20 pages., via online journal., During the last 10 years, different initiatives have been implemented to provide mobile-based extension services for the agricultural sector in Egypt. The current study compared the quality of agricultural extension messages between public and private providers. A simple random sample of 120 farmers was selected representing 7% of the total farmers registered in the databases of Ministry of Agriculture (public services) and Shoura company (private services). Farmers assessed a sample of 10 messages delivered by both providers in terms of six indicators namely (1) access, (2) utilization, (3) timeliness, (4) trust, (5) satisfaction, and (6) sharing information with other farmers. The findings revealed the lack of access to messages by the farmers in the two services. However, more than 50% had utilized the majority of messages (in case of access). The study also showed significant differences between perception of farmers to quality attributes in public and private services (Access 6.77, 0.01; Utilization 8.44, 0.004; Timeliness 8.55, 0.002; Satisfaction 8.88, 0.001; information sharing 7.62, 0.009) except for trust (1.11, 0.4). Findings provide practical implications to support mobile-based extension services to enable sharing information and link farmers with other actors in the agricultural value chain.
5 pages., Article #: 4IAW3, via online journal., The Beginning Farmer Resource Network of Maine (BFRN) is a model for maximizing resources and improving farmer services through increased statewide communication and collaboration among a diverse group of agricultural service providers. Formed in 2012, BFRN is a cooperative network with shared leadership and no financial overhead. In a 2018 survey regarding BFRN's impacts, 92% of members (22 of 24 responding members) said they were more effective and efficient. The survey results also indicated that over 800 farmers had made positive changes as a result of members' participation in BFRN. BFRN's continuing high level of activity is a testament to the value this network model offers to participating organizations, agencies, and institutions.
19 pages., Article 3945, Via online journal., Information communication technology (ICT) has changed the traditional agricultural extension service mode worldwide. This paper examines the effects of the Rural Distance Education Project (RDEP) on the household income, agricultural productivity, and off-farm employment of farmers in peri-urban areas in Beijing. Using the survey data of 783 randomly selected farm households from 54 villages in three Beijing peri-urban districts in 2014, and the propensity score matching method (PSM), we find that the RDEP has a significant and positive effect on agricultural productivity and input use. Meanwhile, the program’s effects are heterogeneous across districts and households. For example, the RDEP has significant impacts on several outcome indicators, such as agricultural labor productivity (at a 5% level of significance), agricultural land productivity (at a 10% level), and input use intensity (at a 1% level) in Tongzhou (an agriculturally more important district, with a more intensive RDEP usage), but none of these effects is significant in Pinggu district. Furthermore, the RDEP is found to have bigger, and statistically more significant effects, for households with junior high school education than for those with either lower or higher than junior high school education. Furthermore, the RDEP is more effective for households with more assets than those with fewer assets. These results point toward the importance of using a rural distance education program as an effective extension service, and the need to take community and individual characteristics into account in the implementation and design of future programs.
6 pages., Via online journal., Landscape-scale conservation planning performed in a systematic and transparent manner is becoming more common as it is increasingly evident that ecological processes are being affected at large spatial scales. The Appalachian Landscape Conservation Cooperative undertook a 15-state landscape conservation planning project, resulting in a landscape conservation design called NatureScape. To facilitate NatureScape's implementation by groups and individuals participating in on-the-ground landscape conservation, we developed an online decision support tool. This tool has the potential to assist Extension services in delivering research-based information to varied stakeholders as they make land use decisions.

They may not consider that by collaborating with locally knowledgeable Extension professionals, they also gain access to broader university resources that can assist them in understanding community needs and obtaining relevant evidence-based recommendations. We describe how Extension and county officials and personnel implemented utilization-focused evaluation to inform county strategic planning,
budgeting, and governance, leading to continuous process improvement for the county and increased support for and understanding of Extension.

7 pages, via online journal, A number of current events are exacerbating farm stress. Extension and farm organizations have mobilized responses to an emerging mental health crisis among farmers. To evaluate these responses, we conducted an online scan of resources to present a baseline typology of current mental health programs and response efforts in the 12-state Extension North Central Region. We classified responses by type of program, target audience, and delivery format. We identified the need to train mental health counselors and state suicide hotline responders on farm issues and farm culture.

