 households’ maize growers, interviews with 15 agricultural technicians and six focus group meetings (four with maize growers and two with agricultural technicians). Data analysis was done using Bardin’s content analysis and descriptive statistics. The results reveal that agricultural research and rural extension focus more on supplying technologies related to maize production. But farmers have holistic expectations that go beyond production technologies to include the entire marketing chain. It makes the technical support provided with little use to maize growers. Besides it, there are also farmers’ unanswered demands and the supply of non-demanded technologies. It means that there is a mismatch between supply and demand of maize farming technologies. Agricultural research and rural extension organizations are suggested to supply not only agricultural technologies that maximize crop yield, but also services that help households improve their ability to store agricultural products and to sell it when prices are high. These actions have the potential to improve agricultural market performance and make the agricultural technologies more useful to maize growers.
9 pages., Cassava (Manihot esculenta) is an important regional food source, providing food and income to over 30 million farmers, processors, and traders in Nigeria. Extension programs support awareness and interest in new technologies; they facilitate the adoption and adaptation of new approaches to crop production, post-harvest processing, and marketing. Extension can be understood as an intermediary or catalyst in the dissemination of information to rural farmers. This study analyzed the effect of cassava farmers’ exposure to extension on a broad measure of cassava technology adoption, while considering the influence of some individual and farm characteristics as control variables. Data were obtained from personal interviews with sample of 952 households conducted in southern Nigeria. Results show a relationship between extension exposure and technology adoption. Farmer-to-farmer interaction played the greatest role in diffusion of the technologies. Interactions with extension agents were low, suggesting that adoption of improved technologies could be enhanced by improved regular contact with extension information. The results underscore the importance of farmer-to-farmer interaction processes that often overshadow extension assistance in supporting and guiding the use of production technology. The conclusions consider some implications for 21st century extension.
11 pages, Declining crop productivity is a great challenge facing smallholder farmers in Tanzania. Agro-ecological practices can improve crop productivity in a sustainable way and produce healthy food among smallholder farmers. Initiation of “Farmer-Led Research of Agro-Ecological Practices” (FLRAG) may enhance farmers’ capacities for innovation and co-develop suitable agro-ecological practices. This study aimed at identifying factors influencing smallholder farmers to participate in FLRAG. A cross-sectional survey was used to collect qualitative and quantitative data from 90 smallholder farmers in Mvomero, Bagamoyo and Masasi districts in Tanzania. Data were also collected from key informants who were extension officers. The study identified that experience in farming, easiness in accessing agro-ecological inputs, interest in doing experiments and farm size ownership are the factors that substantially influence smallholder farmers to participate in FLRAG. Therefore, researchers are advised to select participants of FLRAG by considering the mentioned factors. Furthermore, farmers selected to participate in FLRAG are advised to the use of ugunduzi app” that was developed purposefully to enhance agro-ecological research in order to test and understand its potential on smoothing agro-ecological research activities.
10 pages, Farming methods are closely linked to the livelihood outcomes of women. The techniques of farming and the manner in which they are applied affects realization of livelihood outcomes. Even though rural women aim at attaining positive outcomes, their efforts are jeopardized by poor farming practices. This situation is exacerbated by gender disparities in knowledge and skills, inadequate access to productive resources and power relations. The current study aims to understand what kinds of farming methods women use and their contribution to livelihood outcomes. Using qualitative interview and survey as an auxiliary method, it was discovered that women predominantly use traditional farming techniques such as intercropping, crop rotation, cover cropping and integrated animal-crop farming. The major hindrances to the gainful use of these methods are knowledge gaps and resource disparities. Most women still grapple with low incomes, starvation, diet deficiencies, inability to access medical care and clothing. They are also vulnerable to climate shocks and stresses. The study concludes that the farming methods have inadequately enhanced income, food security, wellbeing and resilience to shocks and stresses. It recommends that agricultural extension services such as training programmes should consciously target equipping women with knowledge and skills on how to use the traditional and modern methods of farming and support them to access productive resources.

12 pages, There is growing interest in gender analysis and value chain analysis as tools for ensuring equitable participation in agricultural commodity markets. This study examined the gender factors that influence the patterns and levels of participation by women and men in grain value chains in Uganda. Data were collected from six districts in three regions of Uganda using qualitative gender tools. Findings show that marked division of labour along gender-lines happens at postharvest handling stages where threshing and winnowing is mostly done by women while men supervise storage and also control marketing and incomes. Division of labour is due to socio-cultural ascriptions to the sexes at community level with women having to work for longer hours than their male counterparts. Groundnuts were regarded as women’s crop while soya beans were for men. Regional variations were not significant but there were marked behavioral differences between the poorer and richer households across entire value chains from production to marketing with the poor exercising more caution during marketing to spread risks to the next harvest while the rich preferred one-time bulk sales. Specific interventions are needed to upgrade women participation in grain-legume businesses and scale-up labour saving post-harvest technologies especially draught animals, threshers, tarpaulins and hullers to ease drudgery on women and increase men’s participation.
13 pages, This study uses structural equation modelling (SEM) and path diagram techniques to examine challenges faced by women in the agricultural sector cooperatives in Southeast Nigeria. The data are from a cross-section survey of randomly selected women cooperative members. Results suggest that women with poor economic status are less likely to have access to improved technology, labour, off-farm employment, and improved infrastructure. The authors also found that cultural factors increase women’s failure to own land, farm inputs, and agricultural credit. Additionally, the results show that compared to men, institutional factors increase women’s unequal access to extension training as well as their domestic workload. This study also found that older women face fewer challenges in the agricultural sector cooperatives than younger ones while more educated ones face more challenges. This study provides useful policy insights to mitigate the challenges women face in agricultural cooperatives. Most importantly, they argue that economic freedom among women in cooperatives may not be achieved unless they are emancipated from existing cultural, economic, institutional, and management constraints.
15 pages, In spite of several strategies implemented to improve sorghum production in Ghana, average grain yield in farmers’ fields remains low and far below the estimated potential. The development of effective strategies requires continuous, in-depth understanding of production constraints as well as farmer preferences for crop traits. To this end, a participatory rural appraisal using focus group discussions, interviews with semi-structured questionnaires and preference ranking was carried out among 122 smallholder sorghum farmers in the Upper East Region of Ghana. Majority (91%) of respondents were engaged in farming with more than half of their farm sizes allocated to sorghum cultivation. Drought, high cost of farm inputs and declining soil fertility were the top three constraints. Almost 42% of farmers described their soils as low in fertility. The most preferred traits by farmers were drought tolerance, high grain yield, earliness, grain quality as well as low fertilizer requirement. A better understanding of the perceptions of farmers and factors that limit the adoption of improved technology is important to guide policy towards the design of effective crop improvement and extension programmes. The study highlights the importance of breeding sorghum varieties with traits preferred by smallholder farmers that will lead to increased adoption of improved technology.
15 pages, In the past few decades, climate-smart agriculture (CSA) has been promoted to improve food security and raise incomes as a strategy for sustainable agricultural development. The adoption rates among smallholder farmers, particularly in Africa, remain low and have varied in different contexts. This study investigated the market participation spillover effects from the adoption of CSA practices in central Malawi using the control function approach to address any endogeneity in the relationship. The hypothesis that the extent of the use of CSA practices in the past 10 years can lead to production surpluses that enable smallholder farmers to participate in markets and thereby increase in agricultural incomes was tested. Using survey data from 470 households in two districts of rural Malawi, a clear positive association between the number of CSA practices used and the extent of market participation was found. The findings suggest, among others, the need to intensify efforts to promote CSA adoption specifically over a longer period for benefits of the technologies to materialise. The adoption of CSA practices over time enhances crop market participation, an important aspect required for production sustainability as well as for transforming agriculture towards greater market orientation among smallholder farmers.
13 pages, HIV Aids has had a major impact on resource-limited African rural Sub-Saharan communities, especially upon women who typically experience greater gender inequity, have fewer assets and greater food insecurity and vulnerability. Coordinated interventions in crop productivity, nutrition, AIDS treatment, and livelihood security can have significant positive impacts on individuals and households; however their impact upon gender relations and social equity is unclear. Qualitative interviews and an integrative model of factors influencing women’s empowerment are used to examine this issue in four villages of the Miracle Project in Zambia and Malawi. Although some local agency and NGO programs existed in these villages prior to project inception, female respondents reported improvements in crop productivity and income, some initiation of new enterprises, improvement in ownership of assets and housing quality and access or re- access to kinship or community based mutual assistance networks from which they had been excluded. Consumption of the introduced quality protein maize and products from home processing of soyabeans were cited as improving household nutrition. Together with increased accessibility to retroviral drugs, women’s health has improved; levels of poverty and stigmatisation have reduced and allowed many to display an improved degree of empowerment.