However, available literature indicates that a large number of smallholder farmers remain unreached by the extension systems. To address the above problem, there has been a call to unearth the role of participatory and Information and Communication Technologies (ICTs)-led extension and learning approaches for agricultural and environmental education, and development in the country. As such, a review study was conducted on the context and the potential of participatory, and ICT-led extension and learning approaches to agricultural and environmental education. The reviews involved thematic and content analysis of variables of interest. The review findings presented a critical review of the historical and current state of agricultural extension reforms in Uganda. It also highlighted the challenges and lessons on the status, context, and potential of participatory, and ICT-led extension and learning in agricultural and environmental education in Uganda. It elaborated on recurring extension issues and described the experiences on the role of ICTs to extension and emerging practices that are enhancing the delivery of timely information that suits the needs of farmers. Policy recommendations were henceforth made to tap the potential of participatory, and ICT-led extension and learning approaches in order to enhance the performance of agricultural extension systems in Uganda.
16 pages, via online journal article, Purpose: In this paper, the knowledge dynamics of the farmer–rural extensionist’ interface were explored from extensionists’ perspective with the aim of understanding the matchmaking processes between supply and demand of extension services at the micro-level. Design/methodology/approach: Forty semi-structured interviews were conducted with extensionists whom work in the North-Eastern, Argentine provinces. Findings: Two different, general types of knowledge dynamics were identified: one moderately diffusionist, based on a hierarchical relationship and the prioritisation of experts’ knowledge, and the other constructivist, based on horizontal processes of co-construction. Interestingly, some extensionists support beliefs pertaining to both approaches. They also highlight the importance of unceremonious trainings, interpersonal trust and making recommendations that take into account farmers’ rationale. Practical implications: Results show the persistence of diffusionist rural extension and that extensionists have different, even contradictory, extension approaches, which renders inappropriate any attempt to generalise their perspectives. Theoretical implications: This study suggests that farmers’ demand is the result of a constructive, interactive process, and thus is not prior to the interaction between the demand side (farmers) and the supply side (extensionists). Consequently, the knowledge and power dynamics that take place within the farmer–extensionist interface should be considered the nucleus of demand construction and the matchmaking process. Originality/value: This paper addresses the dynamic matchmaking process between supply and demand of extension services at the micro-level, suggesting it is a constructive process and showing the core role played by power dynamics.
16 pages., via online journal., The study assessed the use of ICTs among public and private extension officers in Lesotho. A structured questionnaire was used to collect data from 86 public and 19 private extension officers. Data collected were analysed, using percentages, mean, and standard deviation, multiple regressions and t-test. Extension officers use ICT tools to obtain information on new technology (79.1%), preservation of farm produce (79.1%); time of planting crops (75.6%), call attention of extension officers (75.6%) and cultural practices (75.6%). Serious constraints to the use of ICTs, as perceived by extension officers were: high cost of ICT (83.7%); poor basic infrastructure (79.1%); non-availability of technical personnel (72.1%), failure of service (73.7%) and non-availability of genuine parts. There is a strong relationship between access to information, residing within place of work, constraints, age awareness, type of extension and use of ICTs. There is also a significance differences in the use of ICTs between public and private extension officers. Policy makers should improve national e-readiness and make more ICT tools available and accessible to extension officers. Constraints of high cost, lack of ICT infrastructure and training of technical personnel should be dealt with.

15 pages., via online journal, Crisis communication plays a significant role for the different audiences for which it is designed. Hurricanes and other disasters have resulted in major economic damage and disruption of social norms for extended periods of time in communities across the globe. In such circumstances, the Cooperative Extension Service is often called to take an active role in preparation, response, and recovery. As part of the local emergency management team, local Extension offices are positioned to provide a research base, relevant information, and faculty. As such, citizens often look to Extension faculty members for emergency resources and expertise. However, standard communication methods can be significantly affected in disaster situations. Further, difficulty to fully anticipate such effects can limit Extension’s ability to communicate with targeted audiences and deliver important information. This descriptive study was conducted to examine Florida Extension offices’ and Extension faculty members’ communication efforts and effectiveness during the 2017 hurricane season. The primary methods used by respondents to communicate with subject matter clientele were email, face to face, and phone; the primary method used to communicate with the public was the internet/web. Respondents felt clientele and the public were only moderately aware of Extension’s efforts during the hurricane season. Future research is needed to investigate Extension faculty members’ choice of communication channels, as well as the ability of these channels to convey information to clientele and the public. Future research should also examine the communication channels and information sources used and preferred by clientele and the public during disasters. Such results should be compared to the findings of this study to inform future practice for communication in disasters.
